To the members of the committee of Kfar Chabad*, in our Holy Land, may it be restored and rebuilt, may Hashem* grant you long life,

I am responding to your telegram, in which you tell me that there is talk of opening a factory producing canned meat. You ask me whether it would be appropriate to arrange for it to be installed at Kfar Chabad*, although, for the moment, you have no other information on this subject.

In any case, my opinion is as follows. The kashrus* of this production will be placed under external responsibility. In addition, as you write, this is a factory whose production is large and which will therefore not be able to be too scrupulous. Now, the simple fact of being located at Kfar Chabad* will be considered a permission, especially if persons from Kfar Chabad* work there. And, the denials that one may provide in this matter will not always have their effect, even if one knows the details on this subject.

All of this means that there is absolutely no reason to engage in such a project (note 1: See, on this subject, Letter no. 1800), even if it presented no other risks than these. And, for the future, one must know that the Kfar must preserve its independence, to the fullest extent possible. If someone else comes to open a factory on the territory of Kfar Chabad*, it is clear that certain influences will be introduced through this means. You must understand what I mean. Furthermore, regarding this proposal, you surely know that such an undertaking also has an impact on health, due, in particular, to the residues of meat.

On this occasion, I wish to remind you once again of what I have written, many times, to individuals as well as to Chassidic* communities. It is particularly important to organize yourselves, to establish group purchases and a cooperative for the residents of the Kfar. This presents various advantages, material and spiritual. Of course, this presupposes sincere collaboration and, for this reason alone, such an initiative is justified (note 2: Even if it provides no other advantages than this collaboration of all). All of this is all the more important as we find ourselves in the sixth year, on the eve of the Shemittah*. And, I am very surprised that this question is not at all addressed in the committee's report.

In this matter, I do not know what is done in the Holy Land to obtain bread during the Shemittah* year. Perhaps it is necessary to prepare Matzos*, which will then be preserved throughout the entire year. Of course, one needs machines and packaging means for this.

במענה להמברק בו כותבים אשר ישנה שמועה ע"ד פתיחת בית חרשת לשמורי בשר, והכדאי להשתדל שיפתחוה בכפר חב"ד, אף שלע"ע אין ידועים עוד פרטים.

והנה בכל אופן דעתי, שהנ"ל יהי' ענין העומד ברשות אחרים בהנוגע להכשרות וכו' וכן כפי שכותבים זהו בית חרושת, ז.א. תוצרת במדה מורחבת ובודאי שלו ינהגו בה בחומרא יתירה, ועצם ההודעה שזהו בכפר חב"ד תשמש ברור להכשר (בפרט אם מי שהוא מכפר חב"ד יהי' מהעובדים שם וכו') והרי לא בכל שעה ושעה תועילנה מחאות (אפילו אם ידעו הפרטים בזה וכו') - שמטעמים האמורים אין כדאי הענין כלל, ואפילו אם לא היו עוד ענינים לחששות, ובהנוגע גם לעתיד בכגון דא לדעת, שעל הכפר לשמור על העצמאות שלו ככל האפשרי, ובפתיחת בית חרשת ע"י מי שהוא אחר בשטח כפר חב"ד, בודאי שישמש זה צנור להשפעות וכו' וד"ל.

דא"ג להצעה האמורה בודאי ידוע להם שע"פ רוב נוגע גם לעניני בריאות , מפני השירים של הבשר וכו'.

בהזדמנות זו הנני לעורר עוד הפעם ועוד הפעם על מה שכתבתי זה כמה פעמים לאחדים ולרבים מאנ"ש שמהנחוץ ביותר וביותר להתארגן ולעשות ארטעל וקאפעראטיוו מן אנשי הכפר עצמם, שכמה תועליות בדבר הן גשמיות והן רוחניות, אף שמובן שזה מכריח שיתוף פעולה בלב שלם ולאידך גיסא גם בשביל זה בלבד כדאי העשי'.

וענין זה חשיבותו עולה פי כמה בקשר שנמצאים אנו בשנה ששית ערב שנת השמיטה, ולפלא ביותר שבהפ"כ מועד הכפר אין נראה שדנים בבעיא זו.

בהמשך להנ"ל איני יודע הנוהג באה"ק ת"ו בשנת השמטה בהנוגע ללחם וכו' ואולי יש מקום לאפיית מצה באופן שתהינה שמורות לכל השנה כולה, אף שכמובן זה דורש מכונות ואופני אריזה מיוחדים וכו'.
