To the members of the committee of Kfar Chabad*,

may Hashem grant you long life,

I greet you and bless you,

I am following up on my previous letter, which you have surely already received, and on your correspondence of 4 Tishrei*:

A) It is good that the lands to which you refer, situated on the other side of the railway, belong to the committee of the Kfar and receive the use you specify, or else that they be turned over to the Moroccans, if the lands assigned to them are in the same location.

B) You are considering the planting of an orchard in the middle of the Kfar. Of course, one must reflect on this matter, to determine whether it is appropriate, for the reasons you write. You will take counsel on this subject with the relevant administrations. You will also verify whether an equivalent can be found in the settlements and villages of the Holy Land, may it be restored and rebuilt, that are in a comparable situation to yours.

C) I have received joyous news. The trees of Kfar Chabad*, from Calabria, have already produced several hundred esrogim*, although this year they were not used, in accordance with the assertion of our Sages* that: "One permits for the service of Hashem only..." (note 1: What one could consume). Likewise, an esrog* must not be orlah* (note 2: The produce of the first three years of a tree), as the Tanya* recalls in chapter 37. I am surprised that the Kfar did not transmit this joyous news to me. Likewise, I have been told that these trees are not sufficiently protected from the winds by barriers or by other trees, in the manner that is appropriate. Those who devote themselves to this activity will therefore attend to this, while there is still time.

D) You are considering the possibilities and the program for the development of Kfar Chabad* and, more generally, of the Chabad* institutions. As your letter also indicates, a true motivation is still lacking — for the Kfar, for the institutions that already exist, and for private domains. One may therefore fear that if several new creations are introduced, the situation will deteriorate even further.

E) As for the means of making use of the various lands situated in the Kfar — for the mikveh* that will finally be built and will become a Chabad* center, may Hashem grant that this occur very soon — one will need to consult experts in village and settlement planning, as well as the elder Chassidim* who are in our Holy Land, may it be restored and rebuilt. Indeed, this concerns all the Chassidim* of Eretz Yisrael* and it is said, precisely, that: "salvation comes from many counselors."

F) Sufficiently in advance, you will surely establish a program to take advantage of the days of Kislev*, month of the redemption (note 3: Of the Alter Rebbe* from the Czarist prisons, on 19 Kislev*). It seems that, despite the requests, the insistent calls for promptness made here so that a program be decided well in advance, the four species campaign (note 4: Enabling everyone to fulfill the mitzvos* of the festival of Sukkos*) this year was improvised at the last moment in several respects. The consequence of this attitude is also reflected in the results (note 5: Which are weak). In fact, one can observe that the brochure on the four species and the one on Simchas Torah* were also hastily put together. This is self-evident. With my blessing to give good tidings of all this and to experience success in your sacred mission,

Of course, the building intended for artificial insemination cannot be situated in the middle of a village or settlement. Likewise, it must be as far as possible from the schools. I am surprised that you are in doubt on this subject.

בהמשך למכתבי הקודם שבטח נתקבל מכבר, והמשך למכתבם מד' תשרי.

א) נכון הענין, שהשטחים אודותם כותבים שמעבר לפסי הרכבת, יהיו ברשות ועד הכפר, לאותם הענינים אודותם כותבים, וכן בהנוגע להמרוקנים, באם השטחים שנתנו להם, הם ג"כ נמצאים שם.

ב) במ"ש אודות נטיעת פרדס באמצע הכפר, - מובן שהענין צ"ע [...] באם כדאי הדבר, מהטעמים שכותבים, ויש להתייעץ בזה עם משרדים המתאימים, וכן לברר הנמצא כזה במושבות וכפרים שבאה"ק ת"ו הנמצאים במצב דומה למצבם הם.

ג) קבלתי בשורה משמחת, אשר כבר היו איזה מאות אתרוגים באלו פרי עץ הדר אשר בכפר חב"ד שהובאו מקלברי, אף שבשנה זו לא השתמשו בהם כמאמר רז"ל לא הוכשרו למלאכת שמים וכו' וכן אתרוג שאינו ערלה (תניא פרק ל"ז). ולפלא שלא הודיעו בשורה משמחת זו מהכפר. ביחד עם זה העירוני, שחסרה ההגנה על אילנות אלו מפני רוחות וכו' ע"י העמדת גדר או אילנות מתאימות וכו' ובטח יתענינו בזה בעוד מועד אלו המתעסקים בהנ"ל.

ד) [ב]מ"ש אודות אפשריות ותכנית לפתוח כפר חב"ד ומוסדות חב"ד בכלל, כנראה גם ממכתבם, עדיין חסר ביסוס כדבעי בעניני הכפר ובמוסדות הקיימים וכן בשטחים הפרטים, ויש מקום לחשש, שכשיתוספו כמה ענינים חדשים, יוגרע עוד יותר בהנ"ל.

ה) בהנוגע לאופן ניצול השטחים השונים שבכפר, בקשר עם המקווה שסו"ס יעשה (ויה"ר בעגלא דידן) למרכז חב"ד - יש להתייעץ עם המומחים במקצוע דתכנון כפרים ומושבים, וביחד עם זקני אנ"ש אשר באה"ק ת"ו בכלל, כיון שכנ"ל זהו ענין הנוגע לכללות אנ"ש באה"ק ת"ו וכבר נאמר ותשועה ברוב יועץ דוקא.

ו) בודאי בעוד מועד עושים תכנית לניצול ימי חדש כסלו חדש הגאולה, כי כנראה למרות כל הבקשות הפצרות וזירוז מכאן להכין תכנית בעוד מועד, אפילו בהנוגע למבצע ד' מינים דשנה זו נעשו כמה פרטים בחפזון ברגעים האחרונים, וכנראה השפעה זו גם על התוצאות, ולעורר ג"כ שהעלון דד' מינים והעלון דשמח"ת גם בהם נראה חפזון וק"ל.

מובן שהמבנה להזרעה מלאכותית אי אפשר שיהי' באמצע כפר ומושב, וכן צ"ל בריחוק הכי אפשרי ממוסדות חינוך. ולפלא גדול אפילו השקו"ט בזה.
