To the distinguished Chassid* who fears Hashem*, devotes himself to communal needs, of generous conduct, descended from an illustrious family, Rav Shneur Zalman* (note 1: Shneur Zalman Shazar. See, on his subject, Letter no. 5893),

I received, with pleasure, your telegram acknowledging receipt of the two books of the Alter Rebbe*. For various reasons, the present letter has been delayed until today, the day of his Hilloula*. As I was saying in my previous correspondence regarding a material construction, one can make a precise plan concerning the necessary investment, yet one is no less depleted in carrying it out. One must then call upon hidden forces, including the most profound. Now, how much more so is this the case for a moral edifice. Our Sages* say, indeed, that: "I am a wall — this alludes to the Torah*," even though it is merely a matter of publishing and revealing a building that already existed beforehand.
I was able to verify all of this in preparing the publication of these manuscripts (note 2: Which enabled the publication of these two books. See, on this subject, Letter no. 5970). I anticipated the attention and concentration required by this project. I established from the outset a generous estimate. Yet, in practice, I was able to observe that the intellectual effort and time I thought I would devote to this project were by no means sufficient. Furthermore, the publication and even the proofreading of these texts, after they had been typeset, transport one into another world, a higher world. Indeed, several texts contained in these two volumes were delivered before Petersburg (note 3: Before the imprisonment of the Alter Rebbe that culminated in the liberation of 19 Kislev), so that there applies to them the saying of the Rebbe Rashab*, pronounced on 19 Kislev* 5663 (note 4: 1903), according to which: "The Chassidic discourses delivered before Petersburg burned the world and provoked a shock emanating from heaven."
It is customary to say, in such cases, that if one foresaw from the outset all the fatigue, all the effort necessary for such an undertaking and, moreover, the bitterness it occasions, who knows whether one would embark upon it? But, in the present case, even though, as I said, I had not foreseen everything that would need to be done — in particular the fact that this activity would lead me to change domains — I would nonetheless have embarked upon it, though perhaps I would then have planned a longer preparation. You are one of those who were at the origin of this project and you therefore have your share in its positive contribution. I thank you for having led me to carry it out.
We shall now speak of the quarter (note 5: Of Kfar Chabad, developed with the assistance of Shneur Zalman Shazar). I was pleased to hear the recording of your address, delivered on 19 Kislev*, during which you spoke of it publicly. According to the correspondence I receive from the committee of Kfar Chabad*, everything is still proceeding slowly. There are surely several reasons for this. Nevertheless, one must make the necessary effort. I am convinced that it is unnecessary to counsel you to show eagerness and diligence in this matter. The need itself dictates that it be so.
I mention this quarter here essentially to survey the possibilities that exist in this regard. For, in my view, the time has come not only for this quarter of Kfar Chabad*, but also for the founding of a second Kfar Chabad*, which will be better planned. In this way, one can have good hope that the birth pangs will not be as severe and prolonged as for the present Kfar Chabad*. I allude here also to material contingencies. Thus, earning a livelihood will not be as arduous and sustenance will not be as meager. Likewise, one will choose a location somewhat distant from the border.
By establishing a second Kfar Chabad*, it will be easier, in various domains, to organize the current one. This is particularly true for the schools for adolescents — for example, for the girls' seminary, the teachers' training school, or the Yeshivah*. It is good that these two institutions be located in Kfar Chabad*, but, of course, not in the same one (note 6: In order to separate the young men from the young women). This is one of the reasons why I am not hastening, at present, to transfer the Yeshivah* Tomchei Temimim* (note 7: Currently located in Lod) to Kfar Chabad*.
Of course, this is merely a general idea, for I do not have good knowledge of the locations in which one might found this second Kfar Chabad*. I therefore await your reaction to this idea. You will also indicate to me the locations that are suitable. I am likewise unfamiliar with the methods and techniques of construction in the Holy Land, may it be restored and rebuilt. Nevertheless, the building of a new Kfar* may perhaps resolve, at least in large part, the problems of Shemittah* for those who currently reside in Kfar Chabad* (note 8: By providing them with non-agricultural means of sustenance).
I have taken the liberty of writing to you about a relatively broad program and I shall add one more point. I hope that this quarter and the founding of a second Kfar* will not diminish the project of a Chabad quarter in the holy city of Jerusalem (note 9: See, on this subject, Letter no. 5629), may it be restored and rebuilt. After a Chassidishe farbrengen* during which this quarter and the second Kfar* were discussed, I mentioned what I heard on many occasions from my father-in-law, the Rebbe*, namely the following saying (note 10: See, on this subject, Letters no. 2328, 3485, and 6026) of his grandfather, the Rebbe Maharash*: "It is generally considered that if one cannot pass under the obstacle, one passes over it. I, for my part, believe that one must go over it from the start." In various domains, my father-in-law, the Rebbe*, adopted this principle as a rule of conduct. He had a broad approach and thus knew success, a considerable achievement.

נעם לי לקבל המברק מאשר קבלת שני ספרי רבנו הזקן, ומכמה סיבות נדחה מכתבי זה עד היום, יום ההילולא שלו.
