Greetings and blessings,

I am responding to your express letter of 9 Cheshvan*. In the meantime, you have surely received my response to your previous letter, which answers some of the questions you ask. Generally speaking, I have already said that an institution, an organization, cannot work in the proper manner if it has no visibility of the project in which it is engaged, but only some impressions. Then, from the very beginning of the action, new proposals are formulated, implying considerable expenses in financial means, in personnel, in eagerness, or even in all of these at once. Indeed, even the most powerful countries, possessing immense reserves, establish an annual budget, to which they simply add an appendix specifying that a tenth of this budget is reserved for new expenditures that cannot be foreseen. This is not the case if the budget is not at all of this order of magnitude — if it even goes in the opposite direction.

Of course, my purpose is not to complain about the past, especially since it would be inappropriate to do so now, when one is already engaged. In fact, I am concerned with the present and the future. As I said in my previous letter, it is essential to establish a budget whose forecast will be plausible, and to know from the outset that, if one makes a mistake, it will not be possible to cover this error. At the other extreme, one must avoid exaggerating the forecasts, which could have the effect of canceling the project, purely and simply.

You make reference to sending a letter to the mayor of the city. For various reasons, I am not accustomed to proceeding in this manner. In any case, this is not how the action should be initiated. On the other hand, this can be considered later, after you have already contacted him. You will let me know what was discussed, the words exchanged between you, and whether there is reason to react in the appropriate manner. You also speak to me about the extra hour you have introduced for prayer, although this initiative does not have unanimous support. This practice has now been established for several days already. If it is still in effect, it is clear that it must be maintained. You will let me know the situation, and I might perhaps address a short letter to all those who have devoted their time to this. במענה למכתבו המהיר מט' חשון, ובטח בינתים נתקבל גם המענה על מכתבו הקודם, שאיזה מהנקודות שכותב כבר נענה עליהם בו.

ובכלל כבר אמרתי ל... שי' שאי אפשר לאיזה מוסד וארגון שיהי' לנהל עבודה כדבעי, באם אין כל השערה בהנוגע להענין שמתחילים, כ"א קלוטות מהאויר, ותיכף בהתחלת העבודה באים בהצעות חדשות התלויות בהוצאות מרובות, אם בכספים או באנשים ומרץ או בכולם גם יחד, שאפילו ממלכות הכי אדירות שיש להם רעזערווען, עורכים תקציב מסוים לכל השנה, אלא שמוסיפין הערה, שעשר וכו' אחוזים יתר על התקציב יש להוציא על ענינים חדשים שאין לשערם מראש, משא"כ בעת שהתקציב אינו בערך זה כ"א מן הקצה אל הקצה.

מובן שאין כוונתי לבוא בטענות על העבר, ובפרט שלא עתה הזמן לענין שכבר נכנסו בו, אלא שכוונתי בהנוגע להווה והעתיד, וכמ"ש במכתבי הקודם שמוכרח עכ"פ תקציב בהשערה קרובה לודאי ולדעת מראש שאם טועים בזה לא יהי' ממה לכסות הטעות, ולאידך גיסא להשמר מזה ע"י הגזמת השערה, אפשר שהגזמה זו תבטל את ההתחלה בענין.

במ"ש אודות מכתב לראש העיר, - מכמה טעמים לא נהגו בכגון דא ז.א. שתהי' התחלה ויזמה באופן כהאמור, אבל יש לזה מקום לאחרי שיבואו בדבור עמדו, ויודיעו ע"ד השיחה והדבורים, ואם יש מקום להגיב ע"ז בצורה מתאימה...

במ"ש אודות שעה הוספה לתפלה, שהנהיג את הדבר, אף שלא דעת כולם נוחה מזה, - הנה כיון שמהתחלת ההנהגה כבר עברו כמה ימים, הנה באם הדבר יתקיים, מובן שיש להמשיך בזה, וכשיודיעני המצב, אולי יהי' מקום לבוא במכתב קצר לכל אלו שנדבו מזמנם להנ"ל.
