To the respectable Rav, well-known scholar of multiple knowledge, who arranges and discusses the Torah*, distinguished Chassid* who fears Hashem, of good sentiments, of generous conduct, of multiple qualities, the Rav Yitzchak Rachamim (note 1: Rav I. R. Nissim, Sephardic Chief Rabbi of Israel. See, regarding him, letters no. 4555 and 4583) Shlita*, Rishon LeTzion* and Chief Rabbi (note 2: Sephardic, of Eretz Yisrael*),

I greet you and bless you,

On the occasion (note 3: A similar letter was sent to Rav Toledano, of Meknes, Morocco) of the bicentennial of the Hilloula* of our master, the Baal Shem Tov*, which will be on the first day of the festival of Shavuos*, the time of the giving of our Torah* — although some mistakenly think it is on its second day — I address you in order to formulate the following proposal, even if it is no doubt unnecessary, for I am convinced that you have thought of it yourself. It would be good to ask the Rabbanim* Shlita* of the Holy Land, may it be restored and rebuilt, that they devote their discourses, on this propitious day or in the vicinity of this date, to the personality and teaching of the one whose Hilloula* we celebrate. This teaching rests upon the golden pillar that is the love of Hashem, the love of the Torah*, and the love of Israel — these three sentiments being one. It is good, indeed, that a commemoration be made in its time. With all my respects and my blessing to receive the Torah* with joy and in a profound manner,

To someone like you, it is surely unnecessary to explain at length the profound love that our brethren, the Sephardic Jews, have always felt for the inner teaching of the Torah*. Now, Chassidus* is an integral part thereof. It is the soul of the Torah*. Obviously, my proposal is addressed to both Ashkenazim* and Sephardim*. Indeed, according to the saying of the Alter Rebbe*, author of the Tanya* and the Shulchan Aruch*, disciple of the disciple of the Baal Shem Tov*, Chassidus* is the heritage of the entire people.

בקשר עם מלאות מאתיים שנה להסתלקות-הילולא של מורנו הבעל שם טוב ז"ל ביום א' דחג השבועות, זמן מתן תורתנו (ודלא כהטועים שהוא ביום שלאחריו).

הנני פונה לכהדר"ג שליט"א בהצעה, אף שבטח למותר היא כי בודאי גם אצל כהדר"ג עלה הענין במחשבה תחלה, לעורר את כבוד הרבנים שליט"א שבאה"ק ת"ו לייחד הדבור ביום סגולה זה או בסמיכות לו על אישיותו ותורתו של בעל ההילולא המיוסדה על אדני פז דאהבת השם, אהבת התורה ואהבת ישראל, דכולי חד. ודבר בעתו מה טוב.

בהדרת הכבוד ובברכה לקבלת התורה בשמחה ובפנימיות.

בודאי לדכוותי' למותר להאריך על דבר החיבה יתרה הנודעת לאחינו בני ישראל הספרדים לפנימיות התורה מימי קדם, והרי תורת החסידות היא היא פנימיות התורה, נשמתא דאורייתא. אף שכמובן כוונתי בהתעוררות הנ"ל היא לאשכנזים וספרדים גם יחד, וכידוע פתגם אדמו"ר הזקן בעל התניא והשו"ע, תלמיד תלמידו של הבעש"ט, אשר תורת החסידות נחלת כל העם כולו היא.
