To the attention of Mr. Shalom Lewin (note 1: See, regarding him, letters no. 7110 and 7226),

I greet you and bless you,

After a long interruption since our meeting, you will surely be surprised to receive this letter (note 2: See the Likkutei Sichos*, volume 22, at page 393). Nevertheless, our conversation and the content of our discussion have remained in my mind. I therefore have good hope that it is the same for you, all the more so since our exchange bore on what concerns the greatest number. It is therefore judicious that this have a follow-up.

In any case, the immediate reason that leads me to write to you now is news disseminated by the press according to which you have become the president of the international association of teachers I.P.T.A. I therefore express the wish that you will make full use of the new possibilities thus granted to you for a true purpose, the strengthening of good education in all the countries of the world and, in particular, in our Holy Land. Indeed, whoever receives new functions also has an increased responsibility. Without a doubt, divine Providence* has given you the means to assume it concretely.

To follow up on our discussion, I allow myself to put forth an idea, although it does not seem suited to the occasion, for it also has a painful aspect. Nevertheless, the verse affirms that "every cause of sadness presents an advantage," which is, in this case, the lesson delivered in this way. Here is what I am alluding to:

If one observes the elementary public schools, in every place, one can verify that their objective is to guide the students in their first steps, in order to obtain certain achievements that are essentially two fundamental elements: allowing them to accumulate knowledge, on the one hand, and educating and preparing them to have appropriate behavior when they grow up, on the other. Of course, each of these two points presents multiple aspects. Education, in particular, comprises relations between people, personal development, the manner of taking into account one's will and desires.

When one observes the results of the public schools in the United States and in several European countries, and, from what I know, it is the same in Eretz Yisrael*, one arrives at the conclusion that these schools obtain important achievements in relations between people. They make the barriers that separate them disappear and they bring them closer together. In this sense, they contribute to what is commonly called "democracy." This is in addition, of course, to the acquisition of knowledge. But, as is always the case, there are also exceptions. Deliberately or inadvertently, some schools have indeed been able to be used to go to the other extreme. Nevertheless, one must take into account the majority and the generality.

This leads us to the painful point. This reflection also allows one to note that the elementary public schools have not (note 3: The Rebbe* underlines the word "not") succeeded in the personal development of the students, that is to say their capacity to restrain their desires. And, it is solely the influence of the home and of religious education that has prevented the rejection of culture and the transformation of the world into a jungle.

Consequently, one can note that in countries where the influence of parents is weakened, for whatever reason, juvenile delinquency has increased much more than elsewhere, even if the school level is more or less identical. I do not possess statistics allowing me to support this conclusion in a numerical manner. Nevertheless, you are an expert in this domain and this is therefore unnecessary.

In fact, all this is not surprising, for there are different means of supporting a student who wants to broaden his knowledge, of awakening in him the desire to go forward and progress, by means of explanations, of what concerns him immediately or in the near future. It is the same for the development of the sense of democracy and of relations between people. The simple "mechanical" situation according to which the student is surrounded by boys and girls has a great contribution in this domain. It is not the same, on the other hand, when it comes to restraining one's desires. This does not come naturally and one gives, on this subject, the following image: a man cannot lift himself up by pulling his own hair upward. He must be able to rely on that which is external to him.

In our generation (note 4: See, on this subject, letters no. 8338 and 8429), we have been able to note, to our great pain, the reality of the conception that holds that the student "will rely" on the sense of justice and righteousness that the teacher will teach him, or on the influence of his older brother, or even on the fear of the policeman. From one year to the next, the young discover new ruses and means that allow them to free themselves from the fear inspired by the policeman and the judge. The plague of delinquency develops and the culture of men is far too fragile a staff for one to lean on, as one was able to note in Germany, a country well known for the development of its philosophy and for its "morality," but which, concretely, produced generations of wild beasts having human appearance.

It is clear that there is no other means of implanting in the hearts of children and young people a satisfactory and effective discipline than the fear and love of a force surpassing man himself. It is, in reality, only in this way that one can educate them, accustom them to master their desires and their will. Now, one cannot push all this back until the child is eighteen years old, nor even thirteen, to begin only then to give him such an education, leaving him to do as he pleases until that age, in the hope that the fear of a man of flesh and blood will lead him on the good and straight path.

