To the students of the Beér Yaakov* youth village, in our Holy Land, may it be restored and rebuilt, may Hashem grant you long life,
I greet you and bless you,
I received, with pleasure, your greetings through your teacher, master and director, Mr. Chaim Yitzchak Glaser. I was particularly pleased to learn of your progress, in your knowledge as in your conduct. Such is indeed the role of every adult child of Israel, and a fortiori of youth and young people, to advance from strength to strength[1], not only growing and developing physically and materially, but also and especially advancing and rising in spiritual life, that of the soul.
Mr. Glaser conveyed your questions to me, which are as follows: what is my view on the aliyah* of American Jewish youth to Israel, and on the peace that can be expected with the Arab neighbors? On the first question, I will formulate my opinion after introducing a preliminary concept. In general, human existence divides into two periods. During the first, one mainly receives and therefore has a passive role. During the second, on the other hand, one may hope that one exercises an influence, most of the time, and that one is active within one's surroundings and family. It is within one's environment, in the broadest sense, that one must exercise this active role, moving in the right direction.
Naturally, one expects above all that a person act to strengthen good, to consolidate and develop it, to drive away evil. One can thereby, in a sense, repay a debt, for one has acquired strengths and knowledge enabling one to identify good and one therefore wishes to act accordingly, in proportion to what one has oneself received from one's environment at first. One therefore has the duty, first of all, to express one's gratitude, to fulfill one's obligation and act positively in all the domains in which one has received a good influence, and to persuade others to follow this same direction in turn.
An illustration will help to understand all this. If someone wants to give Tzedakah* to one who does not need it, he will certainly have performed an important deed, but the repayment of a debt takes precedence over such Tzedakah. Furthermore, the repayment of the debt may also present another aspect, for it is possible that the one who granted the loan needs help, to the point of even being in danger. In such a case, this repayment is also the means of reviving the man who granted the loan and the members of his family.
What has just been said will allow you to understand my view on the question you asked me. Youth possesses energy that has not yet been drawn upon, for it must still enter into life, become an integral part of society and its surroundings. It is then legitimate to reserve everything for the good of those surroundings in which one was born and from which one received one's strengths. It is in all these domains that one will be active, in the appropriate manner, even if society does not truly need the help one can offer it, even if one can only add to or reinforce what already exists. All the more is this so when society has an unstable situation, when those who devote themselves to its consolidation are numerically few. There is then an absolute necessity, and it is only after having repaid one's debt that one can consider going to act elsewhere, in another country.
One can deduce from this, in a concrete manner, that young people of each country, each city, when they must enter adulthood, are bound, above all, to invest their strengths in the country in which they find themselves, especially in those lands in which the spiritual and moral situation, the relationship with the eternal values of Judaism, are unfortunately not strong and solid. Each of those who can be active in this matter therefore saves lives, literally speaking, and preserves them from assimilation, which Hashem forbid. It is after youth has repaid its debt in the place where it grew up and received its education that it can ask itself what it can do for its Jewish brothers in another place.
Obviously, what has just been said does not contradict the fact that, sometimes, perhaps even often, young people must visit a different environment, another place — in this case to be, for a period of time, in our Holy Land — in order to prepare and perfect themselves for a more active, more effective activity in their environment and in their country, where they must carry out their action as a priority, in order to fulfill their moral and spiritual debt, as stated.
It is also clear that, very often, it is the environment itself that chooses one of the young people to send to another country or, in this case, to our Holy Land, in order to act there for a certain period of time or even to settle there. In such a case, this too forms part of the action undertaken for the good of the environment and the country in which one received one's education and grew up.
To synthesize all this, I think that youth, young people, must use their strengths and the opportunities available to them above all in the places where they reside, putting them to use in order to expand good or, more precisely, to spread Judaism and its values among youth, a large part of which still needs to be influenced in this matter, to receive permanent education and not once a year or from time to time. The chances of success of such an education are greater when the educator was born in the same country as his students, who must have recourse to his guidance and his influence. In such a case, he knows their turn of mind, for he grew up among them and received his own education there. This is not the case, on the other hand, when this educator originates from another country, from a different background.
It goes without saying that my view concerns this question, considered in its entirety, in the manner in which it was formulated. When it concerns specific individuals, on the other hand, it is clear that one must take into account their particular situation, that of their family members, their state of health, their economic situation and everything else. All this could be extensively developed, but I hope that these few lines, relatively few in number given the importance of what is at stake, will suffice to clarify my opinion.
