By the grace of Hashem,

I greet you and bless you,

I am responding to your letter of the 28th of the month of compassion (note 1: That of Elul*). At a propitious moment, I will mention your name and that of all the persons you cite at the holy resting place of my father-in-law, the Rebbe, whose merit protects us, in accordance with what you write to me. You pose to me, on behalf of your brother-in-law, the following question. He lives in a place whose residents do not have good conduct. Should he therefore move to settle in a religious and Orthodox neighborhood, even if he will need to borrow money for this (note 2: The cost of housing being higher there)?

In accordance with the words of our Sages*, in tractate Avos*, chapter 6, Mishnah* 9, and with the halachic* ruling of the Rambam*, in his Laws of Character Traits, at the beginning of chapter 6, it is clear that one must endeavor, to the fullest extent possible, to reside near those who fear the Word of Hashem and observe the Torah* and the mitzvos* in the proper manner. He will surely be able to repay the money he borrows on favorable terms. May Hashem grant you success. With my blessing to give good tidings and to be definitively inscribed for a good year,

בעת רצון הזכירו אותו ואת כל אלה שכותב אודותם על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע מתאים לתוכן כתבו.

בשאלתו בשם גיסו שי', כיון שדר במקום שתושביו מתנהגים שלא כדבעי וכו' האם להעתיק לסביבה דתית וחרדית אף שעי"ז יצטרך ללוות מעות.

ע"פ דברי רז"ל (אבות פרק ו' משנה ט') ופס"ד הרמב"ם הלכות דיעות ריש פרק ו', מובן שיש להשתדל ככל האפשרי לדור בסביבה של חרדים לדבר ה' ושומרי תומ"צ כדבעי, ובטח יוכל לשלם המעות שילוה בתנאים נוחים, והשי"ת יצליחו.