As I have said, there is no other solution than to implant in the hearts of children, from their youngest age, a profound faith in the Creator of the world, Who still directs it at the present time, in a concrete manner. According to the formulation of our Sages* (note 5: In tractate Avos*, at the beginning of chapter 2), "an eye sees, an ear hears, and all your actions are recorded in a book" — a book that cannot be falsified, an eye and an ear that cannot be corrupted or deceived by all the stratagems and ruses.

Faith in the Creator of the world, Who directs it, is incumbent upon each one, including among the non-Jews, according to our Torah*, Torah* of life. Moreover, and this is essential, in certain circles, it is elementary logic that establishes the necessity of this faith. Consequently, every school, insofar as its purpose is to educate, to give a moral education and not solely a democratic one, must adopt faith as one of its foundations, not as an abstract study, but indeed as a rule of conduct applicable in daily life. In fact, faith is expressed essentially in the weekdays and in the profane domains, in which it introduces holiness or, at the very least, the acceptance of the Kingship of Hashem.

As I have said, these conclusions concord with what I have been able to observe in different countries of Europe and in the United States. From what I know, the same is true in Eretz Yisrael*. You no doubt have the possibility of exercising a positive influence, not only in the land "toward which the eyes of Hashem are always turned from the beginning of the year to the end of the year," but also in the rest of the world. Certainly, there are schools that are called "public" without the addition of "religious," but, according to what has been said, the difference must manifest only in the number of hours devoted to religious studies. On the other hand, if the school completely banishes religion, which Hashem forbid, it will lack what, in our era, must be one of its principal reasons for being — the possibility of educating the student to become a man worthy of this name, distinguishing himself from an animal. Indeed, the superiority of man over the animal resides, above all, in the fact that man is not a prisoner of his instincts, his desires, and his natural attractions, or, in any case, that he tries to restrain and dominate them.

I remember what you said to me during our discussion. You underlined that you are only the secretary of the association of teachers of the Holy Land, may it be restored and rebuilt, that different points therefore escape your competence. But it seems to me that I reacted by specifying that it was not an official request, but rather a demand formulated to one who possesses the means and the strengths, so that he intervene to improve the current situation. To our great pain, it is not evolving positively. On the contrary, it is regressing. But, in any case, you are now the president of the international association.

It may seem surprising that I address this demand to someone who belongs to a political party that is not defined as religious, moreover that is socialist. Nevertheless, it is unnecessary to specify that the current situation has nothing to do with the context in which socialism was born. Moreover, it is an error to think that socialism fought from the outset, on principle, against religion. All the more so is this the case at the present time.

May Hashem therefore cause, if, after a first reading of this letter, my demand seems strange to you, that you meditate upon it once more, without preconceived ideas, given the importance of the issue, considering each of its aspects in an upright manner. Thus, you will surely discover different means of action in this matter and the merit of that which is public will come to your aid. With my respects, my blessing, and wishing you, as Jewish custom which is an integral part of the Torah* dictates, to be inscribed and sealed for a good year,

I seize this opportunity to thank you once more, since you continue to send me the publications of the teachers' association. I hope that you will do so in the future as well, and I thank you in advance.

שלום וברכה!

לאחר ההפסק הארוך מאז פגישתנו, בודאי תהי' לו הפתעה לקבל מכתב ממני, אף שתקותי שכמו שפגישתנו ותוכן שיחתנו נשארו בזכרוני, כן הוא גם אצלו, ובפרט ששיחתנו היתה בענינים הנוגעים לרבים, שמהראוי שיהי' לה המשך.

ברם הסיבה הקרובה שהביאה אותי לכתוב לכ' עכשו היא הידיעה שנתפרסמה בעתונות, אשר כ' נבחר ליושב ראש הסתדרות המורים הבינלאומית "איפטא", ורצוני להביע לו איחולי לבבי שינצל במילואן האפשרויות החדשות שנפלו בגורלו לתכלית אמתית - ביסוס חינוך הנכון בכל ארצות תבל, ובארצנו הק' בפרט. שהרי כשמקבל אדם משרה חדשה הרי מקבל הוא אחריות נוספת, וההשגחה העליונה בודאי נותנת את היכולת להוציאה לפועל.

