To all participants in the annual convention of the Rabbinical Union, may Hashem* grant you long life,
I greet you and bless you,
You have informed me that your annual convention will be held this week, from Monday to Wednesday, and here is my response. With the help of Hashem*, may this convention be consecrated to His Name, producing fruit — concrete results — in order to strengthen traditional Judaism* and disseminate it in the holy communities and institutions in which the members of the Union carry out their sacred mission, as well as in every place where their influence extends.
Traditional Judaism* must be disseminated to the point of being decisive and determinant in the life of the community and what concerns it, as in the life of the individual and what touches him. Indeed, the role and responsibility of the Rabbanim* today is not comparable to the function that was theirs previously. In the darkness and concealment that characterize our period, when minds are in a state of dreadful confusion, the Rav* must proclaim and proclaim again that "this Torah emanates from the Creator, from Hashem*, blessed be He, and from none other. And nothing can be added to, nor subtracted from, the Written Law and the Oral Law." Within the latter, the judges of Israel, "pillars of instruction," play an essential role through "the rulings, decrees and customs that they teach publicly" (note: see the Rambam, beginning of the Laws of Rebels). This is one of the principles of our faith.
What the Torah previously forbade therefore remains prohibited even now, including in the United States. And even if someone discovers one hundred and fifty reasons to declare the sheretz* pure, as the expression of Tractate Eruvin* 13b states — which you will consult — its prohibition nonetheless remains in force. In these recent years, it is even more important and necessary to assume this mission. Hashem* has had mercy on His people, Israel, and hearts have been strongly inspired. Many in the young generation seek the integral truth.
Some have already become aware of the truth of our Torah*, the Torah of truth, and they have concretely changed their daily way of life. Others are heading in this direction but have not yet reached the final goal. Still others sense how empty their existence is, but lacking a support on which to firmly base their lives, they wait, hoping that someone will come to explain to them what is happening to them, to place them in a ray of light.
The common thread among all these categories is the following. All lift their eyes toward the Rav*, their leader, to show them and teach them the truth as it is — an integral and upright Torah, without compromises, which are always based on falsehood (note: see letter no. 5378), for their very nature is falsity. This motivation and expectation multiply tenfold the responsibility and duty of the Rav*, especially if he is young and has grown up in the environment where those who seek the truth have developed. He therefore has the obligation and the merit to make known to them an integral and true Judaism*, without compromises, without being affected by the mockers, as the beginning of the Shulchan Aruch* states, without fearing the well-known argument (note: advanced by Korach) that "the entire congregation is holy" — so that one should not differentiate, erect barriers between different movements, even if one of them modifies the Torah*, even if halachah* denies it the status of a religious movement, even if, on the contrary, it fights against the faith of Moshe* and Israel, spreading heresy among the Jewish people.
This moment is propitious for strengthening the foundations of Torah* and mitzvos*, on the basis of sacred values. Such is the need of this era. The teshuvah*, the motivation that is now emerging among the Jewish people, has great power. May Hashem* preserve us from ignoring those who return, from condemning them to incessant back-and-forth — tomorrow, the day after, later — from disappointing them with compromises. Every day, every week that passes not only can no longer be recovered, but moreover causes destruction and desolation. Indeed, the members of the community and the heads of families, observing the Rav's* behavior, deduce from it the value and importance of the Torah* and mitzvos* of which this Rav* is the emblem. In this matter, it matters little for what reason the Rav* remains silent — whether from fear of losing his position, his honor, or the number of people who consult him. In any case, his silence is perceived as an endorsement of the opposing camp and its conception — the loss of the sanctity of the Torah* in order to adapt it to the conditions of the era and the place.
Such a conception has led, in the past, and still leads, step by step, straight toward the Conservative movement, Reform, assimilation and total disappearance, Heaven forbid. The role and power of the Rav* is to be the intermediary charged with transmitting the opinion of the Torah*. He assumes a mission entrusted to him by the pillars of the Torah*, the Sages, the very earliest Sages — all those who received ordination, generation after generation, from Moshe* our master, who received the Torah* on Mount Sinai and was the emissary of Hashem*. Now, a faithful emissary, if he does not modify the mission entrusted to him, holds the strength and power of the one who mandates him. Thus, our Sages say, "the emissary of a person is like that person himself," and he rises in holiness, if one may express it thus, up to "the Heavenly Man seated on the Throne" (note: see the Likutei Torah of the Alter Rebbe, Parshas Vayikra, page 1c), Who says to every scholar: "I will place My Word in your mouth."