ועל דרך מה שכתבתי במכתבי הקודם אודות בנין בגשמיות, שככל מה שמשערים מה שצריך להשקיע בבנין, אף על פי כן כשבאים לפועל מתמסכנים, וזקוקים לכוחות נעלמים, ועד לכוחות העצמיים, על אחת כמה וכמה בהנוגע לבנין רוחני, וכל' חכמינו ז"ל אני חומה זו תורה, ואפילו כשהמדובר הוא רק בהנוגע לפרסומו גילוי של בנין שכבר הי' קיים.
ונתאמת אצלי הנ"ל, שכשנגשתי לעריכת כתבי-יד הנ"ל שערתי כמה שימת לב, התעמקות וכו' ידרוש הענין, ולכתחילה שערתי במדה בתלי מצומצמת, והנה כשבא הדבר לפועל נוכחתי שאין הזמן ושימת לב וכו' המשוערים מספיקים כלל וכלל, ולא עוד אלא שעצם ההתעסקות וההכנה לדפוס ואפילו ההגה' לאחרי הסידור של מאמרים הנ"ל מעבירים ל"עולם אחר", עולם עליון, ובפרט אשר כמה מהמאמרים בשני כרכים הנ"ל הם מלפני פטרבורג שנאמר עליהם פתגם כ"ק אדמו"ר (מוהרש"ב) נ"ע: "די מאמרים וואס פאר פ"ב האבן געברענט די ועלט: דאס איז פאטשטן מלמעלה". (יט"כ תרס"ג).
רגילים לומר בכגון דא, שאילו היו משערים מראש כל הטורח והיגיעה הכרוכים בעבודה כזאת, ובפרט אם יש בה גם ענינים של עג"נ, הנה מי יודע אם היו נכנסים לכל הענין. אבל בנידון דידן, הנה למות, שכאמור, לא שערתי אפילו בערך שכל כך יודרש לענין, ובפרט בהנקודה שההתעסקות מעמידה בד' אמות אחרות, אף על פי כן הייתי עושה זאת, אף כי אולי בהכנה ארוכה יותר. וכיון שכ' הי' מהגורמים בזה, הרי גם לו חלק בכל הטוב שבדבר. בצירוף ת"ח על שהביאני עד הלום.
ומענין זה לענין השיכון, אשר נעם לי לשמוע בההקלטה נאום כ' ביט"כ, שפרסם עד"ז ברבים. וכפי המכתבים שהנני מקבל מועד כפר חב"ד, עדיין הענין מתנהג בכבדות, ואף שבטח כמה סיבות בדבר, בודאי גם עליהן יש להתגבר בהשתדלות המתאימה.
ובטוחני שאין כ' צריך לזירוז ועידוד בזה, שהרי הענין עצמו הוא המזרז. ועיקר כתבי אודות השיכון כאן הוא כי באם רק יש איזו אפשריות לדעתי כבר באה העת לא רק לשיכון לכפר חב"ד אלא גם ליסוד כפר חב"ד שני, ובאופן שיהי' מתוכנן יותר, שאז התקוה חזקה שלא יוזקקו לחבלי לידה קשים וארוכים כמו בכפר חב"ד זה. ובזה כוונתי גם לענינים גשמיים כפשוטם, ז.א. שלא יהי' ענין הפרנסה בכובד כ"כ ובאופן מצומצם כ"כ, וכן שיהי' קצת מרוחק מהגבול וכו'. וביסוד כפר שני הרי גם כמה ענינים בכפר זה יוכלו לסדרם בטוב יותר, ובזה גם בהנוגע לבתי ספר לנוער מבוגר, וכמו סמינר לבנות, ובי"ס למורים, או הישיבה, שהמטרה ששניהם יהיו בכפר חב"ד ומהנכון, כמובן, שלא יהיו בכפר חב"ד אחד, שזהו ג"כ אחד הטעמים שאיני ממהר כ"כ בהעברת ישיבת תומכי תמימים לכפר חב"ד עתה.
מובן שהנ"ל הוא רק בבחי' נקודה כללית, שהרי איני בקי במקומות הבאים בחשבון ליסוד כפר חב"ד שני, ואחכה לתגובת כ' על רעיון האמור, ובטח יודיע ג"כ ע"ד המקומות המתאימים ביותר.
איני יודע בדיוק אופני ומלאכת הבני' באה"ק ת"ו אבל הרי אפשר שעסק בנין כפר החדש יפתור גם שאלת שנת השמיטה - לחלק חשוב של תושבי כפר חב"ד עתה.
וכיון שכבר הרשיתי לעצמי לכתוב ע"ד תכנית רחבה קצת, הנני מוסיף עוד סעיף, שתקותי שהשיכון האמור ויסוד כפר שני בטח לא יגרעו מתכנית שיכון חב"ד בירושלים עיה"ק ת"ו.
אחרי ההתועדות בה נדבר בהנוגע לשיכון ולכפר שני, הזכרתי מה ששמעתי איזה פעמים מכ"ק מו"ח אדמו"ר, פתגם זקנו אדמו"ר מוהר"ש: די וועלט זאגט, אז מ'קען ניט ארונטער דארף מען אריבער, און איך האלט אז מ'דארף לכתחילה אריבער. ובכמה עניני כ"ק מו"ח אדמו"ר - התנהג עפ"י קו זה, ורגיל הי' לומר שעי"ז נתוסף בהצלחה. ויה"ר אשר גם בענין השיכון תהי' ההנהגה באופן האמור, ואתהלכה ברחבה, ותתוסף בהצלחה הצלחה מופלגה.