בהמשך לשיחתנו הנ"ל, ארשה לי להביע רעיון, שאף שלכאורה אינו מתאים להזדמנות זו מצד חלק המצער שבו, אבל כבר אמר הכתוב בכל עצב יהי' מותר, והיתרון הוא המוסר-השכל שבדבר, ולזה הרי אני מתכוון והענין הוא:

כשמתבוננים בבתי הספר היסודיים העממיים בכל מקום שהם, הרי מובן

שתכליתם להדריך את התלמידים בשלבים יסודיים לתכלית הישגים מסויימים, שבכללותם הם שני שטחים עקריים: א) להקנות לתלמיד כמות ידיעות, ב) לחנך את התלמיד ולהכשירו להנהגה מתאימה בחייו לכשיגדל. כל אחד משני השטחים האלה מתחלק כמובן לכמה מחלקות ובהנוגע לשטח החנוך בפרט יש בו שטח היחסים שבין אדם לחברו ושטח התפתחותו "הפרטית"; כיצד יתיחס האדם לרצונותיו ותאוותיו הוא.

והמתבונן בתוצאות בתי הספר העממיים בארצות הברית, ובכמה ארצות אירופא, ולפי ידיעותי המצב הוא דומה גם בארץ ישראל, בא לידי מסקנא שבשטח החנוך יש לבתי הספר היסודיים הישג חשוב בחלק הנוגע ליחסי האדם זה לזה, להקטין המחיצות בין אדם לאדם ולקרבם זה לזה, ובכלל בענינים הנקראים עכשו בשם "דימוקרטי" (כ"ז נוסף על ההישגים בשטח הקנית ידיעות). מובן אשר כמו בכל ענין יש גם כאן יוצאים מן הכלל, שבמזיד או בשוגג ניצלו את בתי הספר בכיוון הפכי, אבל המדובר הוא ברוב ובכללות.

ומכאן לנקודה המצערת, שהתבוננות האמורה מביאה ג"כ לידי הכרה שבתי הספר היסודיים העממים לא הצליחו בשטח ההתפתחות "הפרטית" של התלמידים, זאת אומרת בשטח ריסון התאוות, ורק הודות להשפעת הבית וחינוך דתי לא פרקו עול תרבות לגמרי ולא הפכו את העולם ליער עבות, "דזשאנגל" בלע"ז.

לכן רואים שבאותן המדינות אשר השפעת ההורים נחלשה בהן מאיזו סיבות, גדלה בהן עבריינות הנוער שלא בערך יותר מאשר במדינות אחרות, אף שדרגת בתי הספר שווה פחות או יותר בכולן.

אין בידי הסטטיסטיקה להוכיח את המסקנא הנ"ל במספרים, אבל בהיות כ' מומחה במקצוע זה, לא נצרך לזה.

אמנם אין פלא בהאמור לעיל, שהרי בהנוגע להרחבת ידיעות התלמיד יש כמה דרכים לעודדו ולעורר את רצונו להתקדמות והשגים, על ידי הסברה ואמצעים הנוגעים לו על אתר או בעתיד הקרוב; וכן בהנוגע לפיתוח חוש הדימוקרטי' והיחס שבין אדם לחברו, אשר פשוט המצב "המיכני" שהתלמיד נמצא בסביבת כמה ילדים וילדות כבר עושה הרבה לפיתוח חוש זה. מה שאין כן בנוגע לריסון התאוות. ואין זה דבר הבא מאליו, וכידוע הדוגמא בזה שאין אדם יכול להרים את עצמו על ידי שיאחז בשערותיו וימשכם למעלה, אלא דרושה נקודה מחוצה לו לסמוך עלי'. ובדורנו אנו נוכחנו לצערנו הגדול מה יש לצפות מזה שהתלמיד בטח "יסמוך" על רגש הצדק והיושר שהמורה מלמדו, או על השפעת אחיו הגדול, ואפילו על אימתו של השוטר. ומשנה לשנה מוצאים להם בני הנוער תחבולות חדשים להשתחרר מאימת השוטר והשופט, ונגע העבריינות הולך ומתפשט. ועד כמה שהתרבות האנושית בכלל היא מקל רצוץ לתמוך עליו ראה ראינו במדינת אשכנז, אשר עליונותה בשיטות פילוסופי' ואפילו "מוסר" היתה ידועה, אבל למעשה גידלה דורות של חיות טרף בצורת אדם.

