By the grace of Hashem,
Monday, 9 Tammuz 5703,
To our friend, the honorable and eminent Rav, Rav A. Tarchich,
I greet you and bless you,
The Rebbe Shlita has transmitted to us your request that Machaneh Yisrael delegate an emissary to your city, in order to convince your students to attend the Yeshiva.
Consequently, we ask you to let us know the following:
A) Is it preferable that this emissary come now or rather at the end of the summer, shortly before the beginning of the winter semester at the Yeshiva?
B) Is it sufficient that this emissary be on site only for one Shabbos?
We would like to have an account of your activities within the framework of Machaneh Yisrael. Although you are particularly busy in summer, you will no doubt seize the opportunity that your encounters with many people you do not see in winter provide you, to encourage them to strengthen themselves in Jewish practice.
Indeed, a few words spoken from the whole heart penetrate the heart of the one who hears them and, with the help of Hashem, exert a considerable influence there. Sooner or later, one can see the positive effects.

כ"ק אדמו"ר שליט"א מסר לנו את בקשת כמ"ע ש"מחנה ישראל" תשלח שליח למחנהו כדי לחזק את ההשפעה על תלמידיו שי' לנסע לישיבה.
בהתאם לזה הננו לבקשו להודיענו: א) אם מוצא יותר לנכון שהשליח יבוא כעת, או אם יותר טוב בסוף הקיץ, קרוב להתחלת זמן החרף בישיבות.
ב) אם יספיק לזה שיבא השליח רק ליום השבת,
מענין אותנו לדעת ע"ד פעולותיו בשדה "מחנה ישראל" ואף שבימי הקיץ כמ"ע טרוד ביותר, בכ"ז הנה בטח יוכל להשתמש ברגעים שנפגש בקיץ עם רבוי אנשים שאינו רואה אותם בימי החורף, כדי לעוררם על איזה ענינים של חיזוק היהדות, וגם מעט דברים היוצאים מן הלב ונכנסים - לכן - אל הלב, משפיעים בע"ה הרבה, ובזמן מוקדם או מאוחר יכולים לראות את הפירות הטובים...
