To the great Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, of multiple areas of knowledge, the Rav Shlomo Yosef (note 1: Rav Sh. Y. Zevin, of Yerushalayim*. See, regarding him, letter no. 7066),
I greet you and bless you,
On the occasion of the festival of Shavuos*, time of the giving of our Torah*, which approaches, for us and for all Israel, for good, I address to you herewith my blessing, formulated according to the words of the master, my father-in-law, the Rebbe, whose merit protects us, that you receive the Torah* with joy and in a profound manner. With my respects and my blessing on the occasion of the festival,

P.S.: I duly received your letter requesting a blessing, from Sunday of Parshas* Emor. It will be read, at a propitious moment, near the holy resting place of my father-in-law, the Rebbe, whose merit protects us. You also pose a question in your letter of the luminous day of Lag BaOmer*. If what you write were to actually come about, I would be compelled to clearly state the position of Chabad* in this matter — of course, based on the letters of our masters and leaders, the Rebbe Rashab* and my father-in-law, the Rebbe, whose merit protects us — which could provoke a reaction from certain circles. Now, the position I have adopted until now has always been the following: so long as it is not necessary to make declarations that are liable to introduce conflicts — that is, leaving no room for doubt — I abstain from doing so. This is quite evident.
I enclose a copy of my letter addressed to all on the occasion of the festival of Shavuos* (note 2: This is letter no. 7327). It is surely unnecessary to urge someone like you toward the dissemination of the wellsprings (note 3: Of Chassidus*), in general and especially during the days close to the Hilloula* (note 4: Of the Baal Shem Tov*, on the first day of Shavuos*). According to the expression of the Rebbe (note 5: Rashab*), regarding Lag BaOmer* (note 6: Hilloula* of Rabbi Shimon bar Yochai*), this date reveals the essence of its level.

ובמ"ש במכתבו מיום הבהיר ל"ג בעומר - בהנוגע ל... הרי באם יבוא לפועל ככתבו, אהי' מוכרח להודיע עמדתה ברורה של חב"ד לשיטת הנ"ל, כמובן מתאים למכתבי כ"ק רבותינו נשיאינו, כ"ק אדמו"ר מוהרש"ב וכ"ק בנו מו"ח אדמו"ר - זצוקללה"ה נבג"מ זי"ע.
ובטח יגרום זה לתגובה מכמה חוגים וכו' וכו'.
והרי שיטתי עד עתה, שכל זמן שאינני מוכרח להצהרות שעלולות להביא למלחמות [ז.א. שאינו נותן מקום לטעות], אינני עושה זה, וק"ל.
מצו"פ העתק מכתבי כללי לחה"ש, ובטח לדכוותי' אין צריך לזירוז בעניני הפצת המעינות בכלל, ובפרט בימים הסמוכים ליום ההילולא, שבלשון כ"ק אדנ"ע (ונאמר זה בהנוגע לל"ג בעומר) ביום ההסתלקות הוא הגילוי דעצם מדריגתו.
