I greet you and bless you,

I am responding to your letters of 2 Tammuz* and those that preceded them. After all the difficulties you mention (note 1: Concerning a Chabad* school in the Holy Land), I hope that everything will finally be resolved, even though it seems that this year too, everything will have to be accomplished in a miraculous manner, for the Chassidim* do not have time to devote to this (note 2: To the strengthening of this school), although, as I have emphasized for a very long time, recourse to the ways of nature is indispensable. You ask me for specific instructions that would be addressed to you from here. Now, it is necessary that a proposal reach me from the Holy Land, may it be restored and rebuilt. Indeed, important details and more specific points of lesser impact are not known here. Above all, experience has proven that an action carried out under compulsion yields results that are commensurate with that compulsion (note 3: Consequently, an organization cannot be imposed, and a proposal must be formulated).

Certainly, it would be good to formulate joint proposals (note 4: Emanating from all the directors at once), adopted following a discussion among yourselves. However, if it is absolutely impossible to achieve this, you will ask each one to present a personal proposal. Of course, you yourself will send me one as quickly as possible, as you write to me. It is clear that the proposal to which I refer does not concern solely yourself and the place where you work. It applies also to all the other establishments of the network (note 5: The schools of Ohalei Yosef Yitzchak Lubavitch in the Holy Land). במענה למכתביו מב' תמוז והקודמיו.

תקותי שלאחרי כל הקישוים שמזכירם, סו"ס יסתדרו הדברים, אף שכנראה גם בשנה זו צריכים הענינים להעשות בדרך נס דוקא, כיון שאנ"ש אין זמנם פנוי לכגון דא, [למרות שעוררתי אותן עדן ועדנים, שסו"ס מוכרח לעשות בדרך הטבע].

במ"ש ע"ד הוראות פרטיות מכאן - הרי עכ"פ איזו הצעה צריכה לבוא מאה"ק ת"ו, כיון שבכאן אין ידועים כו"כ פרטים חשובים וענינים פרטים שניים בחשיבות. ולכל לראש - הראה הנסיון, שבאם מתוך הכרח נעשה דבר, התוצאה מתאימה לענין של הכרח.

אף שמהנכון הי' שתהיינה הצעות משותפות ובתור תוצאה משקו"ט ביניהם, אבל באם אי אפשרי הדבר בשו"א, יבקש כמה מהעסקנים לשלוח הצעותיהם בנפרד, ובודאי גם הוא יעשה כן, וככתבו - בהקדם.

ופשוט שכוונתי הצעה לא רק בהנוגע לעצמו ולמקום עבודתו הוא, כ"א גם בהנוגע לשאר עניני הרשת.
