I read in the newspapers that a bill of divorce was established (note 1: See Likkutei Sichos*, vol. 9, p. 336.) based on a telephone conversation with the husband, who was in Vienna and declared: "Write this document and transmit it to her."
I would like to know if the rumor that reached me and the explanations given to me in this regard are accurate. Indeed, all this is very surprising, for the telephone sound is in no way (note 2: The Rebbe* underlines the words: "in no way," "subsequently," "define," "designed," "human voice," and "fundamental.") the voice of the husband. It is, in fact, his voice that generates an electric current which to this day no one is, moreover, capable of defining (note 2) precisely, since one knows only its functioning. But, in any event, it is known that these are not air waves or gestures that could be compared, for example, to those of writing. The vocal modulations, in this case, subsequently (note 2) activate a fine membrane that was designed (note 2) by a specialist and placed, for this purpose, in a certain manner.
Of course, this has nothing to do with the question of the validity of a photograph, to permit the remarriage of an Agunah*, whose husband has disappeared, for example. For, in that case, the rabbinical court only needs an indication, a piece of information. This is not the case, however, for a bill of divorce. In such a case, a statement from the husband is necessary.
In the same way, one cannot fulfill the Mitzvah* of hearing the reading of the Megillah* (note 3: See, regarding this, Likkutei Sichos*, vol. 21, p. 496.) when it is done by telephone or by radio. In these situations, what one hears is in no way a human voice (note 2). And, this cannot even be compared to the case of a man blowing the Shofar* in a cave that distorts the sound. Obviously, it would be a novel and even surprising idea to accept that the effect of a man's voice having undergone, through this process, a fundamental (note 2) transformation, could replace his actual speech.
In fact, some among the later Sages*, Poskim* and Gedolei Yisrael*, authorize such a practice, but reading their responsa allows one to establish that those who explained to them the functioning of the telephone committed gross errors. In any event, this point will not be developed here.

... קראתי במכ"ע שנסדרו ג"פ ע"י שמיעה בטליפון (מוינא) מהבעל: כתבו ותנו כו'.
אתענין לדעת אם נכונה השמועה והנימוקים - כי לכאורה צע"ג בזה, שהרי ע"י טליפון אין זה קול הבעל כלל כ"א שע"י דבורו מתעוררים שינוים בזרם עלעקטרי (שעד היום אין איש יודע מה טיבו ומהותו, כ"א רק אופן פעולתו. אבל "ידוע" שאין זה כלל גלי אויר או תנועות מעין אלו שבעת הכתיבה) ולאח"כ שינויים אלה מפעילים קרום דק שרצה האומן והתקינו באופן מסוים.
ומובן שאין זה נוגע לענין סמכות פוטוגרפיא וכיו"ב בנוגע לעגונות וכיו"ב - כי בזה צ"ל סימן וידיעת הב"ד, משא"כ בגט שצ"ל אמירת הבעל.
וה"ה שאין מקום לשמיעת קריאת מגילה וכו' ע"י טליפן ורדיא וכיו"ב - כי אין זה קול אדם כלל (אפילו לא כהתוקע לתוך הבור). ופשוט שחידוש גדול וגם מוזר הוא לאמר שכח כחו ושינוי עקרי במהות וכו' יבוא במקום דבור.
ואף שישנם מהאחרונים פוסקי וגדולי ישראל [...] - מוכח מהשו"ת שלהם עצמם שאלה שביארו לפניהם מהות ואופן פעולת הטליפון טעו בזה טעות עקרי ואכמ"ל.
