1. The spirit of the Shulchan Aruch* does not countenance hiding excess weight (note: of baggage, during a trip to Eretz Yisrael) beyond what is permitted for air travel — that is, not paying what one should in such a case while effectively benefiting from a service. This is not the same as paying a tax, although one may also question that. And in this case, it involves a Jew who requests this payment and does not waive it.
2. I am surprised that you mention only one blessing, when the Shulchan Aruch*, Orach Chaim*, chapter 561, defines several (note: "He who sees the cities of Judea destroyed says... He who sees Jerusalem destroyed says... He who sees the Beis HaMikdash* destroyed says..."). At the present time, this is even more important, for one must not think that the U.N. decision of 1948 rendered these blessings obsolete. Now, you saw the other cities of Judea before Jerusalem, which is not the case defined by the third paragraph that you cite. The latter alludes primarily to the Old City of Jerusalem, which one observes only when ascending Mount Zion. There are divergent opinions, however, regarding the new city. And many places in which there were formerly cities of Judea are presumably situated between Lod and Jerusalem (note: this sentence responds to the recipient, who wrote: "Before reaching the Old City of Jerusalem, I saw only Lod and the new city").
3. Similarly, it is surprising that you did not seize this opportunity to recite the blessing said when performing the agricultural separations (note: terumah and maaser, the agricultural tithes required in Eretz Yisrael).
4. You do not specify whether, during the entire duration of your stay there, you made an addition to the Torah* and the mitzvos*. Indeed, when the holiness of the place is greater, that of one's conduct must be greater as well, for as long as one is on the spot.
5. May Hashem grant that the love of the Holy Land, which you express at the end of your letter, awaken in you the desire to fulfill your mission among the Jewish people — to "make Eretz Yisrael* here," in the place where you are, according to the well-known teaching of the Tzemach Tzedek* (note: see Igros Kodesh, letter no. 1138).

א. אין הדעת (של הש"ע) נוחה כלל מהעלמת משקל (היתר על המדה) בנסיעה על האוירון ז"א מהתשלום בעד זה וה"ז קבלת שירות (ודלא כהעלמת מכס, ושגם בזה צ"ע) ומהודי והרוצה בדוקא בתשלומין ובודאי שאינו מותר.
ב. לפלא שמזכיר רק ברכה א' וכו' אף שכמה ברכות נמנו בשו"ע או"ח סתקס"א.
ועתה נוגע עוד יותר - להוציא מדעת האומרים החלטת u.n. בשנת 1948 ביטלה ברכות אלו.

ג. כן לפלא שכנראה לא ניצל ההזדמנות לברכת הפרשת תרומות ומעשרות.
ד. אין מוזכר באם הוסיף בכל יום במשך שהותו שם - בעניני תומ"צ והרי כשנתוסף בקדושת המקום - צריך האדם להוסיף בקדושת הנהגתו כל זמן היותר במקום זה.
ה. ויה"ר שחבת הארץ בה מסיים - תעורר אותו לתפקידו בתוך כלל ישראל "מאכען דא ארץ ישראל" במקומו כהוראת אדמו"ר הצ"צ הידועה.
