To the Rav*, the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Peretz (note 1: Rav P. Motchkin, of Montreal; see on his subject letter no. 5309),

Greetings and blessings,

I am responding to your letter of 24 Marcheshvan*, recounting — though in a very concise manner — the Chassidic* gathering (farbrengen*) of this month of Tishrei*. You also envision the establishment of a study class.

I am somewhat surprised that among all these classes, there is not one dealing with the practical laws (halachos*) that are needed in daily life. If this has always been necessary, as indicated by the introduction to the Shulchan Aruch* by the sons of its author (note 2: the Alter Rebbe*), how much more so in our days, in this orphan generation, when the lack of knowledge of these laws is frightful.

Ultimately, it is indeed stated that "to guard the Mitzvos* is the entire purpose of man" (note 3: which presupposes knowledge of the laws). You will no doubt find the appropriate time and manner to teach all of this. May Hashem grant that in this matter as well, you succeed in conveying good tidings to me.

במענה על מכתבו מכ"ד מ"ח, ובו ר"פ אף כי בקיצור נמרץ מההתועדות דחדש תשרי העבר, וכן ע"ד קביעות השיעורי לימוד, ולפלא קצת שאין בשיעורים אלו גם שיעור בהלכות הצריכות בחיי היום יומים, שאם בכל הזמנים הי' הכרח בזה (ולהעיר מהקדמת בני רבנו הזקן להשו"ע) עאכו"כ בימינו אלה דור יתום, שחסרון הידיעה בהלכות הצריכות מבהיל הוא, והרי סו"ס את מצותיו שמור כי זה כל האדם, ובטח ימצאו זמן ואופן מתאים איך ללמוד בהנ"ל, ויהי רצון שגם בזה יצליח ויבשר טוב...
