To the great Rav*, distinguished Chassid* who fears Hashem,

descended from an illustrious family, rendering judgment

throughout the community of Atlantic City,

Rav* Moshe Shapiro,

I greet you and bless you,

I learned, with great interest and joy, that, under your direction, the members of the community of your city have taken the initiative to build a new Mikveh* there. This Sunday will be the laying of the cornerstone and you yourself will deliver, on this occasion, a few words of blessing, on behalf of all the Rabbanim* of the holy community of Atlantic City. In fact, this moment is particularly propitious for this, since it is Rosh Chodesh* Elul*, a date that introduces forty days of Teshuvah*. And, one knows to what extent our Sages*, in their Mishnah*, have underscored the importance of a Mikveh*. They cited, in this regard, an example, an image illustrating the concept of Teshuvah*, at the end of the chapter: "Yom Kippur*," referring to the day of Teshuvah*. They say, indeed: "Just as the Mikveh* purifies, so does the Holy One, blessed be He, purify Yisrael*."

I conclude by expressing my warm wishes that very soon, this project be brought to its completion, which will hasten the fulfillment of the promise according to which: "I will sprinkle upon you pure waters and you will be purified." Thus will the purification be introduced, "I will give you a new heart," which also describes Teshuvah*, "and you will dwell upon the land," at the true and complete redemption, through our righteous Moshiach*. שלום וברכה!

בהתענינות גדולה ובשמחה קבלתי הידיעה שבהנהלתו במחנו הט' נתעוררו אנשי הקהילה להקים מקוה חדשה בעירו וביום א' הבע"ל תתקיים הנחת אבן הפינה וכת"ר יביע דברי ברכה בשם כל רבני ק"ק דאטלאנטיק סיטי.

והרי הזמן מסוגל בפרט לענין כגון זה, ראש חודש אלול המתחיל ארבעים ימי תשובה. וידוע כמה הפליגו חכמינו ז"ל במשנתם בגודל ערך חשיבות המקוה, עד שהביאו דוגמא וראי' מזה לענין התשובה, בשלהי פרק יום הכיפורים (יום התשובה) - מה מקוה מטהר כולי אף הקב"ה מטהר את ישראל.

ואחתום באיחולי לבבי אשר בקרוב ממש יברכו על המוגמר וגם זה יקרב קיום היעוד וזרקתי עליכם מים טהורים וטהרתם (טהרה) ונתתי לכם לב חדש גו' (תשובה) וישבתם בארץ גו' (גאולה האמתית והשלימה על ידי משיח צדקנו).