Your second question concerned peace. A true peace must be based on the goodwill of both parties. Now, I see no reason justifying the Arab neighbors of our Holy Land accepting the principle of a true peace, which includes, on their part, a definitive renunciation of several territories they conquered some twenty years ago, a recognition that the people of Israel has every right to reside in Eretz Yisrael*, without being dependent on any other cause. On the contrary, the absence of peace and war have only advantages for the Arabs. Moreover, they can thereby solicit subsidies from various powers external to the region. They thus provoke a competition between these powers to determine which is most important to the leaders of a given Arab country. In this way, aid, subsidies and gifts will be increased. On the other hand, all this will disappear if tension decreases in the region, if order is restored and life takes its ordinary course.
I will add another point, which is perhaps even more important. Several powers external to the region, in particular the greatest, seem to have an interest in maintaining tension in this place, which will thus be divided among several peoples, several regimes and several countries. Such a situation opens the door to the influence and even the authority of one power or another over the region, by providing assistance to one of the parties. This would not be the case if peace prevailed among the peoples of the region and if all collaborated. A foreign power would then have less chance of imposing its authority and its influence would be reduced.
Despite all this, it is clear that a Jewish man and woman must not despair of peace, which Hashem forbid. Indeed, the existence of the people of Israel, in all generations, including at the present hour, in our Holy Land, is completely supernatural. According to all economic and political theories, a small people with limited means had no chance of surviving and especially of maintaining itself in its current situation, in a region that happens to be the meeting point of the interests of dominant countries, at the crossroads of several continents, several particularly powerful blocs, on the international scale.
It is surprising to observe that, throughout history, even in the most remote periods, the region of Eretz Yisrael has been a place of movement and conflict between peoples and regimes that, in their time, ruled the world — Egypt, Assyria, Babylon, Greece, Rome. It has not known peace and tranquility, except for a few years, during relatively short periods in which the people of the children of Israel were faithful to Hashem and followed His way, that of Torah* and Mitzvot*, for example in the era of David and Solomon*.
Eretz Yisrael is: "the land upon which the eyes of Hashem are always turned, from the beginning of the year to the end of the year"[2]. It is therefore certain that: "He neither slumbers nor sleeps, the Guardian of Israel"[3]. As has been the case until now, He will continue to protect His people, Israel, from all misfortune and all distress. The more consolidated becomes the foundation[4] of the perpetuity of the people of Israel, "a unique nation[4] on the earth"[5], the daily way of life based on the teachings of the Torah, which is a unique[4] Torah for all of us, given by the unique[4] Hashem, the more security in our Holy Land will be strengthened and the promise will be fulfilled: "You will dwell in safety in your land. I will give peace in the land. You will rest and no one will frighten you"[6].
Here too, a specific mission falls to youth, who are not afraid to confront the truth as it is, do not seek compromises, are in possession of all their strength, are not ashamed of mockers or of what non-Jews will say. The role that falls to them is to be pioneers, going out before the people of the children of Israel, wherever they may be, in the Holy Land and outside it, following Hashem's path, as He has taught it in His Torah, in order to advance in safety. With my blessing of success to advance from strength to strength[1], on the path of Torah, Torah of life and Mitzvot, of which it is said: "He shall live by them"[7],

שלום וברכה!
בנועם קבלתי פרישת שלום מהם על ידי מורם ומחנכם ומנהלם מר חיים יצחק שי' גלאַזער, ונהניתי במיוחד להוודע על דבר ההתקדמות שלהם הן בלימוד והן בהנהגה. והרי זהו מתפקידם של כל אחד ואחת מבני ישראל הבוגרים, ועל אחת כמה וכמה של הנוער והצעירים – ללכת מחיל אל חיל לא רק בגידול והתפתחות הגוף והחומר כי אם ובעיקר התקדמות ועלי' בחיי הרוח והנשמה.
מסר לי מר גלאַזער שאלותיהם, והן:
חוות דעתי א) בקשר לעלית הנוער היהודי מאמריקה לישראל, ב) בקשר להשלום הצפוי עם השכנים הערביים.
ועל שאלה א) דעתי בזה לאחרי הקדמה:
תקופת חיי האדם נחלקת בכלל לשתי תקופות. תקופה הראשונה, שבה האדם בבחינת מקבל באופן פסיבי בעיקר, ותקופה השני' אשר אז התקוה שבעיקר על כל פנים יהי' משפיע ופעיל בחיי סביבתו ומשפחתו, וסביבתו במובן הרחב ביותר – פעיל בכיוון הרצוי.
