To the distinguished Chassid* who fears Hashem and devotes himself to communal needs, Rav David (note: Rav D. Bravman of Kfar Chabad, see letter no. 4405),

Greetings and blessings,

I have duly received your letter of 7 Menachem Av and the one preceding it. Under separate cover, I am sending an official response to the committee (note: see the preceding letter). You will surely provide clarifications on this subject, if they are needed for certain people. Naturally, it is painful to observe that for everything concerning the Kfar — for example, the Chassidic farbrengen* you mention — the preparations that should be made in advance are lacking. Yet one can know, from the beginning of the year, that a farbrengen* will take place on such-and-such a date. The past years have shown how necessary these preparations are. And the same applies to everything concerning the Kfar — for example, regarding the names (note: the official adoption of the name Kfar Chabad and the elimination of the former name, Sfarya) and the loans. Problems are addressed only after reality forces them onto the agenda, because someone has behaved badly and it is necessary to repair what has occurred. In this way, not only are energies wasted beyond what would be necessary, but moreover, in most cases, a repair introduced at the last minute is not effective. May Hashem grant that at least in the future, you establish a program sufficiently in advance.

We are entering Elul*, and it is therefore certain that you will begin immediately to consult about the month of Tishrei* and all that it entails. One shall ensure that the responsibility for this or that project is not diluted. For this purpose, each person shall be assigned a specific mission, and above all the person charged with it shall assume it fully. Despite this, the committee shall verify that the mission is being carried out in the proper manner. Your proposal regarding the twenty percent is accepted.

I extend my blessing for good health to you and to the members of your family, as well as for success in your mission on behalf of all that concerns Kfar Chabad* — its true benefit, in accordance with the will of its creator, my father-in-law, the Rebbe — with breadth of mind.

מאשר הנני קבלת מכתבו מז' מנ"א והקודמו, ובמעטפה בפ"ע נשלח מכתבי מענה רשמי ע"ש הועד, ובטח יוסיף הסברה בזה באם ישנם כאלו שנזקקים לתוספת הסברה.

מובן שמצער מה שבכל עניני הכפר (וכמו ההתועדות שכותב אודותה) חסרה הכנה מראש, אע"פ שבתחלת השנה כבר ידוע שביום פלוני יש מקום להתועד. ומשנים שעברו כבר נוכחו עד כמה שנחוצה הכנה. ועד"ז הוא גם בשארי עניני הכפר, כמו ענין השמות, הלואות כו', שרק אחרי שהמציאות העמידה את הענין בסדר היום, ומי שהוא רוצה ללכת עקלקלות, נזקקים לתקן הדבר וכו', דנים בזה. שעי"ז לא רק מבזבזים כחות יותר על הדרוש, אלא שברובא דרובא, דבר שמתקנים אותו ברגע האחרון אינו עולה יפה כ"כ.

ויהי רצון שעכ"פ מכאן ולהבא יעשו תכנית בעוד מועד.

וכיון שנכנסים אנו לימי חדש אלול, בודאי תיכף יתחילו להתדבר בנוגע להחדש תשרי ועניניו, ויבטיחו (באווארענען) שלא יהי' ענין פלוני וענין פלוני כקדירה דבי שותפי, ע"י שיוקבעו האחראים במיוחד לענינים מיוחדים, והעיקר - שהאחראי יקבל ע"ע אחריות זו. וגם אז ישגיח הועד על האופן שממלא תפקידו וכו'.

הצעתו בנוגע לעשרים אחוזים, נתקבלה.