An emissary who modifies the mission entrusted to him relies on his own will and his own strength — that is, on the will and strength of a man of flesh and blood, having a material existence of which it is said: "The superiority of man..." (note: "...over the animal does not exist, for all is vanity" — Koheles 3:19).
And if he poses as a Rav*, as the shepherd of a community or a group in Israel, what will he do with the Word of Hashem*, transmitted by His prophet (Yechezkel* 34:3-5): "You eat the fat and clothe yourselves with the wool, but you have not healed the sick, you have not bandaged the broken, you have not brought back the strayed, you have not sought the lost. They have become prey to all the beasts of the field."
May Hashem* grant that your convention have the merit and success of motivating and strengthening the members of your Union and all Rabbanim* who, despite internal and external pressures, will fully assume this rabbinical function, without their judgment being diverted or corrupted. Receiving the mission and the strength from the Torah* and from Him Who gives it and alone directs the entire world, they will form holy Jewish communities and lead them on the path to the house of Hashem*, with abundance in all areas, until the promise is fulfilled: "I will place over them a single shepherd, and David My servant will tend them."
With my respects and my blessing of success in your sacred mission, to strengthen the Torah* of truth, the immutable truth of Hashem*, and to disseminate it.

יהי רצון אשר, בעזר השי"ת, יהי' כינוסם לשם שמים, ויביא פירות ותוצאות ממשיות בהחזקת היהדות המסורתית והפצתה בקהלות קודש ובמוסדות קודש, אשר חברי האיגוד מכהנים שם בקודש, ובכל מקום אשר השפעתם מגעת,
הפצת יהדות המסורתית עד כדי כך שהיא תהי' המחלטת והשלטת בחיי ועניני הצבור ובחיי ועניני היחיד.
כי לא כתפקיד הרבנים לשעבר - תפקיד ואחריות הרבנים בימינו.
בימינו אלה, ימי העלם והסתר, ובלבול מוחות מבהיל - על הרב להכריז ולחזור ולהכריז, אשר "התורה הזאת מועתקת מאת הבורא הש"י לא מזולתו ועלי' אין להוסיף וממנה אין לגרוע לא בתושב"כ ולא בתושבע"פ"
- אשר עיקר תושבע"פ - הם דייני ישראל "עמודי ההוראה" "התקנות והגזירות והמנהגות" שהורו בהם לרבים* -
ומיסודי דתנו הוא.
ומה שאסרה תורה בתקופות מלפנים - אסור הוא גם עתה ובארצות הברית גם כן, ואפילו אם מי שהוא ימציא מאה וחמשים טעמים לטהר את כו' (עירובין יג, ב. ראה שם) - האיסור בתקפו הוא.
וגדל הכרח מילוי תפקיד זה עוד יותר בשנים האחרונות, אשר בחמלת ה' על עמו ישראל, נכנסה התעוררות חזקה בלבות כמה וכמה מהדור הצעיר לבקש את האמת לאמתו,
מהם כאלה שכבר עמדו על האמת, היא תורתנו תורת אמת, עד כדי שינוי אורח חייהם במעשה בפועל בחיי היום-יום, מהם ההולכים בכיוון זה, אבל עדיין לא הגיעו למחוז חפצם, ומהם - אשר רק מרגישים בעצמם שנמצאים הם בחלל ריק מבלי כל משען ובסיס בחיים עליו יוכלו לעמוד איתן - ומצפים ומייחלים אשר יבוא מי שהוא ויבארם את הנעשה אתם ויעמידם בקרן אורה.
הצד השוה בכל שלשת סוגים אלו הוא - שעיניהם נשואות אל הרב ומנהיגם להורותם וללמדם את האמת כמו שהיא - תורה שלימה ותורה תמימה, בלי פשרות, שהרי כל פשרה בשקר יסודה ושקר מהותה.
