Greetings and blessings,
I have duly received your letter of 15 Menachem Av, following a long interruption. You describe all that you have done during this period.
I have already written (note: see letters no. 3448 and 3478) to several active members among the Chabad youth that it is not advisable, for various reasons, to create a separate organization — distinct from the framework of the Chabad youth association — for each type of activity. From various standpoints, it is necessary to consolidate the activities, even though they may of course be autonomous to the extent needed for them to be effective, and if appropriate, to be led by competent individuals and to preserve the proper relationships between them so that their collaboration is satisfactory. Nevertheless, there must be a single leadership, at least in appearance, in the interest of the activities conducted in this domain.
You mention in your previous letter the work you are doing among new immigrants who are already past Bar Mitzvah* age. I therefore reproduce here what I wrote to someone (note: see the preceding letter) on this subject. It would be advisable, in this matter, to consult the local Rabbis.

"On this subject, you specify that the one who was circumcised is already past Bar Mitzvah* age, and that consequently, before the circumcision, he was administered an anesthetizing liquid — meaning there was a general anesthesia. A Rav who rules on halachah* should be consulted on this matter. Indeed, it is possible to administer an injection nearby — generally in the back or in the spinal column — which has the effect of removing all sensation for some time. Nevertheless, this is not a general anesthesia, and the person retains all his faculties, so that he remains obligated in the practice of mitzvos*. You well understand the difference between these two situations."

מאשר הנני קבלת מכתבו מט"ו מנ"א לאחרי ההפסק הארוך בו כותב אודות הפעולות שבינתים.
וכבר כתבתי לאחדים מפעילי צעירי אגו"ח שאין כדאי ומכמה טעמים לעשות מכל פעולה חברה בפ"ע חורגת ממסגרת צעירי אגו"ח, ומכו"כ טעמים נחוצה התרכזות הפעולות, אף שפשוט שאפשר להיות אוטאנומי במדה הנדרשת ע"י טיב הפעולה ואפילו הנדרש ע"י טיב האנשים העוסקים בפועל והיחסים ביניהם עד שישתתפו ויוכלו לעבוד בשיתוף מלא, אבל מרות אחת עכ"פ באופן מקיף הרי היא תועלת הפעולות בשטח זה.
כיון שהזכיר במכתבו הקודם ע"ד התעסקות בין עולים החדשים שהם כבר לאחרי עונת הבר מצוה, מועתק בזה מ"ש לאחד בזה, וכדאי שיברר חו"ד הרבנים על אתר.

... שכותב שלהנמול שהוא כבר לאחרי הבר מצוה נתנו לו קודם המילה שלאף געטראנק, שפירוש הדבר בזה היא הרדמה כללית, שצריכים לברר אצל רב מורה הוראה עד"ז כיון שיש מקום לומר שיש אפשרית לזריקה במקום הסמוך (ע"פ רוב עושים זה בגב וחוט השדרה) שפעולתה רק נטילת הרגשת כאב למשך זמן, אבל אינה הרדמה והאדם שולט בכל חושיו, ז.א. מחוייב בכל המצות, ומובן החילוקים שבין שני האופנים.
