It is written in the Siddur* that one says before the prayer (note 1: The morning prayer, each day): "I commit to fulfilling the commandment..." (note 2: "You shall love your neighbor as yourself").
There is no need to add the mention: "without making it a vow," since the Alter Rebbe* did not indicate it. Furthermore, it makes no sense, since it concerns a mitzvah* (note 3: Which one must fulfill in any case). You will consult, on this subject, Tractate Nedarim* 8a and the Shulchan Aruch* of the Alter Rebbe*, Yoreh Deah*, end of chapter 203.