אשר התעוררות זו וצפי' זו מגדילות פי כמה אחריות כל רב וחובתו, ובפרט זו של הרב הצעיר אשר גדל באותה הסביבה בה גדלו ונתחנכו אלו שנתעוררו לאמת -
חובתו וזכותו להודיעם יהדות אמתית ושלימה בלי פשרות. וכהוראת השו"ע בתחלתו - ולא יתבייש מפני המלעיגים. וגם אל יחת מפני הטענה הידועה אשר כל העדה כלם קדושים ואין לחלק ולעשות מחיצות בין תנועה אחת בדת לשני'.
אף שהשני' עושה שנויים בתורה, ונפסק דינה אשר אינה תנועה בדת כי אם תנועה לוחמת בדת משה וישראל ומרבה כפירה בישראל.
שעת הכושר היא וצו השעה לחזק יסודות התורה והמצות על טהרת הקדש, שכן גדול כח התשובה וההתעוררות השורר במחנה בני ישראל, וחלילה להתעלם מהשבים, או לדחותם בלך ושוב מחר ומחרתיים ולאחר זמן, או לאכזבם בפשרות. וכל יום וכל שבוע שעוברים - לא די שזהו העדר התיקון, אלא גורם גם להירוס וחורבן, שהרי מהנהגת הרב לומדים אנשי הקהלה והבע"ב בכלל על ערך התורה והמצוה וחשיבותם שהרב צריך להיות נושא דגלם. ואין נפקא-מינה בענין זה מהו טעם שתיקת הרב, אם הוא מיראתו פן יחסר לחמו, או פן יחסר מכבודו, או פן יחסר במספר האנשים המשכימים לפתחו - כי, בכל אופן, שתיקתו מתפרשת כהודאה לצד שכנגד ושיטתו, הורדת התורה מקדושתה והתאמתה לתנאי הזמן והמקום -
שיטה אשר הובילה בעבר ומובילה גם עתה - ישר, דרגא אחר דרגא, לשמרנות (קונסערוטיוו), רעפארם, התבוללות וטמיעה כליל ר"ל.
כל רב ענינו ותקפו הוא - אשר שליח הוא למסור דעת תורה, שליחות עמודי התורה, ראשונים וראשוני ראשונים עד לסמוכין איש מפי איש עד משה רבינו שקבל התורה מסיני - שלוחו של מקום.
שליח נאמן שאינו משנה בשליחותו, יש לו הכוח והתוקף של המשלח וכמרז"ל שלוחו של אדם כמותו, ולמעלה בקודש, עד, כביכול, של אדם העליון אשר על הכסא** אשר הוא האומר לכל תלמיד ותיק: ואשים דברי בפיך.
שליח המשנה בשליחותו - רצון עצמו ובכח עצמו הוא עושה, רצונו וכוחו של בשר ודם קרוץ מחומר, עליו נאמר ומותר האדם מן גו'.
ואם בשם רב ורועה עדה וקבוצה בישראל יכנה את עצמו - מה יענה לדבר ה' על ידי נביאו:
את החלב תאכלו ואת הצמר תלבשו... ואת החולה לא רפאתם ולנשברת לא חבשתם ואת הנדחת לא השבותם ואת האובדת לא בקשתם... ותהיינה לאכלה לכל חית השדה (יחזקאל לד, ג-ה).
ויהי רצון אשר יזכה כינוסם ויצליח לעורר לחזק ולאמץ את חברי האיגוד ואת כל הרבנים, אשר למרות הלחץ מבחוץ ולמרות הלחץ מבפנים, ימלאו את תפקיד-רב האמור בשלימותו, מבלי שיהי' עיוות הדין ומבלי שיהי' עינוי הדין.
ובשליחות וכוח התורה ונותן התורה, אשר הוא רק הוא שולט ומנהיג את כל העולם כולו, יקימו קהלות קדושות בישראל וינהלום בדרך העולה בית א-ל מתוך הרחבה בכל.
עדי יקוים היעוד: והקימותי עליהם רועה אחד ורעה אתהן את עבדי דוד.
בכבוד ובברכת הצלחה בעבודת הקודש לחזק תורת אמת, אמת הוי' לעולם, ולהפיצה.
