It seems that you have received inaccurate information (note 1: This letter is addressed to Mr. Yosef Dekel. See, regarding him, letter no. 8699.). Indeed, when I spoke with Rav Menachem HaKohen, regarding the Sifrei Torah* that are being sent to our Holy Land (note 2: In order to be donated to places that do not possess one.), may it be restored and rebuilt, in the presence of Mr. Yeshayah, I clearly emphasized that I did not make any distinction between one Moshav* and another, one Kfar* and another. It suffices that it be a place where the Sefer Torah* will actually be used. I therefore clearly emphasize that I do not give them to a certain institution or to a certain Kfar*. One should not seek, in my words, the slightest discrimination. That would be the opposite of my intention. I also asked, when giving the Sefer Torah* to a certain place, to specify that I did not send it precisely for that place, for such is not my purpose. One should simply say that the Sefer Torah* was sent by the Lubavitch center located here, but that, in contrast, it was not decided a priori, from here, to assign them to such a place or such an institution, which would have the effect of excluding other places and other institutions.

Based on your first letter, I think it is not unnecessary to add another point, also based on the discussions we had when you were here. We both considered that there is no reason to use the Torah* and religion in the interest of parties (note 3: Political parties in Eretz Yisrael*.) that have no connection with religion. It is therefore the same for the matter at hand. One must not use a Sefer Torah* that was sent from here, nor any other Sefer Torah*, with such an objective.

...כנראה קבל ידיעות בלתי נכונות, כי בשעה שדברתי עם הרב מנחם הכהן שי' בקשר עם הספרי תורות ששולחים לאהקת"ו שהי' בנוכחות מר ישעי', הדגשתי בפירוש שאיני רוצה לחלק בין מושב למושב ובין כפר לכפר, ורק שיהי' זה במקום שישתמשו שם בספר התורה, ושמדגיש אני בפירוש שאיני נותן למוסד מסוים או כפר מסוים, שלא יהי' מקום למצוא בדברי הפלי' באיזה אופן שיהי', שהוא היפך כוונתי. ובקשתי שכשיתנו למקום מסוים יודגש גם אז שלא שאני שלחתי הס"ת במיוחד לאותו מקום, כי אין זה מעניני. ואפשר לומר רק שהס"ת נשלחה ממרכז דליובאוויטש כאן, אבל לא שהוחלט כאן מראש לאיזה מקום ומוסד לשלוח שממילא שולל מוסדות או מקומות אחרים.. על פי מכתבו הראשון מוצא אני לא למותר להוסיף עוד ענין שגם הוא מיוסד על שיחותינו כשהי' כאן, ששנינו היינו תמימי דיעה שאין מקום לנצל עניני תורה ודת לרווחים מפלגתיים שאין להם שייכות לדת. ועל דרך זה גם בנידון האמור, שבודאי אין לנצל ס"ת הנשלחת מכאן או ס"ת איזה שתהי' לענינים כהאמורים...
