You write to me about a haircut. According to what we heard on various occasions from my father-in-law, the Rebbe, leader of Israel, our custom is not to perform this first haircut until the child has reached the age of three years. Moreover, it has been permitted to schedule such a haircut during Chol HaMoed*, if the child is then three years old. You will consult, on this subject, the Shulchan Aruch*, section Orach Chaim*, chapter 531, in the Shaarei Teshuvah*. With my blessing to give good tidings,

ויש להעיר שהתירו לעשות תספורת למלאת שלש שנים בחוה"מ (עיין שו"ע או"ח סי' תקל"א בשערי תשובה).
