By the grace of Hashem,
25 Elul 5710,

To the great Rabbi, distinguished Chassid who fears Hashem and
devotes himself faithfully to communal needs,
Rabbi Ch. Y. [1],

I greet and bless you,

I reply to your letter of 9 Elul.

In accordance with your wish, I will read at an auspicious moment the request for a blessing that was enclosed, at the gravesite of my father-in-law, the Rebbe. May Hashem grant that all your requests, material and spiritual, be satisfied.

You propose to encourage the Chassidim* who are presently in Paris to immigrate to the Holy Land, may it be rebuilt and restored.

It seems, from the letters that arrive here, that they themselves do not wish, for various reasons, to go to the Holy Land, with the exception of a few persons. They yet know the details you report in your letter. Furthermore, how is one to give a single, collective instruction when the situation of each is different?

As far as I can know, my father-in-law, the Rebbe, himself, who nevertheless had broad shoulders, never treated the question of the immigration of the Chassidim* as a global problem. He never gave an order. He took into account the specific situation of each one.

Moreover, it is quite clear that my father-in-law, the Rebbe, strove, to the fullest extent possible, that the Chassidim* in the Holy Land, and those who were to go there with his consent, might settle there in the best possible conditions, material and spiritual.

I am therefore certain that this action will be fruitful, materially and spiritually.

I enclose with the present the fascicle published on the occasion of Rosh Hashanah* and the copy of the accompanying letter [2].

May you be inscribed and sealed for a good and sweet year, together with all the members of your family. May Hashem grant that each of us announce only good news.

כבקשתו אקרא את הפ"נ המוסג"ב על ציון כ"ק מו"ח אדמו"ר הכ"מ בעת רצון ויה"ר שיתמלאו כל בקשותיו בגו"ר.

בנוגע להצעת כת"ר לעורר את אנ"ש שי' הנמצאים כעת בפאריז שיזדרזו לעלות לאה"ק תובב"א.

- כפי שכתבו לכאן מצב הענין אצלם אין ברצונם הם מלבד יחידים לעלות לאה"ק מכמה טעמים אף שנודעו להם הפרטים שכותב כת"ר (גם בכלל איך אפשר ליתן הוראה כללית אחת, אם מצב הפרטים שונה זה מזה), וכפי שידוע לי גם כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע הכ"מ וואס האט גאר ברייטע פלייצעס לא פתר את שאלת העתקת פליטי אנ"ש שי' לאיזה מקום שהוא כשאלת הכלל כלו, ובתור ציווי ופקודה , אלא הי' דן ומתחשב עם מצב ורצון ושאלת כל פרט ופרט ביחוד, ומובן ג"כ בפשיטות אשר כ"ק מו"ח אדמו"ר הכ"מ השתדל מאד, אשר אלה מאנ"ש שי' הנמצאים באה"ק והעתידים בהסכמתו להתישב שם, יסתדרו בעזהשי"ת באופן הכי טוב ומתאים בגשמיות וברוחניות. ולכן מובטחני, אשר גם פעולתו זו תהי' בהצלחה והן בגשמיות והן ברוחניות.
