To the Rav, great scholar, distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav Sh. Y. (note 1: Rav Shlomo Yosef Zevin, of Jerusalem, author of the Talmudic Encyclopedia. See, regarding him, letters no. 7066, 7488, 7515, 7558 and 7658) Shlita,

I greet you and bless you,

I enclose a copy of my letter to Rav Nissan Telushkin (note 2: This is letter no. 7474), as well as that of my letter to Mr. Shazar (note 3: This is letter no. 7475). I ask you, once again, to contact the latter regarding the report that was sent to him on the following points:

A) The second Kfar Chabad*.

B) The founding of a vocational school for leadership, within the framework of the vocational schools of Kfar Chabad*.

C) The building for the girls' seminary of Kfar Chabad*.

D) The building for the Yeshivah* Toras Emes* of Jerusalem.

E) The building for the Yeshivah* Achei Temimim* of Rishon LeZion.

F) The exceptional subsidy for the network's schools (note 4: The schools Ohalei Yosef Yitzchak Lubavitch in the Holy Land).

May Hashem grant that you be a positive emissary to announce good tidings of each paragraph of this report. It seems that the influence of Mr. Shazar and his field of action are, more specifically, paragraphs A) and F).

On this occasion, I would like to inform you that I was asked about the principle according to which: "When a decree is adopted for a certain reason, it is suppressed when that reason disappears." Of course, I immediately consulted the Talmudic Encyclopedia and, to my surprise, I found nothing on this subject, at least under the entry "decree." It is unnecessary to specify that my remarks on the Talmudic Encyclopedia, when I write to you, are not meant to criticize, which would be unthinkable — this is self-evident. I merely hope that they will be added to the other remarks you must surely receive from various sources and that, from time to time, you will publish a supplement fascicle or additional sheets to the volumes already published. It is clear that there is no reason to wait for a new edition to do so. I enclose a letter in which I am asked about the Shulchan Aruch* of the Alter Rebbe* and, in the margin, my remarks on this subject (note 5: This is letter no. 7242). כן מצורף בזה העתק מכתבי למר שזר שי'. ועוד הפעם - אבקש את כת"ר שי' לדבר עם מר שזר שי' בעניני תזכיר שנשלח לו, והם: (א) כפר חב"ד השני, (ב) יסוד בית ספר למלאכת המסגריות - בתכנית בתי ספר למלאכה בכפר חב"ד, (ג) בנין בשביל הסמינריון לבנות בכפר חב"ד, (ד) בנין בעד ישיבת תורת אמת בירושלים, (ה) בנין בעד ישיבת אחי תמימים בראשון לציון, (ו) תמיכות חד פעמיות בעד בתי ספר הרשת. ויהי רצון שיהי' שליח טוב ויבשר טוב, בנוגע כל סעיף וסעיף שבתזכיר. לכאורה, ביותר השפעת הנ"ל ויכולתו - בסעיף א' ו'.

בהזדמנות זו אעורר שאתא לידי הענין דגזירה שבטל טעמה - הבטלה גם הגזירה, וכמובן פיניתי תו"מ להאנציקלופדיא תלמודית, אבל לתמהוני לא מצאתי שם כלום עד"ז, עכ"פ בערך גזרה.

ולמותר להוסיף, אשר הערותי בנוגע לאנציקלופדיא התלמודית בכתבי לכת"ר פשיטא שלא לקנתר ח"ו, כ"א בתקוה שיצרפן להערות שבודאי מקבל מכמה ומכמה מקומות, ומזמן לזמן יוציא לאור חוברת ועלון תשלומים של הערות לכרכים שהופיעו.

שהרי פשיטא שאין לחכות בהנ"ל להוצאה שני' של כל הכרכים.
