To the distinguished Chassid* who fears Hashem*, devotes himself to communal needs, and is of manifold activities, Rav Tuvya* (note 1: Rav T. Blau, of Jerusalem. See, on his subject, Letter no. 5472),
Shalom* u'vracha*,
You make reference to a person who administers flogging to whoever desires it. This is, of course, a heavy responsibility, and I am surprised that someone, in our generation, can assume it — even specifying that it applies only to those who desire it. Despite this, one may still question this. You should consult the Shulchan Aruch* of the Alter Rebbe*, Laws of Physical and Moral Harm, in particular paragraph 4.
In this regard, I have received his two books (note 2: Perhaps those of the man who administers the flogging). It would be good to verify whether he has published others and, if so, to suggest that he send them here. Simultaneously, one should find a means of showing him the necessity of studying the deep dimension of the Torah*, which, in our era, has been revealed by Chassidus*, as has been emphasized on numerous occasions.

דא"ג קבלתי מהנ"ל שני ספריו... וכדאי להוודע אם הו"ל עוד מה ולעוררו ע"ד הנ"ל שישלח לכאן.
וביחד עם זה כדאי למצוא דרך איך להעירו על ההכרח ללמוד פנימיות התורה שבדורנו נתגלתה בתורת החסידות, וכמבואר בכ"מ.
