To the members of the committee of Kfar Chabad*,

may Hashem grant you long life,

Greetings and blessings,

I duly received your request for a blessing of 19 and 26 Iyar. I am surprised that you did not discuss several points that should have been placed on the agenda. Among these were, among others, the following:

According to information transmitted here by various people, several have wanted or still want to settle in Kfar Chabad, and they fulfill all the conditions for this. Yet the committee of the Kfar responded to them that it was out of the question, since there are no available houses, and that is the end of it. It is quite clear that the Kfar will not develop in this manner.

In such a case, one must go to the relevant institutions and ask them to increase the number of houses to be built, or those currently under construction. Moreover, some of those who have written to me on this matter are prepared to make a substantial personal financial contribution. Yet in the report, there is no mention at all of these requests and the responses given to them. Perhaps this is because, as far as you are concerned, it is indeed out of the question. You can deduce my position from what has just been said. It is diametrically opposed to yours.

Settlement is taking place in various other villages as well, and one can observe the success that results from it. In Kfar Chabad too, people want to settle, but one sits with arms crossed on this matter. One merely draws up the list of houses for which a building permit was granted a year or two ago. And if these houses are taken, the applicant is told that there is nothing to be done, and that is that!

The inactivity in this matter raises another doubt. Perhaps the same is true regarding the search for economic opportunities that should strengthen the Kfar and improve its material situation. It is essential that there be a significant change in this outlook. May Hashem grant that this change come very quickly, for the good of Kfar Chabad in all domains, material and spiritual.

Likewise, I am surprised that you do not specify in your report whether the summer camp of Kfar Chabad has already been discussed. Moreover, past years have proven that a late discussion, just before its opening, causes numerous disadvantages, both material and spiritual.

With my blessing for success in your holy mission of developing Kfar Chabad, and for giving good news of all this,

מאשר הנני קבלת הפ"כ מיום י"ט וכ"ו באייר, ולפלא חוסר הדיון ע"ד כמה שאלות שצריכות לעמוד בסדר היום, כיון שעומדים הם על הפרק, ומהן (ולא כולן):

ע"פ ידיעות מכו"כ אנשים נודע לכאן שרצו או גם רוצים בהווה להתיישב בכפר חב"ד, ולפי מהותם מתאימים הם לכיוון כפר חב"ד, וקבלו מענה מהנהלת הכפר שאין הדבר בא בחשבון, כיון שאין בתים, ותו לא מידי. ומובן שלא באופן כזה יתפתח הכפר.

והרי בכגון דא יש לבקר המוסדות המתאימים ולהשתדל שיוסיפו במספר הבתים העומדים להבנות, או הוספה להבתים שבונים עתה, ובפרט שכמה מאלו שכתבו לי בהנ"ל מוכנים הם להשתתף בסכומים מסוימים גם משלהם. ובהפרטי כל איני מוצא כל זכר לבקשות האמורות ולהמענה עליהם. ואפשר הטעם מפני שלדעתם אין זה בא בחשבון כנ"ל, והשקפתי בזה מובנת מהאמור לעיל שהיא הפכית בתכלית. ובה בשעה שמכמה כפרים מעתיקים, ורואים הם הצלחה בפועל - שבכפר חב"ד רוצים להתיישב, יושבים בחבוק ידים בפרט זה, וכנראה שמסתפקים בהעברה על רשימת הבתים שהסכימו לפני כשנה ושנתיים לבנותם, ובאם תפוסים הם, מודיעים להמבקש שאין על מה לדבר, וחסל!

אי הפעולה בהנוגע להנ"ל מעוררת ג"כ חשד, שאפשר עד"ז הוא גם בהנוגע לחיפוש מוצא לביסוס הכפר והטבת מצבו הכלכלי וכו'. ומוכרח שימצאו דרכים לשינוי עיקרי בשיטה האמורה. ויהי רצון שיחול השינוי בקרוב ממש להצלחת כפר חב"ד בכל הענינים הן בגשמיות והן ברוחניות.

לפלא ג"כ שאין מזכירים בהפ"כ אם כבר דנו ע"ד קייטנא בכפר חב"ד. ובפרט שנוכחו משנים שעברו שהדיון אודות הקייטנא בזמן האחרון לפני פתיחתה, הביאה לכמה מגרעות הן בגשמיות והן ברוחניות.

בברכת הצלחה בעבודתם הקדושה להתפתחות כפר חב"ד ולבשו"ט בכל האמור.
