To the Rav*, the distinguished Chassid* who fears Hashem, Rav Betzalel, the Shochet* (note 1: Rav B. Wilshanski, of Melbourne, Australia; see on his subject letter no. 3869),
Greetings and blessings,
After a particularly long interruption, I have received your letter of Rosh Chodesh* Kislev*, requesting a blessing, which will be read at a propitious moment near the holy resting place (Ohel*) of my father-in-law, the Rebbe*, whose merit protects us. May Hashem grant that you convey good tidings to me of its content.
Although no one has written to me about this, I hope that you have prepared, and continue to prepare, sufficiently in advance, a program in order to make the best use of the days of Kislev* in general, and in particular the luminous day of the 19th of Kislev*, the Rosh Hashanah* of Chassidus* and of Chassidic* ways. In the established expression, it is a matter of spreading the wellsprings* (note 2: of Chassidus*) outward — specifically spreading, specifically wellsprings, specifically outward, as is briefly explained elsewhere. Nothing stands in the way of the will, and the experience of past years has proven that the more detailed and clarified the program is in advance, the more one can expect it to bear fruit.
I am surprised to observe that the Chassidim* of Melbourne seem to take no interest at all in the Jews of Australia who are in other locations. This attitude is all the more surprising since it comes from people who are described as "candles to illuminate." Without a doubt, those who attributed this description to them were right to do so. But these "candles" must make concrete use of their potential. If they do not, they distance themselves from the mission they have received, Heaven forbid.
There are, in your country, several settlements that are undoubtedly no more distant than what is described as "outward." There is therefore an obligation to spread the wellsprings* there. Moreover, this situation delays the coming of our righteous Moshiach*. Each person sits beneath his vine and his fig tree — even if these are spiritual vine and fig tree, as explained by the Likkutei Torah* on three Parshiyos*, Bereishis*, page 23b, which discusses the profound dimension of the divine soul and the transformation of spiritual garments. All of this in no way replaces the obligation of spreading, as previously defined.

לאחרי הפסק הכי ארוך נתקבל מכתבו מר"ח כסלו פ"נ שיקרא בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, ויהי רצון שיבשר טוב בתוכנו.
תקותי אף שאין איש כותב עד"ז, שבעוד מועד הכינו ומכינים תכנית לניצול ימי כסלו בכלל ויום הבהיר י"ט כסלו ר"ה לחסידות ודרכי החסידות ביחוד, ולעשות את זה כדיוק הלשון הפצת המעינות חוצה, הפצה דוקא מעינות דוקא וחוצה דוקא, כמבואר עכ"פ בקיצור במ"א, ואין לך דבר העומד בפני הרצון, והרי הנסיון שבשנים שעברו הראה שככל שהתכנית מפורטת ומבוררת בעוד מועד יש מקום להצלחה יותר.
לפלא בכלל שכנראה אין אנ"ש שבמעלבורן מתענינים כלל וכלל בהנוגע לבני ישראל שבאויסטראליא שבמקומות אחרים, ומובן שהפלא גדול עוד יותר בהנוגע לאלו שנקראים נרות להאיר, שהרי אלו שקראום בשם זה בודאי צודקים, אלא שעל הנרות להוציא זה מן הכח אל הפועל וכשאין עושים זה ה"ז מעילה בשליחות ר"ל, והרי כמה ישובים ישנם במדינה שבודאי לא רחוקים הם יותר מהתואר חוצה, וא"כ ה"ז חל החיוב דהפצת המעינות, ועוד זאת שזה מעכב ביאת משיח צדקנו, והישיבה של כל אחד תחת גפנו ותאנתו אפילו הגפן והתאנה ברוחניות (עיין לקו"ת לג' פרשיות בראשית כ"ג ב: פני' נפה"א, בירור לבושים).
ואין זה מחליפה כלל וכלל חובתו בהפצה האמורה.
