I am responding to your questions (note 1: This letter is addressed to Rav Menachem Yisrael Melov and written on his own correspondence, dated 23 Iyar* 5721. See, regarding him, letter no. 7277):

A) It is quite evident that your initiative of publishing the Chassidic* discourses of our masters and their holy talks is positive. The merit of the many depends on you.

B) We do not have the custom of leading the prayer during the Shabbos* that precedes the anniversary of the passing, for example for Musaf* (note 2: See, on this subject, letters no. 397 and 3098). In fact, on what source would one rely to say that it must necessarily be so? One can cite, in this regard, tractate Sukkah* 32b, which says: "Since it emanates from..." (note 3: The mouth of Rav Kahana, his disciples strive to put his opinion into practice, even if it is not retained by the Halachah*. Similarly, in this case, one should adhere to the custom of Chabad*). On the other hand, raising a dispute on this subject does not contravene a custom, but rather a principle of the Torah*, since "the scholars of the Torah* multiply peace."

לשאלותיו: א) פשיטא שטוב עושה שמדפיס ממאמרי רבותינו ושיחותיהם הק', וזכות הרבים תלוי בו. ב) לירד לפני בתיבה בש"ק שלפני יאצ"ט (במוסף וכיו"ב) - אין מנהגנו בזה. והרוצה בזה דוקא - מהיכא תיתי (ויש להעירו מסוכה לב, סע"ב: הואיל ונפיק כו'). אבל לעורר מחלוקת ע"ז וכיו"ב - הוא לא מנהג כ"א איסור מה"ת, ות"ח מרבים שלום.
