To the distinguished Chassid* who fears Hashem* and devotes himself to communal needs, of multiple accomplishments, Rav Yitzchak (note 1: Rav I. Gansburg, of Tel Aviv. See, on his subject, Letter no. 5884),
Shalom* u'vracha*,
I have received your letter of 9 Shevat*, the preceding ones and the subsequent ones. You describe to me briefly your sacred mission, within the network (note 2: Of the Ohalei Yosef Yitzchak Lubavitch schools in the Holy Land) and among the youth of the Chabad* association. I took note therein, with particular pleasure, of the youth gathering that took place at Kfar Chabad*. No doubt I will receive, on this subject, a more detailed report. May Hashem* grant that the impact of these gatherings, as well as the concrete actions resulting from them, continue during the following days. As I have written many times, such gatherings — and even the Chassidic* farbrengens* that are more for internal use — are comparable to plowing and sowing. It is clear that, subsequently, an effort is necessary for everything to grow in the proper manner and with success. This is self-evident.
According to what your letter seems to indicate, and despite all my letters, my appeals, and my encouragements from here, you have not truly become aware that what concerns the youth of the Chabad* association is not a burden, a chore, for its members, but, on the contrary, a merit — even more, the channel and the vessel enabling one to earn one's livelihood, spiritually and materially. And, the earning of one's livelihood does not designate here the needs that a person must satisfy — food, clothing, house, children, health, material prosperity.
Now, it is surprising not to become aware of this truth, which is clearly expressed in several discourses and talks of Chassidus*. According to a common saying, "one does not ask a question on concrete action," all the more so since "Mark the fool" (note 3: The yetzer hara*, according to the expression of a Chassidic song whose lyrics are in Russian) interferes. Nevertheless, it suffices to know this in order to reduce the veil — even more, to transform the darkness into light, as Iggeres HaKodesh* explains at the end of chapter 25, commenting on the verse: "when a person rules over another person to his detriment." In such a case (note 4: When someone disturbs him), a person desires to pray with greater fervor, from the depths of his heart. Now, the purpose of the Torah*, the mitzvos*, and even the precept "In all your ways, acknowledge Him" is indeed to pray and to bind oneself to Hashem*. May Hashem* grant that you find the appropriate words to explain all of this to yourself and to all your friends, in ever-wider circles, for, ultimately, this idea is the foundation, the basic principle that simplifies action in everything pertaining to the service of Hashem*.
You mention the matter of tithing to tzedakah*. I am somewhat surprised by this question, for this principle is established by the Shulchan Aruch* and is, moreover, scrupulously observed in the Chassidic* community. And, on the contrary, if those concerned do not meet their needs with their current salary, as you say, they must, of course, adopt the counsel of the Sages* according to which "salt prevents financial loss" (note 5: Tzedakah* preserves one's capital) and not the reverse, Heaven forbid.
You contemplate using the content of my letter from the first light of Chanukah* (note 6: This refers to Letter no. 5951) for the financial collection. I am surprised that you are in doubt about this, since this subject is clearly addressed therein. You fear that this would seriously cool the collection made for education, properly speaking. Those who wish to use it for this purpose can dispense with anyone's opinion regarding the content of this letter, since it is addressed to each person, so that all who take an interest in it, for one reason or another, can have knowledge of it.
You ask me for precise instructions concerning the youth of the Chabad* association. I do not know what can be more detailed than the flood of letters that has been addressed to you. Certainly, it was not stated therein that such a person should handle such a detail and such another person such another detail. This division must result from the effort of each one, so that the effort be sustained. It is known, indeed, that submission is the basis and foundation of everything. However, it cannot, by itself, ensure functioning over a prolonged period. One must also bring in pleasure, satisfaction.

מאשר הנני קבלת מכתבו מט' שבט ושלפניו ושלאחריו, בו כותב ראשי פרקים מעבודתו בקדש בעניני הרשת בעניני צעירי אגו"ח וכו'.
