I take this occasion[1] to specify what our custom is, following many questions.

When Rosh Chodesh Menachem Av falls on Shabbos, as is the case this year, must one read the Haftarah "HaShamayim Kis'i"[2] or rather "Shimu Devar Hashem"?[3]

I reproduce an excerpt from my Reshimos*[4] of the year 5690,[5] in which Rosh Chodesh Menachem Av was also a Shabbos:

"At the conclusion of Shabbos 9 Menachem Av 5690 — may Hashem transform this day into joy — in Berlin:

I was at the home of my father-in-law, the Rebbe shlita. Lying on the sofa, he related to me what our custom is concerning the Haftarah of Shabbos Rosh Chodesh Menachem Av: 'My father[6] once said HaShamayim Kis'i. A few years later, Rosh Chodesh Menachem Av was again a Shabbos and he said Shimu Devar Hashem. He then explained that he regretted having said HaShamayim Kis'i the previous time.'"

You will consult the discussion on this point in Shulchan Aruch Orach Chaim, chapter 425, with its commentators, and in Sha'arei Efraim, chapter 9, paragraph 22.

הייתי אצל כ"ק מו"ח אדמו"ר שליט"א, שכב על הספה, סיפר ע"ד מנהג אמירת ההפטרה בשבת ר"ח מנ"א: אאמו"ר אמר פעם השמים כסאי. כעבור שנים אחדות וחל עוד הפעם ר"ח מנ"א בשבת אמר שמעו דבר ה', ואמר אז שמתחרט על אשר אמר לפני איזה שנים השמים כסאי.