מובן מעצמו שלכל לראש מצפים מן האדם שיהי' פעיל להחזקת הטוב ולביסוסו והגדלתו, ולגרש את הרע, שהרי זהו מעין פריעת חוב, כיון שרכש לו כוחות וידיעות להבחין את הטוב ורוצה לפעול בזה, והרי קבל כל זה מאנשי סביבתו משך תקופתו הראשונה. לכן לכל לראש שומה עליו להיות מכיר טובה ולשלם חובתו המוטלת עליו להוציא לפועל טוב בכל הענינים שהשפיעו עליו, וגם בנקודה שישפיעו על אחרים שימשיכו בכיוון זה ביחד עמו וגם לאחרי זה.
ומשל למה הדבר דומה, לאחד שרוצה לתת צדקה למי שלא מחוייב – הרי זה דבר גדול, אבל פרעון חוב קודם לנתינת צדקה.
מובן גם כן שאם ביחד עם פרעון החוב יש בזה נקודה נוספת שהמַלוה שלו זקוק לעזר ועד לפיקוח נפש, הרי בפרעון החוב יש גם כן ענין שמחי' נפש המלוה ובני ביתו.
על האמור מבוססת דעתי בנוגע שאלתם:
הנוער שיש לו מרץ שעדין לא נגע בו ושצריך עוד להכנס בחיים ולהיות חלק פעיל בחברה וסביבה שלו, דין קדימה שינצל כל הענינים לטובת הסביבה בה נולד וממנה קבל כוחותיו, ובכל ענינים אלו יהי' פעיל בכיוון הרצוי, אפילו אם החברה לא זקוקה כל כך בעזר שלו דוקא, ובידו רק להוסיף ולבסס; על אחת כמה וכמה כשהחברה נמצאת במצב רעוע וכולי בה בשעה שהמתעסקים בביסוסה מעטים בכמות, הרי מובן שהוא הכרח הכי גדול, ורק לאחר שפרע חובו יכול לחשוב על דבר פעילות במקום אחר, או מדינה אחרת.
מזה מובן הלכה למעשה ממש, שהנוער בכל מדינה ועיר, בשעה שצריכים להכנס לימי הבגרות, מחוייבים לכל לראש לנצל כוחותיהם במדינה שנמצאים בה, ובפרט במדינות אלו, אשר לצערנו המצב הרוחני שבהן וכן המצב המוסרי והקשר לערכי היהדות הנצחיים לא במצב חזק ומבוסס, וכל אחד ואחת שיכולים לעשות בזה, הרי זו עבודה של פיקוח-נפש ממש והצלת נפשות מטמיעה ח"ו וכולי. ורק לאחרי ששילם הנוער חובו במקום שנתגדל ונתחנך יכול לחשוב מה יכול לעשות בעד אחיו היהודים במקום אחר.
מובן גם כן שאין בהאמור כל סתירה שלפעמים, ואולי לפעמים רבות, זקוק הנוער לבקר בסביבה אחרת או מקום אחר, או בנידון דידן להיות תקופה מסויימת בארצנו הקדושה, בתור הכנה והשתלמות לפעילות מוגברת ומוצלחת יותר בסביבתו ומדינתו בה צריך לפעול לכל לראש לשלם חובו המוסרי והרוחני וכולי, כנ"ל.
כן מובן אשר גם זה יכול להיות לפעמים רבות, אשר הסביבה עצמה בוחרת מישהו מהנוער לשלוח למדינה אחרת, או בנידון שלנו לארצנו הקדושה להיות פעיל שם תקופה מסויימת או גם להשתקע, שאז גם זה נכנס בחלק הפעילות לטובת הסביבה והמדינה בה נתחנך וגדל.
לסיכום הדבר: דעתי אשר על הנוער והצעירים לנצל כוחותיהם והאפשרויות שלהם לכל לראש במקומות מושבותיהם, לנצלם ולהגדיל הטוב, יותר מדוייק להפיץ היהדות וערכי' בתוככי הנוער, אשר חלק גדול ממנו זקוק להשפעה בזה וחינוך מתמיד, לא אחת בשנה או מזמן לזמן, ואשר הסיכויים להצלחת חינוך זה גדולים יותר כשהמחנך הוא יליד המדינה של המחונכים הזקוקים להדרכה והשפעה, ויודע תכונת נפשם וכולי כיון שגדל ונתחנך ביניהם. מה שאין כל זה במחנך שליח ממדינה אחרת ומסביבה אחרת.
בודאי אין צורך להדגיש שדעתי האמורה היא בנוגע לבעי' בכללותה, מעין השאלה, שהרי בנוגע לאישים פרטיים מובן שצריך להביא בחשבון התנאים המיוחדים של האיש, בני המשפחה, תנאי בריאות וכלכלה וכולי.
יש להאריך עוד כמה בבעי' האמורה, אבל תקותי שגם שורות אלו המעטות בכמות בערך חשיבות הדבר תספקנה להבהיר דעתי.
