To the Rav, distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav Yitzchak (note: Rav I. Dubov of Manchester, see letter no. 5498),
Greetings and blessings,
I am responding to your letter of 10 Elul, with the request for a blessing it contained, which will be read at an auspicious time at the holy resting place of my father-in-law, the Rebbe, whose merit protects us. You refer to the subject of women's hair, which according to Chassidus* is considered as a form of exposure because it leaves room for the hold of the forces of evil. In addition to the Derech Mitzvosecha* that you cite in your letter, this subject is also treated in the Likkutei Torah*, Parshas Devarim, p. 36c. Based on this explanation, you argue that just as a Nazir* does not cut his hair (note: which for him belongs to holiness) because he thereby obtains increased sanctity, a woman, at the other extreme, should have shaved her hair entirely and not merely covered it (note: in order to eliminate the hold of the forces of evil).
You can deduce the answer to your question from the revealed part of the Torah*, according to which hair is not considered as exposure for unmarried young women, and even for married women, the prohibition applies only with regard to strangers — toward whom they have adopted the practice of covering it — but not with regard to their husband. On the contrary, a husband can say: "I refuse that my wife have a shaved head," according to Tractate Nazir 28a. One can deduce from this what is the case in the profound dimension. The hold of the forces of evil is possible only when their existence is possible, but not when one merely receives — perhaps only in the absence of protection and when the prohibition goes beyond the usual situation. You must understand what this means. You will consult, in particular, the Likkutei Torah*, Parshas Vayikra, pp. 24a and 32a.

במענה על מכתבו מיו"ד אלול עם הפ"נ המוסגר בו, שיקרא בעת רצון על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע.
במ"ש בענין דשערות דנוקבא שמבואר בדא"ח ששער באשה ערוה מפני שיש מקום ליניקת החיצונים וכו' (מלבד בדמ"צ שמציין במכתבו, מדובר בזה גם בלקו"ת דברים לו, ג ועוד). ושואל שע"פ הסבר זה, כמו שהנזיר מוזהר שלא לגלחן מפני התוספת בקדושה עי"ז, הרי האשה הי' צ"ל בקצה השני - לגלחן דוקא ולא להסתפק בכיסוי הראש.
וההסבר בזה יובן, ע"פ הנגלה ששער באשה ערוה אינו בהנוגע לפנויות, וכן אפילו בנשואות זהו רק בהנוגע לזרים ושרגילות לכסותו, משא"כ בהנוגע לבעל, אדרבא הרי יכול לאמר אי אפשי באשה מגולחת (נזיר כח, א). שמהנגלה מובן גם הענין בפנימיות - שיניקה לחיצונים אפשר שתהי' כשבא הדבר לכלל יניקה, משא"כ כשאינה אלא מקבל. ואפשר רק באם אין דבר המגין על זה ואסורה ביותר מהרגיל, והנמשל מובן. וראה לקו"ת ויקרא כד, א. לב, א. ועוד...
