Regarding the action you must undertake, the fundamental rule is as follows. We have received the following Injunction: "I will drive him out (note 1: The evil) little by little." Your role therefore does not consist of seizing everything that can be seized in the first weeks, the first months that you spend in this place. On the contrary, in various domains, it is preferable to wait and to strengthen certain aspects beforehand. Of course, this does not contradict what I discussed with the person to whom you allude. In our conversation, we were merely considering, in a general way, the possibility of collaborating with such and such a person. Furthermore, I was meeting this man after not having seen him for months and I was addressing him for the first time since you arrived in this place. We therefore, quite naturally, envisioned a broader program, which does not necessarily concern the weeks and days ahead.
If it is possible, the visit you requested in your city will take place, but what I have said remains valid and I emphasize it once more, for one can read between the lines of your letter that when you cannot immediately carry out a certain action, you become discouraged at once, whereas the way of the world consists of advancing step by step, and it is precisely in this manner that the accomplishments of our masters were brought to fruition. It would be good to reflect on the possibilities of taking advantage of the days of Purim*, which are approaching, even though they fall in the middle of the week. There is surely a good way to do so, and what was said previously applies here as well. And it is not a matter here of grandiose accomplishments. Of course, all of this (note 2: What is said in this letter) is not intended to reduce your ardor for action, which Hashem* forbid. On the contrary, it is meant to entirely eliminate discouragement. Likewise, it is clear that the choice of actions that have reached maturity and those that can only be carried out in the near future must be made on the spot. The final decision, in this matter, therefore depends on the conditions of the place and the opportunities that will present themselves. ... ובכלל בהנוגע לעבודתם: נקודה הכללית, אשר נצטווינו על הסדר דמעט מעט אגרשנו, ואין מתפקידם אריינכאפען כל הענינים במשך השבועות וחדשים הראשונים, להמצאם במקומם עתה. ואדרבה בכמה וכמה ענינים, דרושה ההתאפקות, וביסוס כמה ענינים קודמים להם.
מובן שאין זה סתירה למה שדברתי עם... שהרי המדובר הי' בנקודות כלליות, שתוף פעולה עם פלוני וכו'. ועוד זאת שנפגש הנני עמדו לאחרי כו"כ חדשים, ופגישה זו היתה הראשונה לאחרי המצאם... מובן שדברנו ע"ד תכנית רחבה יותר, ולאו דוקא הנוגע לשבועות וימים הכי קרובים.
בטח באם תהי' אפשרית - יבקר במחנם גם... כבקשתו. אבל נקודה האמורה במקומה עומדת, ומדגישה אני כי כנראה מבין שיטי מכתבו, הרי כשאין בידם לעשות תומ"י באיזה הצעה של עבודה, מרגיש בזה נמיכת רוח, בה בשעה שסדרו של עולם הוא, וגם בעבודה בשליחות רבותינו נשיאינו, שהולכים צעד אחר צעד.
מהנכון שיתבוננו בהנוגע לנצול ימי הפורים הבע"ל, כי אף שחלים באמצע השבוע, בודאי אפשרית מיוחדת לנצלם [אשר גם בזה הנקודה האמורה, שאין מחוייבים לעשות דוקא גדולות ונפלאות, וטוב יותר פעולה ע"ד הבינונית, אבל שתשמש הכנה לפעולות הבאות, וק"ל].

פשוט שבכהנ"ל אין הכוונה להחליש ח"ו מרץ עבודה וכיו"ב, כ"א לשלול בהחלט נמיכת רוח הנ"ל. מובן ג"כ שההחלטה איזו עבודות כבר הגיעה זמנן ואיזו שייכות לעתיד הקרוב - צריכים להחליט על אתר, וההחלטה תלוי' בהתנאים שעל אתר, האפשרות שישנן וכו'. והשי"ת יצליחם להחליט בזה כדבעי.