ועל השאלה השני' שלהם בנוגע השלום:
שלום אמתי יכול להיות רק אז אם הוא מבוסס על הרצון הטוב של שני הצדדים. ואיני רואה סיבה וטעם שירצו השכנים הערבים של ארצנו הק' לעשות שלום אמתי, שכולל בתוכו יאוש בהחלט מצדם מכמה וכמה שטחים שנכבשו לאחרונה ועל אחת כמה וכמה שטחים שכבשום לפני עשרים שנה, וכן הודי' אשר עם ישראל בארץ ישראל יש לו כל הזכויות לדור שם מבלי כל היתלות במשהו אחר וכולי. ולאידך, המצב של אי-שלום ומלחמה יש בו בשביל הערבים כל הרווחים, ולא עוד אלא שזה נותן להם האפשרות לבוא בתביעות עזר מכמה מעצמות שמחוץ לאזור זה, ועל ידי שיעוררו התחרות בין מעצמה אחת להשני' למי חשיבות יותר גדולה אצל השליטים במדינה ערבית פלונית, יגדילו העזר והסיוע והמתנות וכולי, מה שאין כל זה כשתתבטל המתיחות בהאזור והענינים יסודרו והחיים יכנסו למסלול רגיל וכולי.
עוד להוסיף בזה, ואולי זה עוד עיקר יותר גדול, שכמה מעצמות שמחוץ לאזור, ובפרט הגדולות שבהן, כנראה מעונינות שתהי' מתיחות באזור ויהי' מפוצל בין כמה עמים ומשטרים וממלכות וכולי, שמצב זה פותח דלת להשפעה ועד כדי שלטון של מעצמה פלונית או אחרת באזור, על ידי שתעזור לאחד מהצדדים באזור, מה שאין כן כשישתלט השלום בין העמים הנמצאים באזור וישתפו פעולה זו עם זו, הרי נתמעטה האפשרות של שלטון מצד מעצמה זרה ואפילו ההשפעה שלה תתמעט.
לאחרי כל זה, פשוט שאין על איש ואשה הישראלים להתיאש ח"ו מהשלום, שהרי כל מציאות עם ישראל במשך הדורות, כולל גם המציאות עתה בארצנו הקדושה, היא למעלה מדרך הטבע לגמרי. כי בהתאם לכל השיטות הכלכליות והפוליטיות וכולי אין זכות הקיום לעם קטן ודל בכמות. ובפרט להחזיק מעמד באופן כמו שהוא עתה, בנקודת המוקד בה מתנגשים האינטרסים של ממלכות עצומות ונמצאת על פרשת דרכים של כמה קונטיננטים וגושים הכי חזקים בזירה הבין-לאומית.
ונפלא הדבר שבמשך כל ההיסטורי' ועד לתקופות הכי עתיקות הי' שטח ארץ ישראל מקום של תסיסה ומריבה בין כל העמים והממלכות שמלכו בכיפה בזמניהם, מצרים ואשור ובבל ויון ורומי וכולי, ולא נהנה מהשלום והשלוה כי אם בשנים ספורות ותקופות קצרות לפי ערך בהן הי' עם בני ישראל נאמן לה' והלכו בדרך ה', דרך התורה והמצוה, כמו בימי דוד ושלמה וכו'.
וכיון אשר ארץ ישראל היא ארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה, הרי בודאי שלא ינום ולא יישן שומר ישראל, וכמו עד עתה כן גם להבא יגן על עמו ישראל מכל צרה וצוקה. וככל שיתבסס יותר היסוד של קיום עם ישראל – גוי אחד בארץ – הוא דרך חיים בחיי היום יום על פי הוראת התורה, אשר תורה אחת היא לכולנו, נתונה מה' אחד , כן יגדל הבטחון בארצנו הק' ועד לקיום ההבטחה וישבתם לבטח בארצכם ונתתי שלום בארץ ושכבתם ואין מחריד.
וגם בזה תפקיד מיוחד לנוער, שאינו מתפחד מהאמת כמו שהיא, ולא מחפש פשרות, וכוחו עמו, ואינו מתביש מפני המלעיגים ומה יאמרו הגויים וכולי, שעליהם התפקיד להיות החלוץ היוצא לפני עם בני ישראל בכל מקום שהם, בארץ וגם בחוץ לארץ, ללכת בדרך ה' כפי שהורנו ה' בתורתו, ללכת לבטח דרכו.
בברכה להצלחה ללכת מחיל אל חיל בדרך התורה, תורת חיים, והמצוות עליהן נאמר וחי בהם.
