To the distinguished Chassid* who fears Hashem, devotes himself to communal needs, has generous conduct, is from an illustrious family, the Rav Sh. Z. (note 1: Shneur Zalman Shazar. See, regarding him, letters no. 7084, 7567 and 7660),

I greet you and bless you,

You have surely received my previous correspondence, as well as the specific greetings I asked the guests, who will have long life, who came to spend the seventh month here (note 2: The festivals of the month of Tishrei), to convey to you. Furthermore, I enclose a report that was presented here to Dr. Schwartz, regarding what concerns Chabad* in our Holy Land, may it be restored and rebuilt. This requires no further explanation.

In continuation of our discussion on the question of the central rabbinate (note 3: See the preceding letter and the following letter), during your visit here, I send you enclosed a copy of my letter to Rav Nissan Telushkin (note 4: This is letter no. 7474). Of course, the delay in the second Kfar (note 5: The new Kfar Chabad that was then to be built) is painful, even if I have good hope that you will, in any case, do what is in your power to activate things and realize this project, in the broadest and most appropriate way. I cannot, however, refrain from seizing this opportunity to emphasize it to you, to ask you, to reiterate this request once more and yet again. With my respects and my blessing,

כמובן מצער עיכוב הענינים בנוגע כפר השני, ואף שתקותי חזקה שכ' עושה בלאו הכי כל התלוי בו לזירוז הענין והגשמתו באופן הכי רחב ומתאים, אתאפק לא אוכל מלנצל גם הזדמנות זו לעורר ולבקש ולכפול ולבקש עוד הפעם ועוד הפעם.
