and devotes himself to communal needs,

Greetings and blessings,

I have duly received your letter from the eve of Shabbos* Parshas Balak*, and I enclose herewith a copy of a letter I am sending to someone, whose terms, of course, apply to you as well.

With my blessing to give good news, and for a fruitful Festival of Liberation (note: of the Frierdiker Rebbe* from Soviet imprisonment, 12 Tammuz*),

Regarding the request for a blessing for that man who was visited in a dream by his deceased father — he must ask forgiveness of his father in the presence of ten people, on account of the fact that everything that transpired during the year of mourning was not conducted properly. And you know the halachic* ruling of our holy Torah* that a father forgives (note: the lack of respect on the part of his son). It would also be good to have his tefillin* and the mezuzos* of his home inspected.

You ask me how prophecy is possible among the other nations. Indeed, the Divine Presence reveals itself only to one who is totally submitted to it (note: which would seem impossible for the nations). Yet you could have posed an even stronger question: How were they given seven mitzvos* — which are bonds (note: with the Divine) — when every non-Jew is obligated to observe them, and these are not reserved for an elite?

The explanation is as follows: At the moment of observance, their submission is effective — and all the more so during prophecy, as it is stated: "He fell..." (note: referring to Bilaam). You should consult the Rambam* in his Laws of the Foundations of the Torah*, chapter 7, and the Torah Or*, Parshas Toldos*, page 19c.

במש"כ איך אפשרי נבואה באומה"ע, במכש"כ מהשראת השכינה שצ"ל בטל

במציאות כו' - עדיפא מינא הול"ל, איך נצטוו בז' מצות - ל' צוותא - והרי בזה כאו"א מאומה"ע נצטווה, ול"ד יחידי סגולה.
