I greet you and bless you,
After a particularly long interruption, I received your report no. 39, at the end of which you ask me for instructions regarding the mikveh*. It is clear that it is particularly important. Now, it is situated in the building of the Talmud Torah* Yeshivah* Lubavitch and is known by the name of "Mikveh Lubavitch." One must therefore endeavor to repair it to the full extent of what is necessary, as the report states. Furthermore, it must develop, be frequented by a far greater number of women. In this case, the initial period has passed, long ago already, and it is only said that: "the beginning is difficult" (note 2: But not thereafter), all the more so since, in this case, the merit of the public assists you.
It is appropriate to note and to specify to what extent our masters and leaders, whose merit protects us, showed their interest in this matter. In fact, there is a wondrous point here. Indeed, those of our masters who, for various reasons, refused to rule on Halachah*, to the point of dictating to a Rav* the answer he should give when necessity demanded it, nonetheless made an exception regarding the mikveh*. They showed particular attention to it, sent responsa and detailed instructions. According to the analytical, allusive, and esoteric dimensions of the Torah*, a connection indeed exists between these two points (note 3: A Yeshivah and a mikveh). Moreover, an education based on sacred values, to be fruitful, requires an essential element — the birth of a child in purity and holiness (note 4: The observance of the laws and customs of family purity). This is self-evident. May Hashem grant that you give good tidings of your communal and personal concerns. Indeed, we have just experienced Tishrei*, the seventh month (note 5: The seventh after Nissan*, the month of the Exodus from Egypt), which is sated (note 6: Shevi'i*, seventh, shares the same etymology as Musba*, sated) with every good and which has a general scope for the entire year. You will therefore retain the good, the blessing, and the success in all that concerns this year. With my blessing to give good tidings of all this,

ברור, אשר ענין מקוה נעלה הוא ביותר וביותר. וכיון שנמצאת היא בבנין הת"ת ישיבת ליובאוויטש וגם נתפרסמה בשם ליובאוויטשער מקוה, מובן שיש להשתדל ככל הדרוש שלא רק יסודר הכל בתקונה, ככתוב בהפ"כ, אלא שעוד תתפתח וכו', ויתרבה מספר המבקרות כהנה וכהנה.
והרי מכבר עברו תקופת ההתחלה בזה, שרק התחלות קשות, ובפרט בענין כהנ"ל שזכות הרבות מסייעתם.
ולהעיר ולהאיר עד כמה התענינו בזה רבותינו נשיאינו זצוקללה"ה נבג"מ זי"ע, ונפלא הענין - שאפילו אלו מהם שמכמה טעמים לא רצו לפסוק דינים ועד כדי כך, אפילו כשהי' הכרח לפסוק דין, מסרו הנוסח לרב שיאמר הוא שכך הוא הדין, יצאו מכלל זה עניני מקוה טהרה, שהתענינו בזה בתשומת לב מיוחדה, שלחו שו"ת, הוראות מפורטות וכו' וכו'.
וע"ד הדרוש והרמז והסוד הרי שייכות בין שני הענינים - כי חינוך על טהרת הקודש בהצלחה, ענין הכי עיקרי בזה, לידת הולד בטהרה ובקדושה. וק"ל.
ויהי רצון שיבשרו טוב בענינים הכללים והפרטים, שהרי באים אנו מחדש תשרי, חדש השביעי המושבע בכל טוב, וכללי הוא לכל השנה, להמשיך הטוב הברכה וההצלחה בכל עניני השנה.
