To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav Moshe, who is called Doctor Munk (note 1: See, regarding him, letter no. 7371),

I greet you and bless you,

I am responding to your letter of 20 Shevat*, as well as to the one that preceded it. I thank you for having thought to write to me about the Chabad* schools in the Holy Land, may it be restored and rebuilt. I hope that you will continue to do so in the future, and I am grateful to you in advance. It is absolutely certain that in the future you will continue to help these institutions, as well as those attached to them, to the full extent of your possibilities. This includes also your intervention, wherever your influence extends, with organizations and individuals likely to contribute to their strengthening and development. For someone like you, it is surely unnecessary to explain at length the importance of an education that is precisely based on sacred values.

I will now provide you with the specifications concerning the points you raised:

A) You envisage that in the Chabad* schools, what is asked of the students may be too elevated, from the standpoint of level of study as well as standard of behavior. Some might therefore be frightened by this yoke and thus be exposed to the danger of an education that is not desirable (note 2: By going to other schools) or, in any event, that is less so. Now, first of all, you yourself say that if one reduces the requirements regarding the level of studies, the good students and even the average ones will be deprived. And there is every reason to think that what one gains will be amply compensated by what one loses. But there is yet another point, equally essential. The Chabad* schools have a character that is their own. Their very name indicates and makes known to whoever wishes to hear that a certain behavior is adopted there, that studies are conducted at a certain level. For the most part and, at least for their fundamental principles, all the Chabad* schools in the entire world are identical in this respect. By lowering the standards and levels in one place, one will therefore induce similar effects in the other Chabad* schools, not only in the same country but also abroad.

Another point must furthermore be mentioned, based on a remark I heard from my father-in-law, the Rebbe*. Indeed, there exists a certain hierarchy in society, constituted by men. If, at a certain stage, a descent is observed, the same can occur in cascade at all the following levels. Even if the first fall is from the Holy of Holies to the Holy, it will automatically result, subsequently, in a descent from the Holy to the profane and then, even lower than that, from the permitted to the forbidden. My father-in-law, the Rebbe*, explained in this way that each person, at his level, must ascend in the domain of holiness and, obviously, not experience a fall, even if after it he still dominates his surroundings. You will understand what results from this for these schools.

What has just been said would be true even if there had not been a certain practice that has existed for several years and has therefore become an accomplished fact. How much more is this the case here, since one indeed observes such a practice. There is therefore absolutely no reason to envisage lowering the level, all the more so since this will be interpreted as an evolution, inducing new rules and therefore new requirements. Moreover, in the Holy Land, may it be restored and rebuilt, several good schools do not expect from their students what you mention in your letter. There is therefore no fear that candidates who are not accepted in the Chabad* schools will necessarily join those that are radically different, which Heaven forbid. They will be able to attend schools whose program does not include such requirements. I had a discussion like this some time ago and I answered the one who questioned me that a clear directive in this matter can be discovered in the words of our Sages*. According to their habit, they state a brief saying that describes such a situation with the greatest precision. It is the following: "Rav found a breach and fenced it," which means that Rav discovered a point that was being neglected. Consequently, he adopted a more stringent attitude, added barriers and precautions in this matter. Now, one might think that in this way, some will distance themselves or even be pushed to an even lower stage. Nevertheless, the teaching that is delivered goes against this position and commands advising them to eagerness, the most stringent attitude, precisely in the domain where the breach was observed. This is self-evident.

B) Regarding the explanations that can be given to adolescent boys and girls about the evil inclination, sexual life, and everything related to this question, it is difficult to adopt a decisive position in this matter. For despite the commentary our Sages* make on the verse you cite in your letter — "When a man has a worry in his heart, he shall speak of it" to others, which applies here to the youth — the same Sages* say no less that: "Man possesses a small limb. When he starves it, it is satisfied. When he satisfies it, it is starving." Now, such discussions are, strictly speaking, a means of satisfying it, unless they are conducted by the most remarkable specialist, who will know how to avoid certain expressions and certain associations of ideas. Based on what I have been able to observe in various places, the good solution consists, in consultation with the teachers on the ground, in adopting an attitude and a manner of addressing each boy or each girl. At most, one will group two or three together, to the extent this is feasible. Naturally, boys and girls will be separated. On the other hand, one will avoid publicity around this, following the practice that exists in various places. But even in such cases, extensive precautions remain necessary if one does not wish to stumble, to transgress a Prohibition of the Torah* or even of the Sages*, by provoking reflection on all this, as stated by the Shulchan Aruch*, Even HaEzer*, chapter 23, paragraph 3. And you will also consult chapter 11 of the Tanya*.

