To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, the Rav Yisrael (note 1: Rav Y. Leibov, of Kfar Chabad*. See, regarding him, letter no. 7088),

I greet you and bless you,

You refer to the study between the prayers of Minchah* and Maariv*. The one who says that this moment is propitious for learning, in the presence of ten people (note 2: Publicly), the inner dimension of the Torah*, the Midrash* reported by the Ein Yaakov*, which contains most of the secrets of the Torah* and expiates the transgressions of man, according to Iggeres HaKodesh*, chapter 23, is entirely correct. But this does not exclude an addition to the other studies. Thus, during the year of mourning (note 3: Rav Leibov was then in mourning), it is important to study the Mishnah*, an anagram of Neshamah*, soul. This study follows each prayer, including that of Minchah*.

... ולכתבו אודות סדר הלימוד בין מנחה למעריב, הנה אף שצדק האומר שהוא זמן מסוגל ללימוד בעשרה פנימיות התורה שהיא אגדה שבספר עין יעקב שרוב סודות התורה גנוזים בה ומכפרת עונותיו של אדם (אגה"ק סי' כ"ג) אין זה שולל ההוספה לה בלימודים אחרים, והרי בשנת האבילות לימוד משניות אותיות נשמה שייך ובא לאחר כל תפלה ותפלת מנחה בכלל.