ונעם לי לקרות בו ביחוד בהנוגע לכנוס הנוער אשר בכפר חב"ד ובטח יתקבלו דו"ח יותר מפורטים בזה.
ויהי רצון שיהי' הרושם מכנוסים אלו (ולא רק רושם אלא פעולות ממשיות) במשך הימים שלאחרי זה וכמו שכתבתי כ"פ שכנוסים כהנ"ל ואפילו התועדויות יותר פנימיות הם בגדר חרישה וזריעה, ופשיטא שלאחר זה דרושה עבודה בכדי שיהי' הגדולים כדבעי ובהצלחה, וק"ל.
כנראה ממכתבו הנה למרות כל מכתבי הזרוז והתעוררות מכאן, עד עתה לא חדרה ההכרה המוחלטת, שעניני צעירי אגו"ח הם לא בגדר חוב ומשא על חברי צעירי אגו"ח, כ"א ענין של זכות ולא עוד אלא שגם הצנור והכלי לפרנסה רוחנית וגם פרנסה גשמית, ופרנסה כאן הכוונה לכל צרכי האדם שזקוק הוא אליהם, במזון ולבוש ובית ובבני חיי ומזוני רוויחא, אף שלכאורה פלא הדבר איך זה אין מכירים באמת זו, והרי כבר מובנת היא בפשיטות מכמה מאמרי דא"ח שיחות וכו', הנה מאמר העולם, אויך א מעשה פרעגט מען קיין קשיא ניט, ובפרט שהדורין מארקא הוא באמצע, אבל ידיעה זו עצמה הרי צריכה להקטין את ההעלם וההסתר ואדרבה להפוך חשוכא לנהורא ע"ד המבואר באגה"ק סי' כ"ה בסופו בפירוש הכתוב אשר שלט האדם באדם לרע לו, שהיינו דעי"ז עצמו מתעורר האדם להתפלל יותר בכוונה מעומקא דלבא וכו' והרי כוונת כל התורה והמצוה ואפילו הענינים דבכל דרכיך דעהו הוא ענין התפלה התחברות צוותא וחבור עם השי"ת. ויהי רצון שימצא אותיות מאירות להסביר הדבר לעצמו וגם לשאר חבריו, ובחוגים ההולכים ומתרחבים שהרי סו"ס נקודה האמורה עמוד ויסוד הוא להקל העבודה בעבודת השי"ת.
במ"ש אודות נתינת מעשר לצדקה, לפלא קצת השאלה, אחרי שענין הוא בשו"ע ובפרט בתוככי עדת החסידים, ואדרבה באם כלשונו אינם מסתדרים במשכורתם דעד עתה, הרי אז מקום ועצה דעצת חז"ל מלח ממון חסר ולא להיפך ח"ו.
במ"ש אודות ניצול תוכן מכתבי דנר הראשון דחנוכה בהנוגע גם למגבית כספים, לפלא הספק, כיון שבפירוש מדובר בו אודות זה, והחשש שיקרר זה רצינית הדבר שיתגייסו להוראה ממש, הנה אלו שירצו לנצל זה להאמור, אין זקוקים להודעה ממי שהוא בהנוגע לתוכן המכתב כיון שמכתב כללי הוא וכל המעונין מאיזה טעם שיהי' יכול להוודע אודותו.
במ"ש אודות הוראות מפורטות בהנוגע לעתודת צעירי אגו"ח, - לפלא מה צריך להיות מפורט יותר לאחרי המון המכתבים שנתקבלו, אמת שבמכתבים אלו לא נתפרש שפלוני יתעסק בפרט זה ופלוני בפרט זה, כיון שזה צריך להיות באתעדל"ת - בכדי שתהי' ההתעסקות בת קיימא, וכידוע שהענין דקבלת עול הוא יסוד ושרש אבל אי אפשר לעבוד משך זמן ארוך בקבלת עול גרידא וצ"ל גם ענין של תענוג שביעת רצון וכו'...
