By the grace of Hashem,

To the distinguished Chassidim* who fear Hashem, students of Yeshiva* Tomchei Temimim*, scribes writing Sefer Torah*, Tefillin* and Mezuzot* at Kfar Chabad*, may Hashem grant you long life,
I greet you and bless you,
I am responding to the good news you have communicated to me, that you have made the decision to establish an association of Sofrim*, writing Sefer Torah, Tefillin and Mezuzot.
May Hashem bring this about in a good and fruitful moment, and may your sacred work, your sacred mission, achieve its sacred objective — a Sefer Torah, Tefillin and Mezuzot written properly, as a specific Commandment[1] requires of us[2]. Moreover, when this Sefer Torah is read, when these Tefillin are worn, and when these Mezuzot are affixed, one will additionally be able to recite blessings before performing the Mitzvah*.
May Hashem bring it about that no unfortunate incident[3] occurs through your agency, Heaven forbid, that you establish truth and accomplish all of this in joy and enthusiasm. With my blessing for success,

במענה להודעתם בשורה טובה אשר החליטו לאגד אגודת סופרי סת"ם וכו',
יהי רצון שיהי' בשעה טובה ומוצלחת ועבודתם בקדש, מלאכת הקדש האמורה תשיג המטרה בקדש, סת"ם מוגהים, אשר גם ע"ז בפ"ע נצטוינו*, ובפרט כשיקראו בס"ת האמורים, יניחו התפילין ויקבעו המזוזות, שנתוסף בזה ענין הברכות קודם המצוה וכו'.
וכמבואר הענין בכו"כ מקומות.
ויהי רצון שלא יצא שום מכשול ח"ו תחת ידם, יכוונו לאמת ויעשו בכל האמור מתוך שמחה וטוב לבב.