ברור שאין עצה אחרת לנטוע בלב הילדים ובני הנוער משמעת הגונה וממשית אלא ע"י יראה או אהבת כח עליון יותר מכח האדם עצמו, שרק באופן זה לאמתו של דבר אפשר להדריכם ולחנכם לרסן התאוות והרצון. והרי דבר זה אינו ענין שאפשר לדחותו עד אשר הילד יהי' בן שמונה עשרה, או אפילו בן י"ג, ואז יתחילו לתת להם חינוך זה, ועד אז ילכו בשרירות לבם, בתקוה שמורא בשר ודם ידריכם בדרך הטוב והישר.

כאמור, אינה נראית עצה אחרת אלא להשריש בלבות הילדים משחר טל ילדותם אמונה חזקה בבורא עולם, אשר הוא מנהיגו גם עתה בפועל, ובסגנון חכמינו ז"ל שיש עין רואה ואוזן שומעת וכל מעשיך בספר נכתבים; בספר שאי אפשר לזייפו, ועין ואזן שאי אפשר לשחדם או להוליכם שולל על ידי כל מיני ערמומיות והתחכמות.

והרי בנקודה זו של אמונה בבורא עולם ומנהיגו מחוייבים על פי תורתנו תורת חיים כל אחד ואחת מבני עמי העולם גם כן, ועוד [ועיקר בחוגים מסוימים] שאמונה זו מחוייבת גם על פי שכל הבריא.

לכן, איזה בית ספר שהוא, אם תכניתו כוללת ענין החינוך, חינוך מוסרי ולא רק דימוקרטי, מוכרח שאחד מיסודותיו יהי' ענין האמונה הנ"ל, ולא כלימוד מופשטי, אלא כענין הנוגע לחיי היום-יום, ולא רק בשבת וביום-טוב, אלא אדרבה, עיקר האמונה צריכה להתבטא בימות החול ובעניני חול, להחדיר בהם קדושה, או על כל פנים קבלת עול מלכות שמים.

המסקנות מתאימות, כאמור לעיל, למה שראיתי במדינות שונות באירופה ובארה"ב, ועל פי ידיעותי גם בארץ ישראל. ובודאי אשר יש לכ' אפשריות להשפיע בכיוון הרצוי לא רק בארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה, אלא גם בחוץ לארץ. ואף שישנם בתי ספר הנקראים בתי ספר ממלכתיים סתם, בלי הוספת המלה "דתי", אבל על פי האמור פשוט שהחילוק צ"ל רק בנוגע לכמות השעות המוקדשות ללימודי דת, אבל באם ח"ו שלול הבי"ס דתיות לגמרי, הרי חסר בו בדרך ממילא ענין אשר בדורנו זה הוא מהתפקידים העקריים של בית הספר - לחנך את התלמיד להיות אדם ראוי לשמו בהבדל מחיי הבהמה, אשר לכל לראש מותר האדם מן הבהמה הוא בזה שהאדם אינו משועבד לאינסטינקטים ולתאוות ולנטיות טבעיות, כי אם על כל פנים משתדל לרסנם ולשלוט עליהם.

זכורני מה שאמר לי כ' בשיחתנו, אשר אינו אלא מזכיר בהסתדרות המורים דאהקת"ו וכמה ענינים אינם מתפקידו וכו'. אבל כמדומה שגם אז הגבתי על זה, שאין הכוונה לתביעתו באופן רשמי, אלא פני' לזה אשר ניתנו לו אפשריות וכוחות למצוא דרכים לתיקון המצב הקיים, אשר לצערנו הרב אינו משתפר אלא אדרבה הולך ופוחת.

בכל אופן הרי עתה המדובר ביושב ראש ושל הסתדרות עולמית.

לכאורה מוזר הוא שהנני מכוון פני' זו לחבר מפלגה שאינה נמנית על המפלגות הדתיות, ואדרבה מפלגה סוציאליסטית וכו' וכו'. אבל למותר להאריך אשר המצב עתה אינו כלל וכלל אותו שהי' בעת צמיחת שיטת הסוציאליסמוס, ובפרט שגם מלכתחילה לא היתה צודקת ההנחה שהסוציאליזם דורש את המלחמה בדת, ועל אחת כמה וכמה עכשו.

ויהי רצון אשר באם אפילו לאחרי קריאה ראשונה של מכתבי זה תיראה פני' זו למוזרה קצת בעיניו, הרי בהתחשב עם גודל ערך הענין יתבונן בהאמור עוד הפעם, בלי דיעה קדומה, דבר דבור על אופנו וישרו, שאז בודאי ימצא כמה דרכים ואופנים לפעול בכיוון האמור, וזכות הרבים מסייעתו.
