To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Moshe Tzvi[1] HaLevi,

I greet you and bless you,

I have just received your letter, appended to that of Mr. Bir, and I enclose the reply I am sending him[2]. If explanations are necessary, you will surely find the right words.

I had duly received your letter concerning Hebron*[3] and I am somewhat surprised by it, for being on the ground, you are no doubt aware of the doubts and debates surrounding that city on the part of those who hold power in Eretz Yisrael*. Among them, to our great pain and shame, those on the left are, at least for the time being, more numerous than those on the right and the believers. You must understand what I mean. You are surely also aware of the restrictions imposed on those who had the "audacity" to settle in Hebron. And there is no need to say more, for this is painful and distressing.

Of course, the disputes concerning the Tzemach Tzedek* synagogue[4] in the old city are hurtful, and I trust that you will do everything in your power not only to reduce this dispute but to make it disappear entirely, bearing in mind that this is not a synagogue like any other — not even like the other synagogues of the Holy Land, may it be restored and rebuilt. It is, in this case, the one that is representative of all the synagogues of the Chassidim*, wherever they may be, in the Holy Land or outside of it. It is therefore certain that its management must be entrusted to the Chassidim of all places, in accordance with the Halacha* decided by the revealed part of the Torah regarding a synagogue belonging to Jews everywhere[5]. It is also for this reason that I appointed to the committee not individuals, but rather representatives of the Chassidic institutions of the Holy Land, may it be restored and rebuilt, and of Kfar Chabad*, with the exception of the Chassid, Rav A. Pariz, since there can be no election for the Chabad association, the Chabad youth association, the Chabad women and girls. I therefore imagined what their choice would have been. It is likewise entirely self-evident that this leadership, emerging from these institutions, must set the customs of the synagogue, its officers, and everything else. I am very surprised that doubt still lingers on this matter, and I am astonished at the idea of diminishing the great value of this synagogue and handing it over to the authority of those who come to pray there on the holy Shabbat*, on weekdays, or on holidays.

Naturally, what I mean is that upon reflecting on all of this, it is certain that those who come to pray there, with motivation and goodwill, will contribute to the leadership, whose authority and power they will accept with joy and enthusiasm. In this way, Hashem will grant them success in expanding the synagogue both quantitatively and qualitatively, as I had written specifically with regard to this synagogue[4].

May Hashem grant you success and blessing so as to give me good news of all this as soon as possible — a true good that will be good for Heaven and good for creatures, as our Sages rule in tractate Kiddushin 40a. At the first opportunity, all shall participate in a proper Chassidic farbrengen*. Then shall be fulfilled the saying of the Admur HaZaken* in this regard, namely: "what a Chassidic farbrengen can accomplish, the angel Michael* cannot do, and a wondrous image is given on this subject" in the Kovetz Michtavim that concludes the complete edition of Tehilim Ohel Yosef Yitzchak, p. 723[6]. זה עתה נתקבל מכתבו הוספה על גליון מכתב מר ביר שי'. ומצו"ב המענה להנ"ל . ובודאי אם נצרך להסברה ימצא אותיות המתאימות לזה.

מכתבו בנוגע לחברון נתקבל מאז, ולפלא קצת שהרי בהמצאו על אתר בודאי ידועים לו הפקפוקים והשקו"ט בנוגע לחברון מצד אלה הקובעים מהלך הענינים בא"י ושביניהם, לצער הכי רב ולבשתנו – לעת עתה עכ"פ – רבו המשמאילים על המימינים ומאמינים וד"ל. ובודאי ידוע לו ג"כ ע"ד ההגבלות וכו' שהגבילו את אלו "שהעיזו" להתנחל בחברון. ואין להאריך בדבר המצער ועד לאחת.

מובן שמצער ביותר פירוד הלבבות בעניני ביהכ"נ "צמח צדק" בעיר העתיקה, ותקותי שיעשה כל התלוי בו – לא רק להמעיט הפירוד כי אם גם לחסלו אחת ולתמיד, מיוסד על הנקודה שאין זה ביכ"נ ככל שאר בתי כניסיות, ואפלו לא כשאר בתי כניסיות שבאה"ק ת"ו, כי אם זהו "בא-כח של בתי-כניסיות" אנ"ש בכל מקום מושבותיהם, הן באה"ק ת"ו והן בחו"ל. שמזה מובן וגם פשוט שההנהלה מוכרחת שתהי' בידי באי-כח אנ"ש שבכל מקום, וכהדין גם בנגלה בנוגע לביכ"נ ששייך ליהודים הנמצאים בכל מקום. שזה הי' גם הטעם שמניתי לועד לא אנשים פרטים כי אם מוסדות אנ"ש אשר באה"ק ת"ו וכן כפר חב"ד (פרט להרה"ח וכו' הר"א פריז ז"ל, כיון שאי אפשר לעשות בחירות מאגו"ח וצא"ח ונשי ובנות חב"ד, ובחרתי במקומם לפי ההשערה). ופשוט גם כן – שלכל לראש על ההנהלה האמורה הנבחרת ממוסדות האמורים לקבוע מנהגי ביהכ"נ, גבאי ביהכ"נ וכו' וכו'. ולפלא גדול הספק בדבר, ולפלא הסברה לשלול גודל ערך ביהכ"נ ולעשותו שייך ומסור למרותם של הבאים להתפלל בו ביום הש"ק או בימות החול או במועדים ורגלים.

פשוט שכוונתי שלאחרי התבוננות בהאמור הרי בודאי שגם המתפללים הנ"ל מתוך נפש חשקה וחפצה ומרצון אמתי ישתפו פעולה עם ההנהלה – מתוך קבלת בעלות ומרות שלה ומתוך שמחה וטוב לבב, וחפץ הוי' בידם יצליח להרחיב את ביהכ"נ בכמות ובאיכות גם יחד, וכמכתבי מאז בנוגע לביהכ"נ זה.

ויהי רצון שיצליחו השי"ת ויברכו לבשר טוב בכל האמור ובהקדם, טוב אמתי שהוא טוב לשמים וטוב לבריות גם יחד כפסק חכמינו ז"ל (קדושין מ, א) ועד שבהזדמנות הראשונה יערכו כולם יחד התועדות חסידותית מתאימה לשם זה, ויקויים בה פתגם רבנו הזקן בנוגע להתועדויות אלו: "דאָס וואָס עס קען אויפטאָן אַ חסידישער פאַרברענגען קען מלאך מיכאל ניט אויפטאָן, במשל נפלא" (עיין קובץ מכתבים בסוף ס' תהלים אהל י"י השלם, ע' תשכ"ג – 723).
