To Mr. Aryeh Eliav (note 1: See, regarding him, letter no. 8570),

I greet you and bless you,

I learned, these days, that the development has been completed, at least for the first phase, of the Arad strip (note 2: This territorial development project was directed by the addressee of this letter). In fact, I was not surprised by this, for I know your eagerness and the success you achieved in your previous accomplishments. I remembered our discussion and I hope that you yourself retain some ideas from it in memory. We addressed the development of these strips and the imperative necessity of also establishing therein the eternal values of our people, which are linked to the eternal Torah*, Torah* of life and to the Mitzvos*, of which it is said (note 3: Yechezkel* 20, 11 and 13, 21): "One shall live by them." In fact, it is said that: "Yaakov* is the cord (note 4: The Hebrew term Chevel* means both "cord" and "strip") of His heritage." Consequently, I hope that you are doing all that is in your power to give all the attention they deserve to the institutions satisfying the religious and educational needs (note 5: Of the inhabitants of these strips), within the framework of your development program. Moreover, the organization adopted at the beginning of this development conditions, very often, all that will happen subsequently. I would like to have good news from you on this subject.

On the occasion of the new year, which arrives, for us and for all of Israel, for the good and for the blessing, I send you my wishes that you be inscribed and sealed for a good and sweet year, both materially and spiritually. With my blessing,

For a certain reason, the dispatch of the present letter was delayed and I have just learned that you left your functions, in the domain of development, for reasons that are not known to me. Nevertheless, there is no doubt that you are in a position, even now, to use your positive influence in the manner that has just been described.

שלום וברכה!

ימים אלו קבלתי ידיעה שסיימו פיתוח, על כל פנים בשלב ראשון, של חבל "ערד".

ואמנם לא הי' לי לפלא, בידעי המרץ שלו והצלחתו במפעליו הקודמים. ונזכרתי משיחתנו, שתקותי שגם בזכרונו שמורות איזו נקודות ממנה, בענין זה של פיתוח חבלים והצורך החיוני ליצור התנאים לפיתוח הערכים הנצחיים של עמנו הקשורים בתורה הנצחית, תורת חיים, ומצוותי' עליהן נאמר וחי בהם, ונאמר יעקב חבל נחלתו. שלכן תקותי שכ' עושה כל התלוי בו לתת תשומת לב הראוי' למוסדות צרכי הדת והחינוך במסגרת תכנית הפיתוח, ובפרט אשר קביעת הענינים בראשית התפתחותם קובעת כל מהלך הענינים לאחר מכן. וינעם לי לקבל בשורות טובות ממנו בכל הנ"ל.

ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני שולח לו ברכתי, ברכת כתיבה וחתימה טובה, לשנה טובה ומתוקה בגשמיות וברוחניות גם יחד.

מפני סיבה נתעכב משלוח המכתב, וזה עתה נודעתי שעזב עבודתו בשטח הפיתוח, אף שאיני יודע הסיבות לכך. אבל בודאי שיכול גם עתה לנצל השפעתו הטובה בכיוון הנ"ל.
