Greetings and blessings,
I learned some time ago that the Sephardim* do not know their age with precision and therefore do not know with certainty which is their thirteenth year. As a result, they do not hasten to put on the Tefillin*. Moreover, some of them have adopted a condemnable practice that consists of delaying the wearing of the Tefillin* until one has the means to organize a meal and a family celebration, even though it is practically certain that the child has already been Bar Mitzvah* for some time. This information has reached me from various places and it therefore appears to be accurate. Of course, you must do everything possible in this domain, with the appropriate urgency, to eliminate such a practice. Moreover, Chassidus* explains that the Tefillin* reveal new intellectual forces. These therefore exert their effect on the entirety of the Torah* and the Mitzvos*, which are the true existence of a Jew. Ethics also enables one to establish this, since, in the simple sense, the purpose of the Tefillin* is precisely to subjugate the heart and the brain, which direct the personality of man, as well as everything that concerns him — his thoughts, his words, and his actions. This is self-evident.
There are surely various means of remedying such a situation. The school can, for example, organize a communal meal for several young boys — all those who have reached the age of Bar Mitzvah*, as well as those who are in doubt, but for whom one can presume that this is indeed the case. This is quite evident. If some gifts are distributed — of course according to the means and the possibilities at one's disposal — it is certain that there will be no difficulty in accomplishing all of this. Perhaps it would be appropriate to alert the young people of the Chabad* association in this matter. During their visits to the villages, they will be able to encourage our brethren, the Sephardim*, in this regard. No doubt you have reflected on all of this with the appropriate attention. נודעתי זה מזמן, שבני הספרדים, אין מדקדקים כ"כ במספר שנותיהם, ובמילא שנת מלאת שלש עשרה שנה, אינה ברורה כ"כ, ואין ממהרים בהנחת תפילין, ולא עוד, שאצל איזה מהם, מנהג ביש, שדוחים התחלת הנחת תפילין לאחרי שיהי' ביכולת לערוך סעודה וזבח משפחה וכו' וכו', ואף שקרוב לודאי שמזמן הגיע לעול מצות.
וכיון ששמועה זו נתקבלה מכמה מקומות, כנראה שנכונה היא, ומובן שעליהם לעשות כל האפשרי בזה ובמרץ הדרוש, לבטל מנהג ביש זה. ובפרט ע"פ המבואר בתורת החסידות דא"ח, איך שהנחת תפילין, זהו המשכת מוחין חדשים, שמזה מובן איך שזה פועל על כל עניני תורה ומצות, שהם הם חיי איש ישראל האמיתי.
ומובן האמור גם ע"פ דרך המוסר, ע"פ כוונת התפילין גם בפשטות, לשעבד הלב והמוח, שהם המושלים באדם ובכל עניניו במחדו"מ, וק"ל.
ובטח כמה אופנים לתקן האמור, ומהם שיערוך המוסד סעודה משותפת לכמה נערים בבת אחת, כל אלו שבודאי הגיעו לגיל מצות, ואלו שבספק אבל נוטה יותר לחיוב, וק"ל. ובאם יתנו איזה מתנות, כמובן לפי יכולת ואפשרית הקופה, בטח שלא יהי' קישוים בהאמור.
ואפשר שכדאי לעורר את צעירי אגו"ח, אשר בביקורם במושבות וכו' יעוררו אחב"י הספרדים על האמור.
בודאי יתבוננו על האמור בשימת לב כראוי, ויודיעו מהתוצאות בזה.
