I bless you and greet you,
I have duly received your letter of 19 Teves* (note 1: This letter is addressed to a young woman. See Likkutei Sichos*, vol. 33, p. 263.), which reached me with much delay and in which you pose several questions about the laws and customs of Israel. In general, it is not my practice to respond to such questions and, indeed, this is unnecessary, since there are several people teaching Halachah* in your city. You can therefore consult them and you will obtain the answer to these questions, down to the finest detail, which is sometimes difficult to express in writing, within the epistolary framework. However, since you have written to me, I will respond at least to the first question, "the issue, for a woman, of covering her hair" (note 2: See, notably, regarding this subject, letter no. 4372.), according to your formulation. You ask me on what this custom is based.
This is, in fact, a Law clearly ruled by our holy Torah*, Torah* of life, and not a mere custom, although the latter also has great importance. Moreover, among these Laws, the act of covering one's head receives a specific value, obviously for a married woman, as can be deduced from the great reward that is granted to those who put this Precept into practice. Its precise terms are reported, notably, by the commentators of the Shulchan Aruch*, Orach Chaim*, chapter 75, explaining in detail the necessity of covering one's head and also indicating the punishment one incurs, but I choose to cite here only what relates to the reward. The holy Zohar*, in Parshas* Nasso, cited by the Mishnah Berurah*, laws of Shema Yisrael*, chapter 75, says: "her children will be distinguished from all others, by their value. Moreover, her husband will receive all the upper and lower blessings, wealth, children and grandchildren."
I add to all this that it is very surprising to observe that someone who is animated by faith in Hashem, in his heart, who desires to have, after marriage, a truly happy life and that it be so for the husband, for the wife, for the children that Hashem will grant, can speak of discomfort, even if one admits (note 3: The Rebbe* underlines the words: "admits," "all," and "in every.") that this is the case, given the blessing that is granted by Hashem, Creator of the world and of man, Who directs it, when one covers one's hair. There is in this an incomprehensible levity, even if there were a doubt, the slightest doubt about the necessity of this practice, all the more so when all of this is clearly expressed.
Of course, I know the question that is raised on this subject, for many are those who do not observe this Law. In fact, this interrogation has existed for millennia, for: "you are the minority among the nations" and why "are their Laws different from those of all other peoples"? To our great sorrow, one can find, at present, people who desecrate Shabbos* publicly and even contract mixed marriages, which Hashem should prevent. It is clear that this removes absolutely nothing from the fundamental principles of our Torah*, Torah* of life, and its Mitzvos*, of which it is said (note 4: Vayikra* 18:5.): "One shall live by them." Thus, the golden calf, in its time, in proximity to the giving of the Torah*, removed nothing at all from the value of the Ten Commandments, then of the entire Torah* and its Mitzvos*, until our era.
We are a few days from Purim* and such was precisely the argument of Haman. His conclusion was that it was necessary not only to eliminate the moral existence of the people of Israel, but also "to destroy all (note 3) the Jews, from the young to the old, the children and the women." Indeed, the perpetuity of the children of Israel, in every (note 3) place where they are found, stems solely from the Torah* and its Mitzvos*, which are given by the one Hashem to the one people on the earth. עניתי כו"כ פעמים (להכותב ולעוד כמה ששאלו כיו"ב) - בכ"ז אכתוב עוה"פ:
1) דבר הפשוט שאפשר ובידי אנ"ש שי' יושבי אהקת"ו לפעול רבות ונצורות שם - ובמכ"ש וק"ו - מכל אלו התנועות והחוגים שם שפתחו לאחרונה כו"כ ישיבות ת"ת ביהכנ"ס וכו' אף שאין להם הנשיאות חן והסיוע מכו"כ משרדים שישנו לעניני חב"ד, גם לא ההיכרות שאפשר להשיגה (או שכבר ישנה) ועוד ועוד, ועוד - ועיקרי: גם לא ברכת כ"ק רבותינו נשיאנו המיוחדה לעניני חב"ד.
2) דבר הפשוט שאין מקום לשלוח גענעראלען מכאן.
3) דבר הפשוט שאין מקום לשלוח מורים ומנהלי בתה"ס מכאן - וגם אין כל צורך בזה - שהרי כהנ"ל מוצאים על אתר.
4) דבר הפשוט שכהנ"ל דורש עבודה מסודרת ואז אין גבול להתפשטות האפשרית (דוגמא מפעולות יחידים ממש הר"ר ברוק שי' בראל"צ סלונים בירות"ו זילברשטרום שי' שם וולף שי' בלוד חפר שי' בכפר, איידלקופ שי' שם ועוד ) וכהנ"ל - לא חכו להתמנות פעם אחר פעם "ולזריקות" וכו'.
5) דבר הפשוט שבהעדר פעולה אפילו כשמלבישים אותו באצטלא של יר"ש וחסידות וכו' תוצאותיו - ע"ד הנראה במוחש הנוגע.. המצב.. בכלל (דירת מאות משפחות מגזע חב"ד, לפני זמן קצר - כו"כ ביהכ"נ חב"ד, רבני אנ"ש וכו') ועוד.
6) אין מקום למינוים מעבר לים, וגם ללא תועלת - כי זה וואס שטייט אן לעשות מה לנוגע להזולת (ולא רק בעניני פרנסתו הוא) אין זקוק למנוי, ומי שאינו רוצה לעשות מה - כו"כ תירוצים מן המוכן אצלו להמשיך בשטתו זו, כמו שנהג כזה ע"ע, אף שנודע לכל ומפורסם שהשיטה הזו היא בנגוד מוחלט לפקודות ברורות של רבותינו נשיאינו.
7) עצות והוראות מסוג זה שכותב אודותם ברורות בכל שטח לפי ענינו, ע"פ מה שרואים איך שפעלו אחרים בשטח המקביל אשתקד ולפני שנתיים - ובכמה ענינים: איך שפועל כ"א בעצמו כשהדבר נוגע לפרנסתו הגשמית והפרטית.
8) דבר פשוט שלו בא קירוב הלבבות ואיחוד אנשי חב"ד - הייתה ההצלחה פי כמה בהנ"ל, אבל אפילו בהמצב בזה עתה - גם כן כר נרחב לפעולות מוצלחות.
