Greetings and blessings,
I am responding to your letter of 23 Tammuz, in which you tell me that you serve in the army and that you scrupulously observe the Torah* and the mitzvos*. You are surely generous toward others, guiding your friends in this direction as well.
One who is in the army, in particular, must do everything in his power to strengthen it and to encourage the soldiers. If he does not, he is insubordinate. The same applies — and even more so — to the observance of Torah* and mitzvos* in the military context. By making an additional effort for our Torah*, Torah of life, and for its mitzvos*, of which it is said: "You shall live by them," an army obtains more life, strength, and power. Conversely, any deficiency in Torah* and mitzvos*, Heaven forbid, weakens, damages, and calls into question the security of the relevant unit and, through it, that of the entire army. Nevertheless, the deep darkness of exile causes some to err in this matter, for the consequences of all this do not appear immediately. Yet at every moment, in every place, every Jew is obligated to practice the Torah* and the mitzvos*, and how much more must this be so for soldiers, who receive a specific injunction: "Your camp shall be holy."
At the same time, even though you find yourself in the army, in particular conditions that "do not help" you observe Torah* and mitzvos*, as you yourself put it — and are undoubtedly far worse than a mere absence of help — you know that the One Who gives the Torah* and commands the mitzvos* has demanded that a particular holiness reign in a military camp. It is therefore certain that He grants each person the means to achieve this. Indeed, "the Holy One, blessed be He, does not deal deceitfully with His creatures."

במענה על מכתבו מכ"ג תמוז, בו כותב אשר משרת הוא בצבא, ומקפיד על שמירת התורה והמצוה וכו'.
ובודאי עינו טובה גם בשל אחרים ומשפיע גם על חבריו בכיוון זה.
ועל הנמצא בצבא בפרט עליו לעשות ככל התלוי בו בחיזוק כל עניני הצבא, ואנשי הצבא בכלל זהו כמובן, שהעושה אחרת הרי בוגד הוא, וככל הדברים האלה ממש ועוד במדה גדולה יותר בהנוגע לשמירת התורה והמצוה בתוככי מסגרת הצבא, כיון שתורתנו תורת חיים ובמצותי' נאמר וחי בהם, שהוספה בכל זה מוסיפה תוספת חיים כח ועוז בצבא וכל גרעון ח"ו בתורה ומצותי' מביא לחלישות ורפיון ידים ופוגע בבטחון הפלוגה בה נמצא, ועל ידי זה בכללות הצבא. אלא שמפני החושך הכפול ומכופל של הגלות ישנם טועים בזה, כיון שאין התוצאות נראות תומ"י על אתר. והרי דברים ק"ו, שכיון שבכל עת ובכל מקום מצווה כל אחד ואחת מבני ישראל על התורה והמצוה, על אחת כמה וכמה אנשי הצבא שנצטוו במיוחד והי' מחנך קדוש.
יחד עם זה מובן גם כן שאף שנמצאים בצבא בתנאים מיוחדים, כמו שכותב, שאין מסייעים - ואולי עוד יותר מהעדר סיוע - בשמירת התורה והמצוה, הנה כיון שנותן התורה ומצוה המצוה ציוה על קדושה מיוחדת במחנה הצבא, בודאי נותן האפשריות לכל או"א למלא את זה, שהרי אין הקב"ה בא בטרוניא עם בריותיו.
