By the grace of Hashem,

To the members of the spiritual committee of Kfar Chabad*,

in our Holy Land, may it be restored and rebuilt,

a village founded and directed by my father-in-law, the Rebbe,

whose merit protects us,

may Hashem grant you long life,

I greet you and bless you,

I have duly received your letter of 22 Tammuz*, with what was enclosed. I respond to your questions in order:

A) You tell me that you have not received a response to your letters. Now, I have already written to several Chassidim*, I have asked and I have repeated on multiple occasions, that one must not take into account this absence of response. In such a case, which is due to my many activities, one should judge based on what one observes on the spot, and regarding the Torah* and mitzvos*, the sooner the better. Now, if this is so for everyone, how much more so is it the case for a spiritual committee, since such is the Halachah* of our holy Torah* (note 1: The necessity for the judge to decide based on what he observes with his own eyes).

B) Regarding the Shemittah* and your supply store (note 2: The supervision of the products sold there during the Shemittah), it is clear that it is the responsibility of the store to be scrupulous (note 3: That this falls within the competence of those who manage the store) in this matter, inasmuch as it distributes the majority of the food of Kfar Chabad*. Of course, one must also publish a list of products that can be consumed without the slightest doubt, for it is clear that some Chassidim* do not buy from this store and that some products are not distributed there. This is self-evident. Now, there are different opinions on the kashrus* in this matter. The spiritual committee, led by the "master of the place" (note 4: The Rav of the village), must therefore establish the Torah* opinion and publicize it.

May Hashem grant that each of the students of the Yeshivah* and the Chassidim* fulfill his mission of spreading the wellsprings (note 5: Of Chassidus*) outward. Thus, one will further hasten the days when this period (note 6: Between 17 Tammuz and 9 Av) will be "an inheritance without limit" and even true expansiveness, as the Reshimos* of the Tzemach Tzedek* on Eichah* 1:3 explain. May it therefore soon be so, through our righteous Moshiach*. With my blessing to give good tidings,

The sending of this letter has been delayed and, in the meantime, I have received your letter in which you envision the construction of the mikveh* in the old synagogue. To this question, I have already given a negative response to Rav* Yitzchak Menachem Mendel Lis.

מאשר הנני קבלת מכתבם מכ"ב תמוז עם המצורף אליו, ועל ראשון ראשון וכו'.

א) במה שלא קבלו תשובה מכאן על המכתבים.

כבר כתבתי לכמה מאנ"ש, וזה כמה פעמים שבקשתי כפולה ומשולשת לא

להתחשב עם עכוב המענה, ואפילו כשאין מענה, שהוא מרוב הטרדות, ואם בכלל הדברים אמורים, עאכו"כ ועד רוחני, שבזה דין תורתנו הק', אין לו לדיין אלא מה שעיניו רואות על אתר, ובעניני תורה ומצות, הרי יפה שעה אחת קודם.

ב) בענין השמיטה והצרכני'.

הנה אף שלכל לראש ענין הזהירות בענינים אלו נוגע להצרכני' כיון שרוב האוכלים מגיע לכפר חב"ד על ידה, מובן שצריך לפרסם בכלל רשימת אוכלים המותרים בלי פקפוק וכו' שהרי בודאי שכמה אוכלים וכמה מאנ"ש קונים שלא ע"י הצרכני', וק"ל.

וכיון שכמה חילוקי דיעות בכשרות הנ"ל, הרי על הועד הרוחני בראשיתו של מרא דאתרא, לברר דעת תורה ולפרסם זה...

ויהי רצון שכאו"א בתוככי כללות התמימים ואנ"ש ימלא תפקידו להפצת המעינות חוצה אשר עי"ז מקרבים יעוד ימים אלו אשר מבין המצרים יגיעו לנחלה בלי מצרים ועד למרחב העצמי (יעוין רשימות הצ"צ לאיכה א, ג) ויהי' זה בעגלא דידן ע"י משיח צדקנו.