I must express here my profound pain in observing that several years ago, with the massive immigration of our brothers, the Sephardim*, to our Holy Land, may it be restored and rebuilt, it was "deemed proper" to raise the age of their marriage (note 3: See, on this subject, letter no. 6916), contrary to the practice they had adopted in their countries of origin. When this decision was made, one could wonder whether it would result in a gain or a loss. But due to our many sins, this custom has had bitter consequences throughout all these years and, to our great pain, the greatest damage has resulted from it. Naturally, my purpose is not to complain about the past. Nevertheless, from time to time, new measures are envisaged in this matter — one wishes to lower this age or raise it. Based on what has just been said, you will understand my decisive position on this subject, and may Hashem grant that the Ashkenazim* themselves become accustomed to marrying at the youngest age, in conformity with the opinion of Rav Chisda, which is expressed in tractate Kiddushin 29b.

We are on the eve of Purim*, when everything "was reversed." May Hashem therefore grant that the disturbing and negative elements be transformed into light, joy, gladness, and honor, in the literal sense and as one can understand from the following interpretation of our masters (note 4: On the verse: "For the Jews, there was light, joy, gladness, and honor"): "The light is the Torah*..." With my respects and my blessing for a joyous Purim*,

במענה למכתבו מכ' שבט והקודמו, ת"ח על שימת לבבו לכתוב לי בנוגע מוסדות חנוך חב"ד באה"ק ת"ו, ותקותי אשר גם להבא ימשיך בכגון דא, ות"ח מראש. ובודאי ובודאי שגם להבא יושיט עזרתו לכל מוסדות אלו ואיביזרייהו ככל יכלתו, ובזה גם להשפיע ככל אשר ידו מגעת על המוסדות ואישים שיש בידם לעשות לביסוס והתפתחות המוסדות האלו. ולדכוותי' לא צריך להאריך בגודל הענין של חינוך על טהרת הקדש דוקא.

ובמענה על הנקודות שנוגע בהן -

מה שמגיב שאפשר להיות שבמוסדות חב"ד דורשים מרובה מהתלמידים בנוגע רמת הלמודים ובנוגע להנהגה וכו', ואפשר שיש כאלו שיפחדו לקבל עליהם עול זה וסכנה שילכו לחינוך בלתי רצוי או עכ"פ לא רצוי כל כך.

הנה נוסף על מה שגם כ' כותב שבאם יגרעו בתביעות האמורות ברמת הלמודים וכו' הרי ישפיע זה גם על שאר התלמידים הטובים והבינונים, שקרוב לומר שיצא שכרו בהפסדו, הרי עוד נקודה עקרית בזה. כי הנה מוסדות חב"ד יש להם אופי מיוחד והשם עצמו מורה ומשמיע לכל שומע כי במוסד זה מתנהגים באופן מסויים ולומדים ברמה מסויימת, ובמדה הכי חשובה משתווים בזה, עכ"פ בקוים יסודיים, כל מסודות חב"ד שבכל העולם כולו. זאת אומרת שהנמכת הקבע והרמה במקום אחד מכריחה תוצאות בכיוון זה בשאר מוסדות חב"ד, ולא רק במדינה זו עצמה אלא גם מחוצה לה.

ועוד נקודה בזה, על פי סיפור ששמעתי מכ"ק מו"ח אדמו"ר, שיש השתלשלות מסויימת במבנה חברת בני אדם, ואם בשלב מיוחד מתחילה ירידה בדרגא אחת, עלול זה לגרום לירידה מדרגא לדרגא בכל השלבים שלאחרי זה, ולכן אפילו אם הירידה בשלב הראשון היתה מקדש הקדשים לקדש, הרי באופן אוטומאטי תגרום ירידה בשלבים שלאחרי זה מקדש לחול ולמטה יותר - מהיתר לאיסור. וכ"ק מו"ח אדמו"ר הסביר בהאמור איך שכל אחד במעמדו ומצבו צריך להעלות בקדש ופשיטא שלא להוריד אפילו אם גם לאחרי הירידה עדיין יהי' מורם מכל סביבתו. והנמשל בנוגע למוסדות הנ"ל מובן.

