To the distinguished and pleasant Chassid* who fears Hashem
and devotes himself to communal needs,

I greet you and bless you,
I duly received your letter of 29 Tammuz*, as well as the one that preceded it (note 2: See the Likkutei Sichos*, volume 32, at page 245). I thank you for having thought to notify me about the packages. You will undoubtedly continue to do so in the future and I thank you in advance.
You underscore the particular importance of love of one's fellow. Indeed, it is the same among the other nations as well and one can observe that an Englishman loves the English. However, there exists a fundamental difference, which one can deduce from the verse: "You shall love your fellow as yourself" (note 3: The Rebbe* underlines the expression: "as yourself"). Indeed, a man loves his own self without needing to observe his own qualities, intellectual or sentimental, in his thoughts, in his words or in his actions. On the contrary, it is said that: "self-love covers all faults." It is therefore asked that it be the same toward one's fellow, to whom one must devote a profound love that does not depend on a certain cause or on specific qualities.
What has just been said allows one to express surprise: how can one love one's fellow "as yourself"? The Admur HaZaken* therefore answers this question, in chapter 32 of the Tanya*. He specifies, first of all, the love of one's fellow that one can easily attain: "Who knows their greatness and their elevation?" Nevertheless, ultimately, such a love is indeed justified by a quality. The text adds, on this subject: "all are identical and have the same Father," are "truly brothers." One should consult this text. And, Chassidus* particularly emphasizes this notion, as the Sefer HaMitzvos* of the Tzemach Tzedek* shows, at the Mitzvah* of love of one's fellow, chapter 2, which one should consult.
One confers a merit on days that are, by nature propitious (note 4: See, on this subject, letter no. 8869), particular. In this instance, we find ourselves "between the straits" (note 5: Between the fasts of 17 Tammuz* and 9 Av*, commemorating the destruction of the Beis HaMikdash*). Now, the destruction of the second Beis HaMikdash* occurred due to gratuitous hatred. It is quite clear that, if we received the Injunction to commemorate this destruction, in particular during these days, it is precisely in order to repair it. Indeed, according to the text of the prayer, "it is due to our sins that we were expelled from our land." To make the effect disappear, one must eliminate the cause, for every reduction, every weakening of this cause reduces and weakens the effect correspondingly, even if it is, for the time being, only in the upper worlds, as Chassidus* specifies. And, our Sages have informed us (note 6: In tractate Yoma* 9b) that the fault committed, in this instance, was essentially gratuitous hatred. Its repair is therefore gratuitous love, that is to say without justification. May Hashem grant that we soon merit the end of our exile, the true and complete deliverance through our righteous Moshiach*. Then, these days will be transformed into rejoicing and joy. During my discussion (note 7: See, on this subject, letter no. 8847) with the great Rav*, distinguished and pleasant Chassid* who fears Hashem and devotes himself to communal needs, the Rav* Y. Y. Shlita* Unterman, we discussed the Israeli ships (note 8: See, on this subject, letter no. 8731) and, in response to my question, he affirmed to me that neither he nor the rabbinate had ever authorized travel on these ships.

הנני בזה לאשר קבלת מכתבו מכ"ט תמוז והקודמו.
ות"ח על שימת לבבו להודיעני בנוגע החבילות וכולי. ומסתם גם בעתיד יעשה כן ותודה למפרע.
להערתו אודות החשיבות המיוחדת של מדת אהבת ישראל, שהרי להבדיל בין ישראל לעמים גם אצל אומות העולם אנגלי אוהב את האנגלים וכו' - החילוק, חילוק עקרי, מובן מלשון הכתוב ואהבת לרעך כמוך, שכמו שאהבת האדם לעצמו אינה תלוי' בזה שרואה מעלות עצמו - בשכל או מדות שבלב או במחשבה דיבור ומעשה, ואדרבה על כל פשעים תכסה אהבת עצמו - כן הציווי בנוגע לאהבת רעהו, שתהי' גם כן אהבה עצמית בלתי תלוי' בדבר ובמעלה וכולי.
על פי זה מובנת התמי' איך אפשר שתהי' דרגת אהבת זולתו "כמוך", ועל זה בא ביאור רבנו הזקן בספר התניא פרק לב, שמתחיל בביאורו ממדרגת אהבת הזולת שבקל יותר להשיגה "כי מי יודע גדולתן ומעלתן" כולי, אבל סו"ס הרי זו ג"כ אהבה תלוי' במעלה, לכן מוסיף ביאור "שכולן מתאימות ואב אחד לכולנה" כולי "אחים ממש".

ומגלגלין ענין לימים מתאימים, שהרי נמצאים אנו בין המצרים דחורבן בית שני שקרה מפני שנאת חינם. ופשוט שזה שנצטוינו לעשות זכר לחורבן, ביחוד בימים אלו, כוונתו בשביל התיקון, שהרי החורבן הוא כנוסח התפלה ומפני חטאינו גלינו מארצנו כו', ואי אפשר לביטול המסובב כי אם על ידי ביטול הסיבה, וכל גרעון וחלישות בסיבה מביאה גרעון וחלישות בהמסובב, אפילו אם הוא - כמבואר בתורת החסידות - לעת עתה רק בעולמות העליונים. וכיון שעיקר החטא, כהודעת חכמינו ז"ל, הי' בשנאת חינם, הרי תיקונו באהבת חינם היינו בלתי תלוי' בדבר. ויהי רצון שבקרוב ממש נזכה לקץ גלותנו ולגאולה האמתית והשלימה על ידי משיח צדקנו, ויהפכו ימים אלו לששון ולשמחה.
