Greetings and blessings,
I am responding to your letter in which you describe the two ways of constructing the interior road (note 1: of Kfar Chabad*). It is clear that in this matter, it is for the committee, which is on the spot, to make the decision. If this is difficult for any reason, the spiritual committee should also be involved, as well as the elder Chassidim* of your town.
The idea is therefore as follows. The ways of Chassidim* and of Chassidus* are pleasant and peaceful. Nevertheless, it is clear that communal needs take precedence over personal interest. For ultimately, the individual himself belongs to the community and he will therefore recognize that his interest indeed passes through that of all. In this instance, one must also take into account the element you cite — the presence of fruit trees. According to one of the proposed methods, it will be necessary to uproot them, which raises a halachic* question that you will clarify before making a decision in this matter. Of course, everything said here has no official character. It is a proposal for the discussion that will take place, in light of the conditions on the ground.
I seize this opportunity to remind you, as well as your friends on the committee and, more generally, the communal leaders of the Chassidim* of Kfar Chabad*, that a detailed consultation is necessary regarding everything that concerns the Kfar*. Unfortunately, the inhabitants of the Kfar*, for the most part, view what concerns their village in terms of their personal interest. But in this instance, it is the totality of the Kfar's* inhabitants who ought to improve a personal situation (note 2: in the conception of this road). The pursuit of the interests common to all these inhabitants was not self-evident.
In other words, the gathering of a certain number of Jews in a specific place — in this case, the four cubits of the Kfar* — does not prevent each one from considering himself an independent personality, not renouncing his own interest, which must be maintained in any event. In light of all this, it is clear that nearly all the concerns common to the Kfar* as a whole are neglected. It is surely unnecessary to say more to those who are on the spot and observe this situation with their own eyes.

במענה למכתבו, בו כותב אודות שתי אפשריות איך לעשות הכביש הפנימי.
והנה פשוט אשר בענינים כאלו, על הועד הנמצא על אתר להחליט, ואם דבר הקשה הוא מאיזה סיבה שתהי', יש לצרף לזה גם הועד הרוחני ובכלל זקני אנ"ש אשר במחנם הט', והנקודה הכללית בזה היא, אשר דרכי החסידים והחסידות הם רק דרכי נועם ושלום, אבל ביחד עם זה פשוט, שתועלת הרבים דוחה תועלת היחיד, וסו"ס כיון שהיחיד הוא מכלל הרבים, בודאי אשר יכיר שגם תועלתו היא בתוך תועלת הרבים.
מובן שבנ"ד יש ג"כ לדון על הפרט שמזכיר שישנם עצי פרי, שבאופן אחד יצטרכו לעקור אותם, והרי זוהי שאלה בדין, ובטח יבררוה מקודם להחלטה בזה.
ע"פ הנ"ל מובן שכל הכתוב בזה הוא באופן בלתי רשמי, ורק בגדר של הצעה לדון בכל הנ"ל מתאים להתנאים על אתר.
ומנצל הנני הזדמנות זו לעוררו וכן את חבריו בהועד ובכלל עסקני וטובי אנ"ש של כפר חב"ד, שמוכרח שיתענינו ביותר וביותר בענינים הכללים של הכפר, כי לצערי עד עתה הנה ברובא דרובא הי' יחסם של רוב תושבי הכפר לעניני הכפר, כיחיד המעונין רק בטובתו וענינו הפרטי, אלא שבזה נכלל ניצול גם גוש תושבי הכפר להטבת מצבו הפרטי ולא היתה ניכרת התענינות הצריכה בענינים המשותפים של תושבי הכפר בכלל.
במלות אחרות, היו מביטים על עצמם כמספר מסוים של יהודים שאיקלעו לאכסניא אחת לד' אמות של הכפר, אבל כל אחד במציאותו עומד ואין לו לוותר כלל על ענין הפרטי שלו, רק באם ירויח יותר ג"כ בענין פרטי שלו, וע"פ הנ"ל מובנת ג"כ התופעה שרובם ככולם ענינים הכללים של הכפר המשותפים, מוזנחים הם , והאריכות להנמצאים על אתר ורואים מצב הענינים אך למותר.