כל הנ"ל אמור אפילו באם לא הי' נוהג מסויים במשך כמה שנים שני חזקה על אחת כמה וכמה שמשך הרבה שנים התנהגו באופן מיוחד שאין כדאית כלל ירידה בזה.

ובפרט שקרוב לומר שיפרשוה שנשתנו הזמנים ומשתנים המנהגים וממילא גם הדרישות וכו'. ובפרט באה"ק ת"ו - שבכמה מוסדות חינוך רצויים הנה מסבות שונות אין דורשים מהתלמידים אותם הענינים שמזכיר כ' במכתבו ובמילא אין סכנה ח"ו שהמועמדים שלא יתקבלו לתוך מוסדות חב"ד מוכרחים יהיו להקלט למוסד שונה בתכלית, שהרי אפשר שיקובלו במוסד שרק דרישות האמורות אין בתכניתו.

לפני זמן היתה לי שיחה מעין האמור, ועניתי לשואל שגם בזה הוראה מפורשת בדברי חכמינו ז"ל, וכדרכם בפתגם קצר אבל קולע להמטרה, והוא: רב בקעה מצא וגדר בה גדר. ופירושו, כשראה רב שישנו ענין שמזלזלין בו, החמיר והוסיף בגדר וגזירות דוקא בענין זה. זאת אומרת, שכשרואים שישנו חוג בו נמצאת פרצה בענין מסויים, שלכאורה יש חשש כנ"ל שבאם יקפידו עליהם בענין זה ירחיקום בכלל או ידחפום לענינים גרועים עוד יותר, ההוראה היא לעשות דוקא בהיפך, לזרזם ולהחמיר עליהם דוקא בענין הפרוץ, וק"ל.

ב) בנוגע להסברה לצעירים וצעירות בגיל הבגרות בנוגע לנושא ובעיות הקשורות ביצר וחיי המין, קשה לקבוע עמדה מסויימת בהאמור שהרי למרות מאמר רז"ל בהפסוק שמצטטו במכתבו דאגה בלב (הנוער) - ישיחנה לאחרים, הרי נראה שבאותו השטח אמרו חכמינו ז"ל אבר קטן יש לו לאדם מרעיבו שבע משביעו רעב, שלכאורה בגדר משביעו הוא גם שיחה ע"ד האמור, פרט באם השיחה מתנהלת ממומחה הכי מצויין למנוע בטויים ואסוסיאציות מסוימות. וכפי שראיתי בכמה מקומות המוצא המתאים הוא שבהתיעצות המורים במקום יקבעו ההנהגה ואופן שיחה עם תלמיד פלוני (או תלמידה פלונית) ולכל היותר יצרפו ב' או ג' מהם המתאימים זה לזה, כמובן בכל אופן נערים לחוד ונערות לחוד [אבל לא בפרסום כפי שנוהגים בכמה מקומות]. וגם אז צע"ג להזהר מלהכשיל ומלהכשל בהאיסור [מה"ת, ועכ"פ מדרבנן] דאל יביא לידי הרהור כו' (שו"ע אה"ע סכ"ג, ס"ג וראה תניא פי"א).

וכאן עלי להביע צערי העמוק זה מכמה שנים שכשהתחילה העלי' בהמונים של אחינו בני ישראל הספרדים לאה"ק ת"ו, מצאו "לנכון" להגבי' גיל הנשואין בהיפך ממה שנהגו בהן בארצות משם באו. ואם כשיצאה גזירה האמורה בספק הי' מה גדול, השכר או ההפסד, הנה התוצאות המרות שהביאה גזירה זו משך שנים אלו בעוה"ר ולצערנו הרב הוכיחו על ההיזק הכי גדול בזה. פשוט שאין כוונתי לצעוק על העבר, אלא שמזמן לזמן מתחדשות סברות בשטח האמור, אם להוריד הגיל או להגבי', ודעתי בהחלט מובנה מהאמור, והלואי שגם האשכנזים היו מתרגלים לנשואין בגיל הכי רך, וכדברי רב חסדא (קדושין כט, ב).

ובהמצאנו בערב ימי הפורים, עת שהיה ונהפוך הוא, יהי רצון שכל הענינים המבלבלים והשליליים יהפכו לאורה ושמחה וששון ויקר כפשוטם וכמשמעם על פי דרשת רבותינו ז"ל: אורה זו תורה וכו'.
