To the directors of the youth of the Chabad* association, in Kfar Chabad*, may Hashem* grant you long life,

I am responding to your letter from "Tiferes* of Yesod*" (note 1: The 23rd of Iyar*), in which you pose several questions regarding the Chassidic* gathering of 12 Tammuz* and the manner in which it should take place. I have already written several times that, in this matter, everything depends on the preparation. One must establish, sufficiently early, a detailed plan, exclude the "pot of partners" (note 2: The dissolution of responsibilities), appoint people responsible for each of its aspects. Of course, one must not frighten these responsible parties. This mission is not so arduous as to justify such fright and panic. It is only a matter of introducing these preparations sufficiently early and in a methodical manner.

Moreover, one can observe that, if one obliges someone to accept a responsibility and to prepare it, although he does not accept it, despite having been persuaded, but does not dare say so, one can understand what his work and effort will look like. Now, there remains enough time to organize in this matter and even to consult several times before beginning to implement the program. All the responsible parties who gather will discuss all these points. Then, there will be a broader meeting. Based on what is discussed there and the conclusions, you will decide what answers to give to your questions.

Regarding the expenses that will result, I will ask the Chassidim* to contribute approximately one-third of the cost, on the condition, obviously, that it not be a local gathering, but a very broad one. You have surely obtained, through the youth of the Chabad* association in Tel Aviv, a copy of my letter (note 3: This is Letter no. 6265) requesting that the assessment of what has been accomplished over the past years be established. With my blessing to receive the Torah* with joy, depth, and to convey good news,

במענה למכתבם מתפארת שביסוד, ובו כמה שאלות בהנוגע להתועדות די"ב תמוז הבע"ל ואופנה.

והנה כבר כתבתי זה כ"פ, שבענינים דכגון דא תלוי באופן ההכנה, ז.א. שמוכרחת תכנית מפורטת בעוד מועד ובאופן דלשלול הענין דקדירה דבי שותפי, ואחראים לענינים מסוימים של ההתועדות, ואף שמובן שאין להפחיד את האחראים, אבל סו"ס אין האחריות קשה כ"כ שזקוקים להפחדה והבהלה כי אם להכנה בעוד מועד ובאופן מסודר.

ועוד זאת רואים אשר באם מכריחים את מי שהוא לקבל עליו תפקיד והכנה וגם לאחרי השכנוע אינו מסכים כי אם מתבייש להשיב פני המבקש אזי "צורה כזו" יש להעבודה (אזא אויסזעהען האט די ארבעט) וההשתדלות שלו. וכיון שעתה די זמן גם לסידור מסודר בהנ"ל ועוד עת אפילו להתייעצות איזה פעמים קודם התחלת הבאת התכנית לידי פועל, הנה כל אלה הפעילים שבהם יתאספו וידונו בדבר ואחרי כן יעשו אסיפה מורחבת ובהתאם להשקו"ט והאסיפה ותוצאות שלה - יחליטו בנוגע לשאלותיהם.

בהנוגע להוצאות הכרוכות בדבר, הנה אעורר את אנ"ש שישתתפו בערך שליש ההוצאות (כמובן באם תהי' זה לא התועדות מקומית כ"א בשטח רחב יותר).

בודאי המציאו להם מצעירי אגו"ח בת"א העתק מכתבי בהנוגע לעשות סה"כ מהפעולות במשך שנים שעברו וכו'.
