To the distinguished Chassid* who fears Hashem and dedicates himself to communal needs, Rav M. Lewinger,

I greet and bless you,

I respond to your letter of the 7th of Kislev*[1], which also refers to your previous correspondence. I did not respond to the latter, in accordance with the teaching of our Sages, of blessed memory, according to which: "One does not respond..."[2]. What I mean is that, to our great sorrow and shame, the fate of the holy city of Hebron* is still uncertain[3].

Of course, I am not referring to its true fate, for it is, among other things, the city of the Patriarchs*, the location of the Cave of Machpelah*, one of the four holy cities of our Holy Land — may it be restored and rebuilt — especially in light of what the masters of Chabad* explain and emphasize in each generation, and above all what is printed in the holy letter of the Admor HaEmtzai*, successor of the Admor HaZaken*, author of the Tanya* and the Shulchan Aruch*, when he founded a settlement in the holy city of Hebron* — may it be restored and rebuilt — very soon in our days, Amen, in 5583[4]. This has recently been printed in the collection Mea Shearim*[5], p. 15[6]. One should also consult the conclusion of this reference[7]: "He himself purchased, in this holy city, a small synagogue bearing his name, in order to have an inheritance there."

I am alluding to the negotiations being conducted discreetly, in secret, but which are well known among the non-Jews — and you must understand what I mean — regarding what should be returned of the liberated territories and what should not. True, regarding Hebron*, these serious negotiations have been going on for a year or more and there are many opinions in favor of its restitution. Nevertheless, lately, this opinion is prevailing[8] and there is no need to say more about what is dreadful. More generally, I had not wished to write all this and, in fact, "can Hashem's hand be limited?"[9] Until now, this has had no effect, due to an evident miracle whereby the non-Jews[5] have not wanted to enter into negotiations for the restitution of territories, whereas the only condition imposed on them was to agree to talk about peace. And everyone knows that these discussions have no bearing on future conduct. Their refusal can therefore only be, as has been said, an evident miracle of Hashem, completely transcending[5] nature, in order to prevent the restitution of these territories.

Nevertheless, our Sages say[10] that one must not rely on a miracle, and may Hashem cause it to occur and be great. This is why I have no means of meeting your requests on the points you write about. As I have said, I fear — not the non-Jews, Heaven forfend, for they have no free will[11] — but rather the opinion of those who err, even if this error is committed inadvertently, in a situation of force majeure, for it makes no difference in practice[12]. You will understand what I mean.

As I have said, there is no reason to elaborate on this beyond what has been indicated. Of course, my intention is absolutely not to discourage you, as well as those who follow you, in your convictions and in...

שלום וברכה!

במענה למכתבו מיום ז' בכסלו, שבו מוזכר גם על דבר מכתבו הקודם,

והנה מה שלא עניתי עליו – הקודמו – הוא מתאים להוראת חכמינו ז"ל אין משיבין על כו', כוונתי שגורל עיה"ק חברון לצערנו הכי גדול וגם לבשתנו – עדין מוטל בספק.

פשוט שאין כוונתי לגורלה האמתי, שהרי היא עיר האבות והיא מקום מערת המכפלה, מארבע ערי הקודש אשר באה"ק ת"ו וכו' וכו', ובפרט על פי המבואר ומודגש על ידי נשיאי חב"ד לדורותם, ומהם הנדפס באגרת הקודש של אדמו"ר האמצעי, ממלא מקומו של אדמו"ר הזקן (בעל התניא והשלחן ערוך), בעת שיסד הישוב בחברון עיה"ק תובב"א בשנת תקפ"ג (נדפס לאחרונה בספר מאה שערים , דף ט"ו). ועיין הסיום שם: "ובעצמו קנה בעיה"ק הנ"ל את הבהכ"נ הקטנה על שמו כדי שיהי' לו אחוזת נחלתו שם". וכן עשו גם נשיאי חב"ד לאחריו,

כי אם כוונתי בקשר להשקו"ט המתנהלת בחשאין חדר לפנים מחדר – אבל מפורסמת היא בין הגויים וכו' וד"ל – מה להחזיר מהשטחים המשוחררים ומה אין להחזיר וכו'. ואף שזה כשנה ויותר שבנוגע לחברון מתנהלת שקו"ט חמורה בזה, וגם אז רבו הדיעות להחזרתה, הרי לאחרונה הולכת דעתם וגוברת, ואין להאריך בדבר המבהיל. ובכלל לא הי' רצוני להעלות זה על הכתב, בפרט שהיד הוי' תקצר, וכמו שעד עתה לא בא הדבר הנ"ל לפועל – מפני הנס הגלוי שאין הגויים מסכימים להיכנס לשקו"ט ע"ד החזרת השטחים אף שהתנאי היחידי שדורשים מהם הוא שיסכימו בדיבור לעשות שלום, [וכולא עלמא ידעי שאין לדיבור זה כל תוקף בנוגע להנהגתם להבא]. ואין מיאונם זה אלא כנ"ל, נס גלוי מהשמים למעלה מדרך הטבע לגמרי , [בכדי לעכב החזרת השטחים?],

אבל הרי אמרו חכמינו ז"ל שאין סומכין על הנס (אף שהלואי ויאריך וכו' וכו'), לכן אין בידי למלאות בקשות כת"ר בענינים שכותב. וכנ"ל לא מן הגויים אני מפחד ח"ו, שהרי הם אינם בעלי בחירה, כי אם מדעת הטועים (והרי אפילו אם הטעות הוא בשוגג ואונס וכו' אין נפ"מ בהנוגע להתוצאות ומעשה בפועל) מאחינו בנ"י שבעלי בחירה הם. ויש מהם שהלבישו הענין באיצטלא דמצוה וכו' וד"ל.

כנ"ל יש להאריך כהנה וכהנה בכל הענין, אלא שאין כוונתי כלל וכלל להחליש את כת"ר והנלוים אליו בשיטתם ועניניהם. וכל הכתוב לעיל הוא אך ורק על פי הציווי דוהייתם נקיים מהוי' ומישראל, במענה על תוכן מכתבו.
