To the participants in the restricted meeting of Kfar* Chabad*,

for the organization of the Beis Rivka* youth village,

may Hashem grant you long life,

I bless you and greet you,

I have received your letter of 22 Sivan*, but it does not appear, in a perfectly clear manner, whether you are placing the emphasis on the Beis Rivka* or on the youth village, which is, obviously, a much broader program. But, the first (note 1: The Beis Rivka project.) also presents an advantage. It is more easily achievable.

In any event (note 2: The Rebbe emphasizes the words: "in any event," "before," "move," "began to move," "commonly," "well known" and "program."), it is clear that this project is wise, important and very positive. However, before committing to it, one must verify whether you have the means to avoid the causes that were at the origin of the particularly surprising and even appalling situation affecting all construction programs at Kfar* Chabad*, whereby a particularly long period of time must elapse before one begins to move, then there is an interruption and various explanations are put forward to justify it. A long period elapses again, then one moves for the second time. This was indeed the case for the youth center (note 3: See, on this subject, letter number 8850.), since one began to move twelve months after laying the cornerstone. This was also the case for the construction of houses for such and such a person, on such and such land. Commonly, a period of two or three years is necessary! And, of course, various justifications are found each time.

Now, it is well known that such-and-such a community in our Holy Land, may it be restored and rebuilt, was built in six months, that such-and-such a village, with a few houses, was constructed in an even shorter time. Moreover, within matters concerning the Chassidim* themselves, the Chabad* quarter of the holy city of Yerushalayim*, may it be restored and rebuilt, was constructed and it is developing. There is no need to say more, so appalling is this. What is the point of establishing yet another program, if one does not have, from the outset, the certainty that it is concretely achievable? With my blessing to give me good news of all this,

נתקבל מכתבם מכ"ב סיון, ואינו ברור כדי צרכו במה ההדגשה, אם בהחלק ד"בית רבקה" או בהענין ד"כפר הנוער", שכמובן זוהי תכנית רחבה יותר ובהרבה, אבל מעלה באופן הראשון שזהו קרוב יותר למעשה.

ומובן שהענין בכ"א נחוץ ונכון וטוב במאד מאד, אלא שקודם ההתחלה בזה - צריך לברר האם בידם לשלול אותן הסיבות שהביאו למצב הכי תמוה ועד להבהלה בהנוגע לכל תכניות הבני' שבכפר חב"ד שעובר עדן ועדנים עד שמתחילה הזזה הראשונה, ואח"כ חל הפסק, ומוצאים נמוקים שונים ומשונים לההפסק, ועובר עוד הפעם עדן ועדנים עד להזזה השני' וכו' [וכנראה במוחש בנוגע למרכז הנוער, שהזזה הראשונה - לאחרי י"ב חדש מהנחת אבל הפנה! כן בנוגע לבנין בתים בשביל פלוני ופלוני בשטח פלוני, שעל דרך הרגיל דרושה תקופה של שנתיים או שלוש! וכמובן בכל פעם נמצאים נמוקים כנ"ל שונים ומשונים], אף שמפורסם שקהלה פלונית באה"ק ת"ו נבנתה במשך חצי שנה וקרי' פלונית נבנתה (ובתים בודדים) במשך עוד פחות מזמן הנ"ל. ולא עוד אלא שבתוככי אנ"ש עצמם הרי שיכון חב"ד בעיה"ק ירושלים ת"ו נבנה ומתפתח וכו', ואין להאריך בדבר המבהיל כנ"ל. ומה תועלת ביצירת עוד תכנית, באם לא מובטחים מראש שזהו ענין מעשי.
