I am very surprised that your son has not begun to put on Tefillin* two months before the Bar Mitzvah* (note 1: See, on this subject, Letter no. 5243), whereas this is an instruction clearly expressed by my father-in-law, the Rebbe*. We all find ourselves in his place (note 2: That is, where his authority is exercised) and we therefore have an obligation to put on Tefillin* from that day, at least because, according to the Halachah*, his opinion must be followed in the place where he is found. One can even consider that one must receive this teaching and, for this purpose, place oneself in his domain, in which case the obligation is inherent in the Tefillin* themselves. But, this point will not be developed here.

...לפלא גדול שבנו שי' לא התחיל להניח תפלין שני חדשים קודם הבר מצוה והרי הוראה מפורשת היא מכ"ק מו"ח אדמו"ר אשר כולנו נמצאים באתרי דילי' וחל חיוב הנחת תפלין מתחיל מיום זה עכ"פ מצד הפס"ד דבאתרי נהוג כמותי' ובפרט את"ל דדון מיני' ואוקי באתרי - ה"ז חיוב גם מצד הנחת תפלין. ואכ"מ.
