To the great Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav Efrayim Eliezer (note 1: Rav E. E. Yalles, Rav of Philadelphia. See, regarding him, letters no. 7136, 7584 and 7715) HaCohen,

I am responding to your letter of the conclusion of the holy Shabbos* Bereishis*. I will first specify that there is no need to ask for forgiveness — this is self-evident — since your letter contains words of Torah*, in particular points that concern concrete action. You are right to observe, at the end of your letter, that this point concerns the majority, since all can observe it. Regarding the content of the question or the remark formulated — the practice to which you allude — I have not observed, among Chabad*, that one does not touch the Peyos* of the head at all (note 2: That one does not cut them), quite the contrary. Various reasons can be given for this, perhaps also the one you cite in your letter: the necessity of not mixing the lights belonging to two categories (note 3: That of the Peyos and that of the beard) among the thirteen elements of repair of the sacred beard (note 4: Which correspond to the Thirteen Attributes of Divine Mercy). In any case, it is stated clearly that the Arizal* cut and shortened them with scissors, according to the Shaar HaMitzvos* and the Taamei HaMitzvos*, in Parshas* Kedoshim*.

In light of all this, one can apply here the following teaching of our Sages*, a definitive ruling, stated in the tractate that was just current, Sukkah* 32b: "Rav Acha, son of Rava, endeavored to take branches (note 5: Of myrtle, for the four species of Sukkos) bearing two leaves on one side and the third on the other (note 6: Rather than those having three leaves growing from the same point on the stem), for this is what emanated from the mouth of Rav Kahana (note 7: It follows that one must put into practice the teaching of the master, even if it is not the majority opinion of the Halachah)," and you will consult the commentary of Rashi* at this reference. One can therefore think that the same must apply, or even more so, to what is the subject of our discussion, since there is, in this case, not only the word of the master, but also his significant action (note 8: Since the Arizal himself cut his Peyos). In light of everything that has been said, it is clear that the question that arises — and it is even a very strong one — applies, on the contrary, to those who do not cut them at all, which goes against the significant action performed by the Arizal*, who is still alive. You will also consult the Darkei Teshuvah* on the Yoreh De'ah*, chapter 181, on the laws. The Darkei Chaim VeShalom*, chapter 880, asks that the Peyos* not be placed behind the ears. Admittedly, the author of this compendium cites the Zohar Chadash* and one can question this, for, in its plain sense, it alludes to the hairs that grow behind the ears. Furthermore, I have just received your letter and your postcard following the one to which I am responding here. I thank you.

במענה למכתבו ממוצש"ק בראשית, ובהקדמה שמובן וגם פשוט שאין כאן מקום לבקשת סליחה וכיו"ב, שהרי בדברי תורה המכתב מדבר, ובפרט בענינים הנוגעים לפועל, והרי צודק גם בסיום מכתבו, שזהו ענין הנוגע לרבים, כיון שנראה לרבים.

ובתוכן הקושיא או ההערה, הנה ההנהגה שכותב, ז.א. שלא לנגוע כלל בפיאות הראש, לא ראיתי' בתוככי חב"ד, ואדרבא.

ואפשר לומר בזה כמה טעמים, ואולי גם הטעם שרומז גם במכתבו, שלא לערב הארות של שני תיקונים מהי"ג תיקונים דדיקנא קדישא, ובכל אופן הרי מפורש שהאריז"ל הי' חותכן ומקצרן במספרים (שעהמ"צ וטעמ"צ פ' קדושים).

וע"פ האמור הרי חלה על זה הוראת חז"ל הוראה ברורה, במסכת דמינה אזלינן (סוכה לב, ב):

רב אחא ברי' דרבא מהדר אתרי וחד הואיל ונפיק מפומי' דרב כהנא. עיי"ש ברש"י.

ואת"ל הרי כ"ש וק"ו בנדון דידן, שבזה לא רק דבור הרב אלא מעשה הרב.
